HomeMy Public PortalAbout20110120 City Council Special Meeting Synopsis 20110120 City Council Special Meeting Synopsis Call to Order: Mayor Buelterman called the meeting to order at 7:00pm on Thursday, January 20, 2011. Council members present were Mayor pro tem Shirley Sessions, Wanda Doyle, Bill Garbett, Frank Schuman, Kathryn Williams, and Paul Wolff. Also attending was City Manager Diane Schleicher, City Attorney Bubba Hughes and Beach Task Force Secretary Jan LeViner. Savannah Harbor Expansion Project on Tybee’s Near Shore. Vote on Near Shore Disposal. A Motion by Kathryn Williams to say no with the conditions listed by the Beach Task Force* and adding the condition expressed by Dr. Joe Richardson regarding future expenses the city would incur related to tilling and maintenance for Sea Turtle Nesting, Frank Schuman seconded. Discussion-Mayor Buelterman suggested the city say no unless the COE addresses by February 15, 2011 the specific issues delineated in the 2 letters sent by the Mayor on Council’s behalf; at that point Mayor and City Council can look at the CORP response and decide what Tybee wants to do Kathryn Williams said if it is the consensus of council; she is trying to approach this showing cooperation with the bodies we are working with; as she said, her gut instinct from the get-go has been no. Motion withdrawn by Kathryn Williams; She said out of respect for the Beach Task Force and trying to work with the other agencies I made the first motion which I will withdraw, Frank Schuman withdrew his second. A Motion by Kathryn Williams to reject the proposal was seconded by Frank Schuman. The vote was unanimous. Mayor Buelterman explained the clear motion was that Tybee wants to direct Erik Olsen’s and Tybee’s comments to the EIS; That Tybee rejects the near shore disposal plans as written in the draft EIS. Adjournment: A Motion by Kathryn Williams to adjourn was accepted unanimously *NOTE: Beach Task Force conditions: Modeling all dump sites Show disposition of sand, time frame and public safety issues. Model should show state of dredge materials after 6 months Optimum location of the berm All work done between October 1-January 31 of year project is approved Allow Tybee some leeway in manipulating unsuitable material formations
