Otis Jackson, 3627 �tagnolia Street, describing a dangerous situation existin; in the 3500 to 3600 blocks of �Iagnolia Street due to speeding cars. �tr. Otis Jackson, 3627 Magnolia, Lynwood, came forward to restate the suggestions contained in his letter which included addin� raised street markers, painting the speed limit in the ' street, or perhaps havin� a radar unit posted in the a:ea. Commissioner Le�g informed Mr. Jackson that risers can not le�ally be used and Mr. Williams recommended against pavement ' markings due to upkeep problems. �ir. ;Villiams sug�ested that the street be posted instead. Chairman �falchow indicated he was especially in favor of takin� action on this matte: as he lives on �iagnolia and has noticed the speeding problem. There has been an accident at each end ` of his street. Commissioner Cunnin�ham referred to the �ccident Identification and Surveillance Project Study (JHK report) indicatin� the area has a hi;h mid-block accident rate. , . � - � � , Z, - Roosevelt Simpson, 3611 blagnolia, Lynwood stated he noticed the speedin� mostly evenin�s and weekends and reported the lightin� is oostructed 'oy low han;in; tree limbs and ;reenery. Commissioner LeaQ moved to install 25 mile per hour speed limit si�ns at the east and west ends and request the Sheriff's Department traffic officer give that area some speciai attention. The motion was seconded by Commissioner Cunningham. Pittman of 3250 �fagnolia to consider chan;ing Magnol"ia between Alpine and Long Beach Boulevard to a one-way street in or3er to reduce the speed of traffic traveling eas*_'bound. Sta£f investi�ation revealed that �tagnolia is a 24 ft,. residential street with parkin; prohibited on the south side and the speed limit is 25 mph; the large southeast curb return at the inter- section of �lpine seems to encoura�e speed; and it was observed that many motorists fail to stop at the intersection. It iaas indicated in the staf£ report the disadvanta�es of one-way streets and the followin� suggestions were �iven: 1. Increase traffic enforcement by the Sherif£''s Dept. 2. Install 25 mph speed limit signs at both alpine and Long Beach Boulevard east and west bound respectively. 3. Study the feasibility of redesign the southeast . curb return at Alpine to a shorter radius. A shorter radius will require a lower speed in order to negotiate *_he curve safely and possibly discoura�e t;�e right _urr.:novement at �nat location alto;ether. Further he explained that unless a street is surveyed by the Engineerin; Department every five years it can not qualify - for a radar unit. Havin� a traffic of£icer in the area durin� early morning hours when most of the speed problems occur, using selective enforcement, will help alleviate the problem. W. Snyder, 3306 Tenaya Avenue, for the installation of no parking anytime � on one side of Tenaya between Long Beach Boulevard and Mariposa Avenue. Staff has concurred with �ir. Snyder in his feeling that Tenaya is too narrow to allow for safe passage of two way traffic. As recommended by the Commission at their meeting of August 28, 1980, staff surveyed the residents on Tenaya to gain a feelino o£ their views regardin; which side of the street should receive the parking prohibition. The responses indicated 13 in £avor of the south side, 11 in favor of the north side and 2 for either side. Cammissioner Cunnin�ham moved, seconded by Commissioner Legg to prohibit parking on the south side of Te^.aya and recommend that the City Council adopt a resolution to affect same. Four Nav Sto� - Century and Duncan The Secretary briefed the Commission on the background of the investi�ations and concerns with the four-way stop at the intersection of Century Boulevard and Duncan ?venue. Previous suggestion to post "stop ahead" signs in advance of the stop si�ns and JHK's recommendation to eliminate the signs were discussed. Deputy Collins verified that many people do not fu11y stop at the intersection and he thou;ht it was because tnev do not feel it is warranted. Staff recommended replacing the existing stop signs on Century �.aitn lar;e: si�r.s. Commissiener Gray asked A:t Nelson about size of the sign. �ir. Nelson responded that the existin� si�ns are the regular sma11 type. Commissioner Legg inquired about the recommendation to receive and file the report while at the same time recommendin� the size of the si;n be increased. He felt this would take some action by the Commission. �1r. TVilliams stated it is not necessa:y for the Commission to take action as the change of sign size can be done by routine departmental work order. Chairman Dialchow moved, seconded by Commissione: Le�g to accept staff recommendation to install larger si�ns east and west on Century at Duncan avenue. ` � � -� ROLL CALL: ayes - Commissioners Cunniagham, �rchambault, Legg, Gray, �ialchow Noes - vone .