RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH T &M ASSOCIATES — ROMANO WSKI
STREET & HIGH STREET IMPROVEMENTS SCOPE AND FEE ESTIMATE
WHEREAS, the Borough of Carteret is in need of specialized engineering services with
regard to the Romanowski Street & High Street Improvements; and
WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $36,250.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from T &M Associates for engineering services related to
the Romanowski Street & High Street Improvements at a total cost not
to exceed $36,250.00 at the rate set forth in T & M's existing contract
with the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:I 1- 5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.

Scope and Fee Estimate for Professional Services
Dear Mayor Reiman:
T &M Associates is pleased to submit this scope and fee estimate for Professional Services
associated with the reconstruction of Romanowski Street from Lowell Street to Pershing
Avenue; the resurfacing of Romanowski Street from High Street to the cul -de -sac; and the
resurfacing of High Street from Washington Avenue to Romanowski Street a total distance of
approximately 1,950 feet. We estimate that that construction cost for these improvements will be
approximately $350,000. We understand that the New Jersey Department of Transportation
(NJDOT) has granted the Borough $309,970 from the Transportation Trust Fund (for Hermann
Avenue/Romanowski Street Section III) and the Borough will provide the remaining funds.
Following are the scheduled improvements for the portion of Romanowski Street that is being
reconstructed:
• Replace existing pavement with 4 -inch Dense Graded Aggregate Base Course, 4 -inch
Superpave Base Course. and 2 -inch Superpave Surface Course;
• Install all new curbing;
• Generally maintain roadway widths;
• Install new concrete sidewalks where broken or heaved;
• Replace driveway aprons as required by grading;
• Replace inlet heads with new Type N -ECO heads to comply with NJDEP Stormwater
Management regulations and replace unsafe inlet grates with bicycle safe grates;
® Reset manhole covers and drainage gates as required;
Topsoil, fertilize, and seed (restoration);
Maintenance and protection of traffic measures;
Restoration and cleanup.

The portion of Romanowski Street that is being resurfaced does not appear to be thick enough to
mill (we will confirm the pavement thickness by obtaining pavement cores) so we have assumed
that a base repair will a required log the curb lines to meet existing driveways and other grades
prior to overlay.
High Street appears to have a concrete base with a bituminous overlay (we will confirm by
obtain pavement cores). If this proves true, we will mill the existing surface, saw and seal the
concrete joints then overlay the roadway.
The streets to be resurfaced will include minor curb and sidewalk replacement where damaged,
ADA curb ramp upgrades, resetting of castings and replacement of inlet heads with new Type N-
ECO heads.
In order to achieve the Borough's objectives, we propose the following scope of services.
A. PRE - DESIGN PHASE
1. Field surveys have been acquired (for the portion of Romanowski Street that is being
reconstructed) by conventional "on the ground" methods, The streets to be resurfaced
will not be surveyed. The following survey tasks were completed, with the exception of
item h, which is included in this current scope:
a. A baseline will be set along the roadway as an open traverse line with assumed
coordinates to locate the items listed below.
b. Topographic features (to 3 -feet beyond the back of the sidewalk) will be located,
including trees, signs, fences, mailboxes, and drainage systems.
c. Existing property corners will be located (along the roadway), where visible, for
depicting existing right -of -way.
d. Using an assumed datum, benchmarks will be set outside the limits of work for
vertical control during construction,
e. Visible utilities will be located and utility pole numbers recorded.
f. Cross- sections at 50 -feet intervals will be acquired to 5 -fet beyond the back of the
sidewalk.
g. Existing driveway centerlines will be profiled to 10 -feet beyond the back of the
sidewalk.
h. Obtain as -built field survey at the intersection of Romanowski Street and Lowell
Street where Phase 11 project ended.

