ADJOURNMENT " ' .•:� ,:. • • REGU7�}R MEETING OF THE TRAFFIC AND PARKING COMMISSI01`I OF THE CITY OF LYNWOOD October 23, 1980 A regular meeting of the Traffic and Parking Commission was held at 7:30 P.M. on above date in the Council Chambers of the Lynwood � City Hall, 11330 Bullis Road, Lynwood, California. CALL TO ORDER The meeting was called to order by Chairman Malchow. Commissioners Cunningham, Archambault, and Legg answered ro11 call. Also present were Harold Williams, Deputy Collins, Jim weaver and Marina Estrada. Commissioner Gray was absent. APPROVAL OF MIiVUTES Commissioner Legg moved, seconded by Commissioner Archambault, to approve the Minutes of Seatember 25, 1980; motion carried. PUBLIC ORAL COMMUNICATIONS James Rowe, 5200 Cortland, Lynwood, came forward and was informed that his topic was on the agenda and would be discussed during � new business. B.J. Struther, representing Pastor Stewart, 3740 E. Imperial Highway, spoke of par:cing problems the Emmanuel Temple Church is having and requested temporary parking for their church members on Sunday, both sides of Imperial between Bullis Road and Carson � Drive. Mr. Struther responded to Commissioner Cunningham that _ the church has approximately 400,people in attendance and they have two church buses and several recreational vehicles utilized for transporting members. f4r. Weaver stated the Engineering Division wi11 be taking traf`ic counts and discussing the matter with the residents in the area. After it is reviewed, the request will be brought back to the Commission at their next meeting. Benito Miranda, Assistant Executive Director of Lynwood Services, residing at 3893 LeSage Street, Lynwood, would like to have a crossing guard feasibility study done on Fernwood Avenue and Fir Street, Jackson Avenue and Imperial Highway, and State Street and Imperial Highway. Also, he wished to discuss the dangerous inter- section of Ruth Street and Imperial Highway, where he suggested a chain link bridge overpass be constructed with Federal funds. Mr. Miranda explained that although some effort has been made to alleviate the situation, it has not been enough and the lives of the crossing guards as well as the children are in jeopardy. Mr. Weaver stated that a new funding grant may be used for a traffic signal and pedestrian heads at that location. He stated the aaplication for the grant will be submitted in vovember. Laura Morris, 3702 Lynwood Road, Lynwood, addressed the Commission to state that a stop sign is needed in front of the Lincoln School at State Street and Poplar Drive, because the tra�fic is so fast in that area. . . . � _ • • Page 2 Minutes of the Traffic and Parking Commission October 23, 1980 A1 Serpas, 10212 "B" San Antonio Avenue, South Gate, came forward re�resenting.Maria's Fashions„ 2931 E. Imperial Highway,,.Lynwood,. ' Mr. Serpas stated that he owns the buildings at 2927, 2929 and 2931 E. Imperial Highway. His employees are unable to park during working hours and it is impossible to unload trucks for his business due to the "No Parking Anytime" signs that have been installed. Also, there is no parking for his customers. He told of a ticket received for parking at the curb which had no color at .all. Mr. Weaver stated the matter would be investigated as the ticket may have been issued in error. This matter wi11 be reported back to the Commission. NEW BUSINESS Green Curb Request - Atlantic Avenue Zt was reported that Councilman Rowe had submitted a request on behalf of Lynmart Supermarket and adjacent businesses_.on__the west side of Atlantic Avenue between Cortland Street and Brewster Avenue at 11631 Atlantic Avenue, which had requested green curb be installed in front of their businesses. Mr. Weaver stated that it was planned to maintain extensive surveillance of the area to insure that the two hour restriction is observed,.and that this enforcement would satisfy the merchants. Commissioners Legg and Archambault had visited the businesses and received information that they wished to have the green curb from the driveway to the corner. James Rowe, 5300 Cortland, Lynwood, stated he wondered why it was indicated by staff that the businesses do not want the curb green when in fact they still do. He felt that staff should be more concerned with the needs of the businesses. Mr. Rowe further stated that the owner of Lynmart Supermarket had received notice of the agenda recommending denial so had felt nothing could be done. Mr. Rowe wondered why he had not been invited to the meeting. Mr. williams stated that was done in person when visiting the site. Commissioner Cunningham moved to table the matter until such time as the res�onses of the merchants could be received. ??otion died for lack of a second. Commissioner Legg stated that since he and Commissioner Archambault had already received resoonses from che merchants, their desires to have.the green curb is established. Commissioner Legg moved, seconded by Commissioner Archambault, to install the green curb as requested. ROLL CALL: Ayes - Commissioners Archambault, Legg, Malchow Noes - None Abstain - Commissioner Cnnningham Absent - Commissioner Gray .. • �, . • • Page 3 � Minutes of the Traffic and Parking Commission October 23, 1980 _ Crossing Guard Request - Long Beach Boulevard and Lynwood Road