�bsent - Yone Informational Items ?ir. iVilliams provided information to the Commissioners on the proposed bus shelter project which wi1l be comin� before City . Council on October 7, 1980. He explained that the shelter installed at Long Beach and � Imperial has proved very effective and shelters wi11 be installed throughout the City. The Commission will provide input to the City Engineer in determini.ng which locations the bus stops would provide the best service. The City will receive 100 of ad sales that the bus company receives from ads.. �tr. Nilliams presented a suggestion received from vick York, 10725 San .�ntonio, Lynwood, that a11 stop signs (except at Otis) be removed from Abbott Road between Century and Atlantic. The original purpose of installin� so many si�ns was to slow down traffic as the speed limit used to be 25 mph. �Ir. Williams stated he would like the Commission to be considering this matter as he will be investigatin; it further. .a request by Councilman Rowe i�ias presented alon; with a study map, The request teas to install a raised median down Carlin from Bullis to .4tlantic Avenue. The Commission discussed the reasons ;iven for the request which included safety and reduction in speed. It was generally concluded that there is no way of substantiating that the median would cause such ' results. Deputy Collins stated that without the divider you can have better selective enforcement because an officer can go after a speeder from either side of the street. Commissioner ' Le;g felt the enhancement of property values and area beautification were the only justif�able reasons listed. I CO��fISSION OR4L COAP.�fUNICATIONS Commissioner Cegg commer,t�d *rat *h� JH?: surti :eport w�s very comprehensive and he felt the City should�take steps to set priorities and eliminate some of the ha�ards pointed � out in the study. ` Commissioner Le�o su;;ested initiatin� action on the item � listed in Table 6-1 "Improvement Recommendations" regarding i movin� the bus stop at Century and Alameda to the north at a cost of �300. He felt this was an inexpensive and important item that could be taken care of quickly. Deputy Collins, stated 'ne believed RTD �vould move it at no cost to the City. Commissioner Leg� moved, seconded by Commissioner Cunnin�ham to have staff take action to move the bus stop as recommended in the report. He felt that ' because the special meeting �vas requested by staff and called by the Chairman, consideration snould be given. �ir. Williams stated it was probably an oversight and he would take care of it. Commissioner Archambault suggested removing some o£ the useless crosswalks in the City as recommended in the JHK report. Commissioner Cunningham felt that the intersection of Pendleton and Atlantic as well as the large flow of traffic on Imperial siould be considered as priorities. Further, he suggested the Sheriff's Department be ;iven a copy of the JHK report. ylr. Williams informed 'nim the Sheriff's Department had received a copy. �Ir. 4Yilliams also explained that staff is incorporating 60°s of the improvement items into the current HES hazard elimination project. Chairman `�alchow requested that any City �aorkshop which pertains to traffic and parkin; matters be made available to the Commissioners. �ir. Williams stated the Auto Club could out on a:aorkshop for the Commission and he would look into it. In response to Commissioner Cunningham, �(r. Williams stated that the "number, type and causes of accidents at intersections, and traf£ic counts" is in£ormation available in the computer. Commissioner Legg su�gested that films on hazards and sa£ety be made available for Commission and public viewing at the Tra:Efic and Parking Commission meetin�s. He requested that �!r. Williams contact �fr. WILLIAi�IS, CITY ENGINEER, SECRETARY� � � �R.�� -�a.iSD �!��'i �L?ru�i2��3=�1V =;`� SUBJECT: REQUEST FOR AN ADULT SCHOOL CROSSING GUARD AT LONG BEACH BOULEVA_RD AND LYNWOOD ROAD ' PURPOSE To review and discuss a request by Jim Trieaver, Assistant City Manager, to investigate a request for th= stationing of an Adult School Crossing Guard at-Long Beacn Blvd. and Lynwood Road and to recommend cenial o� this request. BACKGROUND Staff conducted an investigation to analyze and verify the alleged problem. The request reflects oarents' concern with the unsafe cross- ing of Long Beach Boulevard by school children attending Wilson Elementary School. The intersection of Long Beach Blvd. and Lynwood Road is a signalized intersection with two (2) crosswaL'ts seventy- six (76) feet long across Long Beach B1vd. It is the only designated "Safest Route" crossing across Long Beach Blvd. No pedestrian traffic signals are installed in the intersection. Students start at 8:30 A.