2. Base maps will b prepared at a scale of 1" = 20', and tax map accuracy right of way
lines will be shown on the base maps.
3. Copies of the base maps will be forwarded to each utility company so that they may
verify the location and sizes of their facilities. We will also inquire whether utility
companies have plans for future relocation or expansion.
4. A pavement coring program will be developed. We anticipate that approximately
fifteen cores will be taken to determine pavement thickness.
5. Although we will coordinate the pavement coring during the design phase, the
purchase order for coring should be provided from the Borough directly to the contractor.
The cost of the pavement coring is not included as part of our design fee.
6. A preliminary construction cost estimate will be prepared comparing the estimate to
available funds. The Borough will be advised of the results.
B. DESIGN PHASE
1. A preliminary design will be prepared and will include the following items:
a, Graphical horizontal geometry denoting pavement widths, curve radii, limits
of curbing, approximate limits of reconstruction, and existing right -of -way
lines.
b. Proposed typical sections.
c. Updated preliminary construction cost estimate.
d. Potential areas of utility conflicts will be identified on the preliminary design
and proposed new utility installations will be identified.
e. We will review the preliminary plans with appropriate Borough officials prior
to proceeding with feral design.
2. T &M Associates will perform a visual inspection of sanitary sewer manholes for
streets within the area scheduled for reconstruction. The inspection will be performed
from ground level (no entry is anticipated). The results of the inspection will be
documented with inspection reports and photographs where possible. The inspection
will identify frame, cover and manhole condition and any sources of infiltration or
inflow requiting repair.

3. We will coordinate a contract for the cleaning (assumed to be light cleaning with a jet
truck) and closed circuit TV inspection of existing sanitary sewer for streets within
the area scheduled for improvement. The contractor will prepare video tapes and logs
for each completed section of sewer. T &M will coordinate the cleaning and TV
activities and will review the inspection video associated log reports to identify main
line pipe defects. Based on the results of the physical investigation, T &M will
determine recommended repairs and incorporate the repair work into the roadway
plans and specifications. We have assumed that sewers are in generally acceptable
condition and that only minor spot pipe and manhole repairs will be needed.
4. Although we will coordinate the TV inspection during the design phase, the purchase
order for the TV inspection should be provided from the Borough directly to the
contractor. The cost of the TV inspection is not included as part of our design fee.
5. Final construction plans will be prepared on AutoCAD for a construction contract,
consisting of the following:
a, Title sheet with key map.
b. Standard Legend and Typical Sections sheet.
c. Construction Plans 0 "= 20')
d. Layout and Grading Plans indicating proposed roadway centerline tied to
survey traverse line for the reconstruction portion of Romanowski Street.
e. Soil Erosion and Sediment Control Plans.
f. Construction Details.
6. Quantities will be estimated by item, and a final construction cost estimate will be
provided.
7. Specifications will be prepared in book form, in T &M Associates' format, based on
the 2007 New Jersey Department of Transportation Standard Specifications for Road
and Bridge Construction.
8. An application for soil erosion and sediment control certification will be prepared and
submitted by T &M Associates to the Soil Conservation District on behalf of the
Borough. The application fee is the responsibility of the Borough and is not included
as a part of our design fee.
9. We will submit plans and specifications to the Borough for final review and obtain
authorization to bid.

C. BIDDING PHASE
I. Upon completion of the plans and specifications, we will present the project to the
Borough requesting approval and authorization to advertise the project for bids. T &M
Associates will print and distribute the contract documents, which will include final
plans and specifications, to prospective contractors. The cost of the printing will be
offset by the purchase price of the plans and specifications,
2. T &M Associates will answer questions that arise during the bidding phase, either
fi•om Borough officials or prospective bidders.
3, We will attend the receipt of bids with the appropriate municipal officials.
4. T &M Associates' representatives will assist Borough officials with the bid review
process, including an evaluation of the contractors' bid submissions. As part of this
effort, T &M will prepare a bid tabulation sheet comparing the various bids received,
review the credentials of the low bidder, and prepare a detailed recommendation for
award.
We are prepared to initiate the design services outlined above upon your written authorization
Based on this scope of work, we propose a fee not to exceed $36,250 to be billed monthly
utilizing our current billing rate schedule.
