As we enter a new year, I am pleased to report that Gulf Stream's financial reserves have
been returned to our goal levels, which are approximately $2 million in the general reserve and
$1.2 million in the water reserve. As a result, the Town's ad valorem tax rate has been reduced in
fiscal year 2017 by half a mil to 4.49, which is one of the lowest tax rates among the barrier
island municipalities. These reserve levels allow the Town to move forward on two of the
projects requested by residents at our May, 2015 public meeting on improvements- road paving
and the enlargement of Town Hall. Road paving will begin in April for deteriorated areas in
Place au Soleil and the Town core, and construction drawings are being prepared to add work
spaces and storage to the west side of Town Hall. As many of you know, some of our staff are
currently working out of the library and even the Commission Chamber, while our file storage
cabinets have been stacked for several years along the main office hallway. The Town's
computer servers have already outgrown their placement inside an old storage closet. This
expansion of Town Hall is a much needed and overdue improvement for Gulf Stream.
The Phase 2 undergrounding of conduit is proceeding on schedule. We expect final
completion of the conduit installation by June with utility line installation by late summer. FPL
has informed us that they expect to remove the old Phase 1 poles along AIA south of Gulfview
Dr. and replace them with new light poles sometime in March.
The Town won a significant municipal victory last month, when an appellate court ruled
that Palm Beach County, not its municipalities, must fund the Office of Inspector General, a
watchdog organization for government fraud and abuse established by voter referendum in 2010.
Gulf Stream was the lead named plaintiff in the case, which included municipalities from Boca
Raton to West Palm Beach. The County improperly sought to impose the costs of this agency on
towns and cities, rather than pay the costs itself, so the court's ruling is a victory for our Home
Rule sovereign rights and for tax fairness.
Gulf Stream won another significant legal victory this month when a state court judge
ruled that Christopher O'Hare has engaged in a pattern of bad faith misconduct by using Florida's
Public Records Law to inappropriately generate public records lawsuits, and to harass and
intimidate Town employees, all for the purpose of creating fees.

This ruling is a vindication of Gulf Stream's legal efforts to expose and stop the wrongful abuse
of the Public Records Law by Mr. O'Hare, Mr. O'Boyle and The O'Boyle Law Firm, which has
been so costly to the Town, not only financially, but in terms of staff morale and tum -over. It
should also be noted that Gulf Stream has not had another public records lawsuit against it in
over two years.
On another note, the Town has a new Chief of Police, Edward Allen. The Commission
recently appointed Chief Allen to replace former Chief Garrett Ward, who retired due to poor
health. Our thoughts and prayers go out to Chief Ward and his family.
Gulf Stream has also begun the search for a new Town Manager to replace William
Thrasher, who will be leaving at the end of April, after 20 years of service to our Town. We
expect the process of evaluating applicants to take one to two months.

Dear Gulf Stream Residents,
Recently, there has been a number of car entries and thefts, including five in Place au Soleil early
this week. One of the vehicles at Place au Soleil was stolen after the thieves discovered the doors
open and the key inside.
Delray Beach has also reported a several of these multi -car entries and thefts so it is a cause for
some concern, and I urge all residents to lock your vehicles and your homes at all times.
Please report any suspicious activity to the Gulf Stream Police Department at 243-7800.