�i.; grades 1 through 3 are out at 1:45 P.M. and , grades 4 through 6 are out at 2:45 P.M. Twenty-six (26) children were observed crossing east in the morning and twenty-nine (29) crossing west between 1:40 P.M. and 2:4� P.M. with another forty-four (44) children crossing west between 2:45 P.M. and 3:10 P.M. Traffic volume on Long Beach Blvd. close to the intersection, is 9,042 vehicles per twenty-four hour period (ADT). Turning movements are not heavy at this intersection. Althougn travelling speeds are well under aosted speed limits, motorists are running through red lights at an alarning number. The speed limit for Long Beach Blvd. is 35 M.P.H., for Lynwood Road west o* Long Beach Blvd, is 30 i�1.P.A., and for Lynwood Road east oL Long Beach Blvd., 25 .I.P.H. There was only one reported accident involving an elementary school child at the intersection during the past twto years. However, the accident was not ser?ous, and it involved a seven (7) jear o1d cnild, crossing east on Long Beach Blvd. against a red light at 3:40 P.��1. An extensive study, conducted by staff, is on `ile ia the City �r.cineer's 0�=ice =or vour review. ANAI.YS I S : Working within guidelines oi the City u� Lynwood School Crossing Guard Policy, Resolution No. 790104, staff has determined that the combined number of vehicle turns through the crosswalk is 128, 57% 1e� than the required 300 turns. [do heaw commercial vehicle traffic was observed. Traveling speeds were not exceeding the posted speed limits. Crosswalk length is only seventy-six (76) feet, not eighty (80) feet as reauired by the ordinance. The crossing problem seems to be related to the generally unsa=e way in which the school cnildr2n cross Lone Beacn. Moreover, the lacit of pedestrian traffic signals is certainly not helpinq the situati;on. Other large groups of students were observed crossing on Louise Street, an uncontrolled intersection three hundred (300) feet,south oz L_vnwood Road. In accordance with the "Sa£est Routes to Lynwood Schools", these students should be crossing en Lynwood Road. The running of red lignts by ;�otorists is an important contribution to the oroblem. � � REQOEST FOR �ST ADULT SCHOOL CROSSING GUARD, LONG BEACH BOULEVARD PAGE 2 In conclusion, staff suggests that the following be done to encourage the students to use the designated crossing properly. a. The installation of oedestrian traffic sianals at the intersection. �Th3s wi accomplishe3 through Ehe H:E.S. Traffic Signal Improvement Project in 1981. b. That Wilson Elementary School staff implement an education and monitoring orogram to teach the students pedestrian safety rules, and check their compliance witn these rules. It is also suggested that tne school obtain parental involvement in the program and coordinate wi*_n the Sheriff's DeDartment BIKES Program to emphasize on the particular arogram. c. Selective enforcement by the Sherifi's Department during hours that school children are aoing and coming from school. L. Gemmell, Principal of Lynwood Adventist Academy, for the installation of a school bus loading zone; and to recommend that the request be granted. BACKGROUND At the present cime, the school buses have to drive onto the playground to allow tne students to load and unload the buses. This practice creates a hazardous condition for the students at play on the playground. On several occasions students have just barely escaped being struck by the buses maneuvering onto the playground. Staff Iias conducted an extensive study of this situation and the study is on file in the City Engineer's Office for your review. A�VALYSIS : Staff nas analysed three viable alternatives to eliminating the hazard to the students on the playground and the impact each alternative would have on existing oarking situation. The alternatives are: 1. Provide the bus loading zone by installing one hundre3 and fifty (150) feet.or red curb on che west side of Harris Avenue, one hundred and fi£tv (150) feet south of Los clores 3culevard. This would eliminate seven exis�ing parking snaces at all times. ' 2. Provide tc!e bus loading zor.e by aoscing one hundred and fifty (150) linear feet of curb with the following parking restrictions,: No Parking 3 A.M. to 4 P.M. - School Days Buses Excented or post: No Stopping 8 A.M. tc 9 A.M. 2:30 P.M. to 3:30 P.M. BACXGROUND On October 1, 1980, the Engineering Division received a request for green curb from Councilman James Rowe on behal£ of Lynmart Supermarket and adjacent businesses. Staff conducted a field investigation o. the subject location on October 14, 1980, which revealed the following: 1. Two 2 Hour Parking Signs are presently posted within the subject block, 2. Adequate off-street oarking, is available for the business. establishments in the parking 1ot located at the southwest corner of Cortland Street and Atlantic Avenue, 3. On-street oarking is available around the corner on Brewster Avenue. ANALYSIS City Council Resolution 67-9, Section 6(b) provides for 2 hour parking on the east and west sides of �tlantic Avenue =rom the northern City limit to the southern Citg limit irom 7:00 A.M. to 6:00 P.M. except Sundays and holidays.
