AT NOON, IN THE WILLIAM

I. Call to Order.

Mayor Morgan advised that he neglected in the last meeting to mention a
letter and phone call from Mr. O'Boyle and Mr. Martinez advising they
Q would be unable to attend today but expressing their best wishes and
congratulations to all of the successful candidates. He pointed out that
this is further evidence of the way in which the election was properly
handled with restraints and professionalism this town would expect.
IV. Town Manager Selection Process.
A copy of the selection process and the advertisement is attached
herewith and made a part of the record. Town Manager Thrasher introduced
his recommendation, Gregory L. Dunham, for the position of Town Manager.
V. Interview -Future Town Manager.
Mayor Morgan introduced Mr. Gregory Dunham who has 30 to 35 years
of experience as a Town Manager or Assistant Town Manager. The Mayor and
each of the Commissioners asked Mr. Dunham a number of questions, all of
which were properly responded to.
VI. Vote Re: Town Manager
Q Commissioner Orthwein moved that Mr. Gregory L. Dunham be hired
as the next Town Manager which was seconded by Commissioner White with
all voting AYE at the roll call.
VII. Authorization for Mayor & Manager to Negotiate Salary, etc.
Commissioner Orthwein moved that Mr. Dunham's starting date be
April 17, 2017 to work with Town Manager Thrasher with May 1, 2017 being
Othe date he would assume the position of Town Manager. Commissioner
White seconded the motion and all voted AYE.

Commissioner Orthwein then moved to authorize Mayor Morgan and Town
Manager Thrasher to meet with Mr. Dunham immediately after the meeting
to discuss salary and terms of employment. Commissioner White seconded
the motion and all voted AYE at roll call.
Commissioner Lyons asked if the typical employment background check
would be conducted and was assured it would be.
VIII. Adjournment.
Mayor Morgan adjourned the meeting at 12:55 A.M.

DECISIONTREE— SELECTION OF TOWN MANAGER
GS code section 2.42 (1) states that, the Town Monger shall recommend to the town commission the
appointment of all appointive administrative officials provided for by or under the charter. These
officials are the town clerk, police chief, and the town manager.
The method of making a recommendation to this commission can vary including hiring a professional to
do the recruiting. Also, the number of recommended applicants to the commission is not determined by
the code. It could vary based on the number or quality of the applications submitted.
At the consensus directive of this commission at a public meeting last year, it was determined that the
Town would do the recruiting process in house. In following that directive the Town advertised
nationally, statewide, and locally. The advertisement read: READ
The Town received approximately two (2) dozen qualified submittals. I reviewed each application and
then asked staff to assist in providing opinions and comments on the applicants, and they were scored
by staff based on criteria I provided. The staff included the Town Clerk, Police Chief, staff attorney, and
myself.
Applications were scored by each staff member based on the following categories; number of years as a
Florida Manager and/or finance director, number of years in current position, number of years of PBC
experience, cover letter, number of certifications/credentials, and the longest number of years served at
any applicable municipal appointment. Then the individual staff score sheets were tabulated and
averaged for each applicant. The average applicant scores ranged from 25.5 to 203. 1 decided who of
the applicant pool to interview based on my opinions and staff input, not solely on these scores.
I submitted all applications to the Town Commissioners with a memo informing them of which
applicants I selected for staff interviews. Of seven applicants chosen for interviews, two dropped out of
consideration, bringing the number of staff interviews to five. Each commissioner was encouraged to let
me know if they had any other applicant they would like to have interviewed by staff. I received no
additional names to be added.
I established procedures for the interviews and conducted the five interviews with staff sitting in. Staff
were permitted to ask questions of the applicant such as would help me better understand the
qualifications of the applicant and to offer such comments to me as staff deemed pertinent to the
qualifications of the applicants. I asked each applicant the following questions: "Please tell us about
yourself?" "Please tell us about the Town of Gulf Stream?" and "The Town of Gulf Stream recently
hired a full time staff attorney, please evaluate and comment on that decision?' After the interviews
were completed I determined who to recommend for further interviews in front of the commission.
Only one applicant advanced to be interviewed by the commission. That applicant is here with us today,
Mr. Greg Dunham. I recommend that Mr. Greg Dunham be the next Gulf Stream Town Manager.

The Town of Gulf Stream, FL is a small wealthy residential community within Palm Beach County and has
a winter population of 950. The manager reports to a five (5) member Commission with a wide -range of
responsibilities. Employees include the police department of 12, Town Hall staff of four and two water
and maintenance employees in addition to a recently created legal department. The Town contracts for
Cwater supply, waste management, planning and several other intermittent services.
The successful candidate must possess a cooperative nature, be personable and "hands-on" as needed.
During a hurricane event there may be short periods away from the family.
Minimum qualifications include a Bachelor's degree in business or public administration, management
or other related fields with a Master's degree preferred. The successful candidate will have five (5)
years of progressively responsible work experience in local government management with a strong
financial background. Salary range: $95,000 to $110,000.