Mr. Wil�liams reported on the request for a� investigation to determine the need for a school crossing guard at Long Beach Boulevard and Lynwood Road near Wilson Elementary School. It was indicated that the intersection is signalized but has no pedestrian signals. Investigations revealed that the intersection did not . qualify, under the guidelines set by the City of Lynwood School Crossing Guard Policy, ?2esolution No. 79-106 and the findings of field investigations conducted by staff. The problem appeared to be the unsafe manner in which the school children cross Long Beach Boulevard and the running of red lights by motorists. , Commissioner Legg stated he had observed the students crossing in an orderly fashion at the subject intersection; however, he felt there may be a problem at the hamburger stand on Louise Street. Commissioner Malchow had also observed no problems with crossing at subject location. D7r. �4illiams stated a crossing guard would not help because the children are crossing at locations other than the recommended safe crossing. Mr. Miranda requested that a crossing guard be placed at.Fir Street and Ferwood Avenue. Furthermore, he did not feel that a guard at Lynwood Road and Fernwood Avenue would be feasible since there are only seven crossing guards available for the whole city. Commissioner Leqg moved, seconded by Commissioner Archambault, to accept the recommendation of staff for denial of a crossing guard at above described location. ROLL CALL: Ayes - Commissioners Cunningham, Archambault, Legg, Malchow Noes - None Absent - Commissioner Gray Request for School Bus Loading Zone - 11081 Harris Avenue The Secretary reported on a request by Dr..C.L. Gemmell, Principal of Lynwood Adventist Academy, for the installation of a school bus loading zone at 11081 Harris Avenue. Mr. Williams explained that the school buses have to drive onto the playground to allow the students to load and unload from the buses which is creating a hazardous situation for the children. Recommendation for approval with three alternatives was presented. Chairman Malchow requested staff investigate whether a vellow line should be installed at the curve knuckle at Harris Avenue and Los Flores Boulevard. Ae and Commissioner Leqg felt that the curve would be too dangerous for a bus loading zone. In response tc Commissioner Cunningham, Mr. Williams stated the principal had not indicated exactly where he wanted the loading zone, just that it be close to the schocl. Commissioner Legg moved, seconded by Commissioner Archambault, to provide the bus loading zone beginning 150' south of Los Flores Boulevard and extending a distance of 150' south; providing said loading zone by posting a parking restriction of "No Parking, 8 A.�K. to 4 P.M. Williams informed the Commission he had made reservations for all of them to attend the Conference on the 1980 Legislative Changes to the Vehicle Code to be held Tuesday, November 18, 1980, from 7:00 to 9:00 P.M. in the manager's dining room of the Automobile C•lub, 2601 South Figueroa Street, Los Angeles. He urged all the members of the Commission to attend. COMMISSION ORAL COMMUNICATIONS Commissioner Legg inquired if Paul Fowler had been contacted to attend the meetings; Mr. Williams stated he would call or send a letter. Commissioner Legg reported that the market at the northwest corner of Seminole Avenue and Long Beach Boulevard has sandwich signs on the curb. Besides not being allowed by ordinance, they are obstructing the view of traffic coming from Seminole Avenue onto Long Beach Boulevard to the extent that traffic coming from the north cannot be seen. Commissioner Legg inquired about upgrading stop signs to the larger ones and referred to the intersection of Bullis Road and Platt Avenue where traffic stops have improved. Mr. Williams explained that the Street Division is in the process of upgrading all signs, however, there is no program to change the existir.g standard stop signs to the larger signs. Commissioner Cunningham felt the action taken by the Commission relative to the.situation in the area of 2931 Imperial Highway was carefully considered at the time, and caution should be taken in altering their decision. Mr. Cunningham referred to a request at the previous meeting for a raised median on Carlin Avenue and relayed what he had observed in the City of Bell where a double double line with a foot divider had been used. Chairman Malchow reported that patrol cars are making U turns in front of Julian's Liquor Store on Long Beach Boulevard at times they are not on an emergency call. Commissioner Legg stated he has observed the same thing occurring in front of his business. Deputy Collins stated 'ne would bring the matter up to Sgt. Barrett. Commissioner Legg suggested that election of officers be oostaoned until reappointments are made by City Council. The Commission agreed. WILLIAMS, P.E., CITY ENGINEER, SECRETARY '.' • TO TRAFFTC AND PARKING COMMISSION SUBJECT: REQUEST FOR PARKING ON IMPERIAL HIGHWAY BETWEEN° • CARSON DRIVE AND BULLIS ROAD 01�3 SUNDAY. PURPOSE "" To review and discuss a request by Pastor Stewart of Emmanuel Temple Church, to allow parking on Sunday on Imperial Highway between Carson Drive and Bu11is Road: , , BACKGROUND On October 20., 1980, a representative of Pastor