ARTICLE OLD BUSINESS COMMISSION ORAL COMMUNICATIONS PUBLIC ORAL COMMUNICATIONS ADJOURNMENT � .�� � REGULAR yfEETING OF THE TRAFFIC AND PARKING COMMISSION OF THE CITY OF LYNWOOD April 24, 1980 I A regular meeting of the Traffic and Parking Commission was held at 7:30 p.m. on above date in the Council Chambers of the City Hall, 11330 Bullis Road, Lynwood, California. CALL TO ORDER The meeting was called to order by Chairman Malchow. ROLL CALL Commissioners Cunningham, Archambault, Legg, Gray, answered roll call. Also present were Harold Williams and Marina Estrada. ' APPROVAL OF MINUTES ' Commissioner Legg moved, seconded by Commissioner Archambault to approve the Minutes of March Z7, 1980; motion carried. NEIV BUSINESS Removal of 2 Hour Parking Restriction Signs Mr. iVilliams presented a report which recommended removal of three two-hour parking signs on the west side of Bullis Road between Euclid and Orchard Avenues as they do not serve their original purpose and are no longer necessary. Comnrissioner Gray moved, seconded by Commissioner Legg to approve the removal of the signs as recommended. ROLL CALL: Ayes - Commissioners Cunningham, Archambault, Legg, Gray, �Ialchow Noes - None Absent - None Stop Sign at Cali£ornia � Fernwood �tr. IVilliams brought up a situation where motorists are not observing the stop sign at Califonria and Fernwood and suggested closing off the alley and moving the stop sign. He further explained that the alley will eventually be taken by Caltrans for the freeway. Commissioner Archambault moved, seconded by Commissioner Legg to table this matter until next month in order to have time to x•eview the situation more closely. After more discussion, Commissioner Legg su;gested an alternative motion to move the stop sign on Fernivood and table only the barricading of the alley portion of the suggestion. � �^ � Commissioners Archambault and Legg withdrew their motion to table until next month. Commissioner Le;g made a motion, seconded by Commissioner Gray, to move the stop sign on Fernwood and install a yield sign for traffic going southbound in the alley. ROLL CALL: Ayes - Commissioners Cunningham, Archambault, Legg, Gray, Malchow Noes - None Absent - �one Commissioner Cunningham moved, seconded by Commissioner Leg� to review the matter of barricading the alley in two months at the meeting in June; motion carried. COMMISSION ORAL COMMUNICATIONS Commissioner Gray reported that a signal at Long Beach � Euclid was not working properly. Further he stated there are cars � parking in the no parking zone across from L,vnwood High School at night; and that people and cars accumulate in the street at 3305 Euclid. Commi.ssioner Legg inquired about lack of Sheriff and Street Department representation at the meeting. He wanted to ask Deputy Collins or his representative about trucks that are parking at 10517 Long Beach Boulevard for 2� 3 days at a time. Commissioner Legg further felt that fading red curbs should be better maintained. Commissioner Cunnin;ham felt that an additional 25 mph speed limit sign may be needed by the school yard on Abbott Road by the crosswalk at Rosewood. He further inquired about the new street sweeping plan and �1r. �Villiams responded that it was expected to be implemented mid-July. Chairman A1alchow requested to be excused at the meeting of May 22 as he would be on vacation. Commissioner Legg also requested to be eYCUSed at the meeting of �lay 2? due to vacation. Commissioner Legg suggested reopening discussion of the blue curb ordinance as he felt it may be too restrictive. It was I a�reed this matter would be put on the agenda in June. WILLIAMS, P.E., City Engineer �'� SUBJECT: REQUEST FOR NO PARKING REQUIREMENT AT 2515 N0. SANTA FE AVENUE PURPOSE To review and discuss a request by Berthene Yarbrough of Yarbrough's Home and Care for the installation of a no oarking requirement to improve safe sight distance when pulling out of a driveway. BACKGROUND Yarbrough's Home & Care Center is located at 2515 No. Santa Fe Avenue in the City of Compton. The driveway and street at this location is in the City of Lynwood. Mrs. Yarbrough has indicated that there are large trucks parking near her driveway which obscures safe vision for exiting vehicles. She has requested by phone and by the attached letter that some type of no parking limitation be installed north of her driveway. ANALYSIS The Yarbrough Home & Care Center is