CALL TO ORDER Chairman Fish called the Parks & Recreation Commission Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Commissioner - Arrighi, Georgino, Haddad, Wong, Fish ALSO PRESENT: Parks & Recreation Director Burroughs, Park Ranger Arriola, Park Ranger Sendejas 3. PLEDGE OF ALLEGIANCE Chairman Fish led those present in the Pledge of Allegiance to the Flag " 4. REORGANIZATION OF COMMISSION The Commission will elect a Vice - Chairman for fiscal year 2012 -2013. Chairman Fish called for nominations for Vice - Chairman. Chairman Arrighi nominated Commissioner Georgino, seconded by Commissioner Haddad. There were no further nominations. Commissioner Georgino was elected as Vice - Chairman by the following vote: AYES: Commissioner - Arrighi, Fish, Georgino, Haddad, Wong NOES: Commissioner -None ABSENT: Commissioner -None ABSTAIN: Commissioner -None 5. PUBLIC COMMENTS NOT LISTED ON THE AGENDA Milton Lopez, Health Insurance Broker spoke on behalf of offering services to the City relating to Medicare and MediCal. Director Burroughs introduced Park Patrol Officers Sendejas and Arriola. " 6. APPROVAL OF MINUTES  MEETING OF DECEMBER 19, 2012 Recommended Action: Approve B. ATTENDANCE /ACTIVITY REPORTS  DECEMBER 2012 AND JANUARY 2013 Recommended Action: Approve 7. UNFINISHED BUSINESS  None 8. NEW BUSINESS A. REVIEW OF TRANSPORTATION SERVICES AVAILABLE TO TEMPLE CITY RESIDENTS Parks & Recreation Director Burroughs presented the staff report. Parks & Recreation Director Burroughs provided a brief overview of the free shopping cart program offered to Dial -A -Ride residents free of charge if needed to bring their groceries from the DAR vehicle to their residence. The shopping carts were purchased through a donation from the Kiwanis Club of Temple City. The Parks and Recreation Commission will receive input regarding the various transportation programs and recommend changes or enhancements to existing programs as deemed appropriate. Chairman Fish opened for public comments. Giovanna E3illotti, DAR member requested extension of weekend hours or additional driver be considered. Areas of concern included lack of vehicle comfort and rudeness of dispatchers. Mary Kokayko, DAR member expressed lack of customer service provided by First Transit in the areas of dispatch courtesy, not able to book a weekend reservation, phone calls deferred to a message machine. Overall she is very disappointed in the service provided. Pamela Polagi, DAR member requested consideration to extend the service to the CVS "Minute Clinic" on Baldwin and Naomi in Arcadia and " " " " " PARKS & RECREATION COMMISSION MINUTES Page 3 February 20, 2013 to add an additional vehicle on Sundays to help with passengers seeking Sunday church reservations. Dispatchers often deny availability to book a ride prior to hearing the requested location. DAR member (no name) said she appreciates the service, however prior companies provided better service. She asked for consistency with driver assistance (seatbelt help for blind passengers and assistance boarding and exiting the vehicle). Lillian Polazzi, DAR member said she no longer uses the service due to lack of available reservation times and now uses MTA. Chairman Fish read a letter of complaint received from Phil Haros and Elaine Carrillo. Commissioner Wong asked representative from First Transit, Jesse Roach, Director of Operations to provide a customer service script used by dispatch to staff. Commissioner Wong requested a copy of the RFP and contract for First Transit. Vice - Chairman Georgino noted after visiting the dispatch office the system used for dispatching appeared to be antiquated and asked Mr. Roach if First Transit would look at a more efficient dispatch system. Chairman Fish said she is not happy with the service provided by First Transit. Repeated complaints heard from members over the last two years include rudeness and lack of customer service. Jesse Roach, Director of Operations, First Transit thanked those in attendance for their feedback and comments. He stated their dispatch scheduling system is antiquated and should be updated however it is costly. Vice - Chairman Georgino move to request staff look into the possibility of an additional vehicle on Sunday mornings to accommodate church reservations and to recommend the CVS "Minute. Clinic" on Baldwin and Naomi in Arcadia be included as an approved location, seconded by Commissioner Wong and unanimously carried. Commissioner Arrighi requested a list of cities that First Transit provides service to. Chairman Fish re- established the transportation ad hoc committee appointing Commissioners Wong and Haddad. The ad hoc committee members will assist staff with the Fixed Route Transportation Needs Assessment and Planning Study. " " PARKS & RECREATION COMMISSION MINUTES Page 4 February 20, 2013 B. REQUEST FROM THE AMERICAN CANCER SOCIETY'S RELAY FOR LIFE OF TEMPLE CITY FOR CONSIDERATION OF A FEE WAIVER FOR RESERVED USE OF LIVE OAK 1, 2 AND 3 AT THE LIVE OAK PARK COMMUNITY CENTER FOR A ZUMBA FUNDRAISER ON MARCH 2, 2013 Chairman Fish recused herself from this item and left the Council Chambers. Parks and Recreation Director Burroughs presented the staff report. Based on current policy, fees are charged for reserve use of the Live Oak Park Community Center. Request for fee waivers must be considered by the Parks and Recreation Commission. The American Cancer Society's Relay for Life of Temple City has requested a waiver of all fees and deposits for a Zumba fundraiser at the Live Oak Park Community Center on March 2, 2013. Staff recommends approval of the request. Commissioner Arrighi moved to approve the request from the American Cancer Society's Relay for Life of Temple City of a fee waiver for reserved use of Live Oak 1, 2 and 3 at the Live Oak Park Community Center for a Zumba fundraiser on March 2, 2013, seconded by Commissioner Wong and unanimously carried by the following roll call vote: AYES: Commissioner - Arrighi, Georgino, Haddad, Wong NOES: Commissioner -None ABSENT: Commissioner -None ABSTAIN: Commissioner -Fish Chairman Fish returned to the meeting. C. UPDATE ON PARKS AND OPEN SPACE MASTER PLAN Parks and Recreation Director Burroughs provided an update on the Parks and Open Space Master Plan. Vice - Chairman Georgino and Chairman Fish were reappointed to the Parks and Open Space Master Plan ad hoc. Commissioner Wong moved to receive and file the Director's Report, seconded by Commissioner Haddad and unanimously carried. 9. COMMUNICATIONS - None 10. PARKS AND RECREATION DIRECTOR'S REPORT Director Burroughs reviewed recent City Council actions. Director Burroughs welcomed Commissioner Haddad to the Commission. Commissioner Arrighi moved to receive and file the Director's Report, seconded by Commissioner Wong and unanimously carried. 12. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSIONER ARRIGHI  welcomed Commissioner Haddad. B. COMMISSIONER GEORGINO  welcomed Commissioner Haddad to the Commission and said she will attend the California Parks & Recreation Society conference in March. C. COMMISSIONER HADDAD  said she looks forward to working on the commission. D. COMMISSIONER WONG  concurred with Commissioner Arrighi. E. CHAIRMAN FISH  suggested for ease of identification that jackets worn by the Park Patrol Rangers indicate they are a city employee. 13. ADJOURNMENT The Parks & Recreation Commission Meeting was adjourned at 9:23 p.m. to the Parks & Recreation Regular Commission Meeting of Wednesday, March 20, 2013, at 7:30 p.m. in the Council Chambers, 5938 Kauffman Avenue.