Stewart requested that the.City consider allowing the church members bo park on Imperial Highway'between Carson Drive-and Bullis Road on Sunday. . As you know, Mr. J.V. Struthers, of Emmanuel Temple Church, made the same request ab the October 23, I980, meeting of the"Traffic and Parking Commission. Emmanuel Temple Church is located at 3740 E. Imperial Highway, between Carson Drive and Bullis Road, and is attended by approxi- ' mately 400 persons. Although the-church has 2 buses and several recreational vehicles to transport members to and from church, the church is still faced with a parking problem. The existing parking lot off Carson Drive has parking spaces available for 40 .' vehicles; according to the City Zoning Code, a church of this size requires 50 parking spaces. ANALYSIS Staff's investigation has revealed that there are 212 available park3ng spaces.on the residential streets near the church. As indicated above, the church parking lot has space for.40 vehicles, • making a total of 252 parking spaces presently available. The south side of Imperial Highway between Carson Drive and Bullis Road can accomodate only 8 new parkinq spaces and the north side of Imperial Highway between Otis Street and McNerney Avenue can only • accomodate 3 new parking spaces, a total of only 11 new parking , spaces. � Imperial Highway is a major ar�erial. The ADT on Sunday is approxi- mately 22,000 vehicles with about a 50-50 solit. The posted speed limit is 40 M.P.H. From December, i979, to August, 1980, there ' were 7 accidents, however, most of them were rear end accidents. Based on the above statements and the fact that it is common practice to restrict parking on arterial highways, staff would recommend against allowinq parking on Imperial Highway between Carson Drive and Bullis Road. �� RECOMMENDATIONS It is recommended that the Traf£ic and Parkinq Commission deny the request for parking on Imperial Highway between Carson Drive . and Bullis Road on Sunday. � � � • � DATE: NOVEMBER 19, 1980 TO: HONORABLE CHAIRMAN AND MEMBERS OF THE TRAFFIC AND PARKING COMMISSION FROM:. HAROLD C. WILLIAMS, P.E., CITY ENGINEER, SECRETARY TO TRAFFIC AND PARKING COMMISSION SUBJECT: REQUEST FOR STOP SIGNS ON STATE STREET AND POPLAR DRIVE PURPOSE: To review and discuss a request by Ms. Laura Morris, 3702 Lynwood Road, Lynwood, for the installation of stop signs on State Street and Poplar Drive. BACKGROUND On October 23, 1980, Ms. Laura Morris requested that stop signs be installed on State Street and Poplar Drive. She indicated that the stop signs were needed in front of Lincoln Elementary School to slow down traffic at the intersection to make the intersection safer for school children crossing. Staff inet with Ms. Morris on November 7, 1980, to learn the details of her requdst. Subsequent to this meeting, staff conducted a routine traffic'investigation, working within the guidelines of the document entitled."Traffic Engineering Practices for Sma�ler Municipalities." The following facts were collected: 1. State Street and Pcplar Drive is a Two-way controlled intersection with stop signs on Poplar Drive. 2. State Str.eet and Vorton Avenue, which is located 200' north of State Street and Poplar Drive, is a Four-way controlled intersection. 3. Norton Avenue and State Street is a designated school crossing on the "Safest Route to Lynwood Elementary Schools" map. Equally important, there is an adult crossing guard stationed at this intersection. 4. There has been one and only one r.eported accident within the last 12 months at the intersection of Poplar Drive and State Street. ANALYSIS Based on the experience of various agencies using Multi-way stops, the following generalizations regarding their use were developed. �i: Multi-way stops should not be used specifically as an aid to pedestrian crossinqs. B. Multi-way stops should not be used as a speed ccntrol measure. Based on the facts outlined above, and particularly the fact that there is a controlled intersection within 200' of State Street and Poolar Drive, coupied with the fact that this intersection is a designated crossing on the "Safest Route to L_vnwood Elementary Schools" map manned by an adult crossing guard, staff would.recommend against creating a Four-way stoo control at the intersection of State Street and Poplar Drive. The crossing problem seems to be related to the fact that the students are not using designated crossing at ivorton Avenue. Staff suagests that the following be done to encourage the students to use the designated crossing at Norton Avenue and State Street � t - - ..,. . � Page 2 Request for Stop Signs on State Street and Poplar Drive a. Lincoln Elementary School staff should iinplement a refresher course on the use and purpose of the "Safest Route to Lynwood Elementary Schools." In addition, oeriodic field reviews should be made to insure the students compliance. b. Selective enforcement by the Sheriff's Department during the hours that school children are going to and from school should be encouraged. RECOMMENDATION Based on the guidelines set forth in the document entitled, "Traffic Engineering Practices for Smaller Municipalities" and the findirgs of field investigations, it is recommended that the request for a Four-way stop at Poplar Drive and State Street be denied.