a commercial establishment located in the City of Compton which fronts on a City of Lynwood street, Santa Fe Avenue. A neighboring truck firm and perhaps other truck firms are parking their vehicles for periods of time on Santa Fe Avenue near Yarbrough's driveway which tends to obscure vision for exiting vehicles. Santa Fe Avenue is a four lane street at the subject location and a vehicle exiting a driveway would tend to expose itself to a collision if it had to "NOSe out" into the second lane to see around a parked truck. CONCLUSION The installation of 20 feet of red curb north of Yarbrough's driveway will improve safe sight distance and help prevent potential accidents. RECOMMENDATION The Traffic and Parking Commission of the City of Lynwood approve the recommended installation of 20 feet of red curb at 2515 N. [vILLIAMS, P.E., City Engineer - SUBJECT: TRAFFIC CONTROL AT FERNWOOD AND CALIFORNIA AND THE INTERSECTING ALLEY PURPOSE To discuss and approve a way in which to improve vehicie movement at subject location. BACKGROUND At the April 24, 1980, regular meeting of this commission, Harold i4illiams opened up�a discussion regarding subject location where motorists are not observing the stop sign at California and Fernwood. It was suggested that the intersecting alley be closed off at certain locations to prevent through movement but not to impede business trade and to relocate the "Ignored" stoo sign. The Sheriff's Department has reported that the present through movement of the motorists from the alley is a potential cause of broadside accidents. The Traffic & Parking Commission voted to table the matter until this regular meeting when this report could be presented. ANALYSIS Please refer to the attached sketch. The present stop sign on California Avenue is located at the intersecting alley way. There is no stop sign at the intersection of the alley and Fernwood Avenue. A vehicle travelling south bound on California Avenue is "Blind" to any on coming vehicle travelling south bound on the alley due to obstructing buildings. The only sure way to prevent a possible broadside accident of two south bound vehicles is to eliminate one access point. Apparently, the only viable business using the alleyway'is the Red, White and Blue Cafe. Al1 other business are vacant or abandoned as this area in question will be used for right- of-way for the Long Beach Blvd. offramp of the I-105 Century Freeway. As indicated in the attached memorandum, the owner of the Cafe has said that the closure of the alley past his business would Not have an adverse inpact on his business. The alley way could be barricaded in two locations as shown on the sketch and this would allow for the relocation of the existing stop sign to the intersection of California and Fernwood Avenues. In addition, the patrons of the cafe will still have access via Platt Avenue. � � CONCLUSION The closure of the alleyway and relocation of stop signs will provide for safer circulation of vehicles around California and Fernwood Avenues. RECOMMENDATION The Traffic & Parking Commission approve the alley closure and stop sign relocation plan at Fernwood and California Avenue as shown on the attached sketch. WILLIAMS, P.E., City Engineer I��� SUBJECT: REQUEST FOR NO PARKING ANYTIME SIGNS IN FRONT OF 2927 IMPERIAL HIGHWAY PURPOSE To review a request by Mr. A1 Serpas of 2927 Imperial Highway to install no parking anytime signs. BACKGROUND Mr. A1 Serpas of the subject address operates a garment shop in the City of Lynwood. His business only has one access to the front which is through a 14 foot driveway. Mr. Serpas has indicated, by telephone, that his driveway and his neighbor's driveways are repeatedly blocked by parking vehicles. Mr. Serpas has found it necessary to drive up onto the sidewalk to access his business, for which he has been cited. The attached sketch indicates the businesses in the area and the close spacing of their driveways. ANALYSIS The driveways for 2921,2927, and 2929 Imperial Highway are spaced in such a way as to induce a parking vehicle to squeeze between driveways. This results in a driveway or two being blocked or encroached upon at this location. Although, the blocking of a driveway is an offense of the vehicle code, the enforcement of it would be greatly enchanced by the installation of no parking anytime signs. The installation of a no parking zone from 2921 Imperial Highway to 2929 Imperial Highway wi11 allow for free access to the affected businesses. CONCLUSION The installation of a no parking anytime zone with signs will provide for access to 2921, 2927, and 2929 Imperial Highway. BACKGROUND On October 25, 1980, this Commission approved the attached application form and procedure for allowing the installation of blue curbs for handicapped persons. Thereafter, the City Council, by Resolution No. 79-89, attached, approved the application procedure. The report to the Traffic and Parking Commission is attached for review and is still applicable today. RECOMMENDATION Open for cliscussion. . � . �'. October 25, 1979 HOidORABL� CHAIRMAN AND h4EMBERS OF THE TRAFFIC AND PARKING COMMISSION Gentlemen: SUBJECT: POLICY STATEIIENT - BLUE CURB LAN The City Council of the City of Lynwood has directed the Public Norks Department to deny any pending or £uture blue curb installations until such time as this commission and staff develop application guidelines. The City of San Diego has an effective program whereby an application form is filled out and a fee is charged for field investigation of the blue curb request. Staff has reviewed the San Diego Application and has modified it to fit the City of Lynwood. The application, in draft form, is attached. The application contains four (4) specific items which staff feels will deter anyone other than the truly handicapped from filing for an on-street blue curb parking zone. These items are: (1) The requirement for "disabled persons" or "disabled veterans" license plates and not just a handicapped placard. (2) The requirement for an initial filing fee of $25.00 to cover investigation, installation, and maintenance. (3) The requirer�ent for an annual fee of �10.00 to determine the yearly need for the handicapped parking zone. (4) The requirement for a signed medical doctor's statement. Staff does not intend these requirements to penalize the truly handicapped, but, feel these requirements will prevent prolife-. ration of improper blue curb parking zones. Staff would like to receive Traffic and Parking Commissioners input on this matter to ammend, revise, or change the attached application form. �Yhen the final form is approved by this commission, the City Council will be asked, by resolution, to approve our new procedure. I ' ' • • DISABLED PERSONS ON-STREET PARKING IN RESIDENTIAL AREAS � INSTRUCTIONS The City of Lynwood does not provide on-street parking for private . individuals. It must be emphasized that even "disabled parking zones do not co�stitute "Personal reserved parking," and, that a� person with valid "disabled persons" license plates (DP or VT plates) may park in such stal.ls. Persons parki.ng in such stalls without valid DP or VT plates may be cited and towed away as resolved by City Council Resolution No. 77-89. Normally, in establishing on-street parki.ng facilities for the disabled there shall be a reasonable determination made that the facility will serve more than one disabled person and that the . need is of an on-going nature. The intent is to prevent the pro- liferation of special parking stalls that may be installed for a short-term purpose but later,are seldom used. Unjustiiied installation of s�ch parking stialls unnecessari.ly increases the City's maintenance and operations costs� reduces available on-street parking for the general public and detracts from the overall effectiveness of the disabled persons parking program, However, exceptions may be made, in special hardship cases, provided ' all of the following co�ditio�s exist: (1) Applicant (or guardian) must be in possession of valid license plates for "disabled persons" or"disabled veterans" issued by the California Department of Motor Vehicles on the vehicle. (2) The proposed disabled parking space must be in front of the disabled persons place of residence. (3) Subject residence must not have off-street parking available or off-street space that maybe converted into disabled parking. (4) Applicant must provide a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without the � assistance of a second person. (5) Applicant must pay an initial fee of $15.00 to cover the cost of field investigation, installation, maintenance and future removal. (6) Applicant must pay an annual fee of $10.00, after the first year, to cover the cost of yearly investigation to confirm the pre- sent need for the handicapped parking zones.
