CITY OF TEMPLE CITY
October 17, 1960
A regular meeting of the Planning Commission of the City
Of Temple City was held in the City Hall, 9664 East Las
Tunas Drive. Thee meeting was called to order by Chairman
Pursley at 7:30 P.M.
2. The Pledge of Allegiance to the Flag was led by Chairman
Pursley.
3. ROLL CALL: Present: Commissioners: Burr, Harker, Meek,
Pursley;
Absent: Commissioner Nunamaker;
Also Present: Wool Lett, Holden, Shatford.
4. APPROVAL OF MINUTES Pursuant to Mr. Meek's request that
a comment "should sales tax money be used for subsidizing
of off street parking" be included in the minutes of
October 3, 1960, it was agreed that approval of these
minutes should be over until the next meeting of
the Commission; in order to permit verification from the
record. Research of the record discloses a discussion
concerning the adequacy of the parking area which would
remain rear of 9667 East Las Tunas if an 80' building lwere
erected and the manner in which public parking is financed.
Commissioner Nunamaker stated that he favored bringing
business to Temple City as the proposed Flourescent
Lighting Company would instead of sacrificing business for
parking. He added everyone benefits from sales tax. ;.
Commissioner Meek interrogated "you believe residents
should help pay for parking ?"
5. RESiDENT.IAL DEVELOPMENT STANDARDS: Chairman Pursley
announced item 5 on the agenda, and concurring with Mr.'
Holden and Commissioner Harker stated that this item would
be explained by Mr. Holden at the end of the meeting and
held over until the next meeting to give the commissioners
opportunity for study.
REQUESTED ABATEMENT OF LIGHT & AIR EASEMENT: referral; from
City Council: City Attorney, Shatford, advised the
Commission on this referral from the City Council.City Manapr
informed them that this request had been presented to 'the
County or.igina-lly and referred to the City because the
jurisdiction is now ours. Mr. Shatford advised that this
easement had been granted in .1931 with the twofold purpose
of (1) keeping prices down; and (2) provision for future
development in which property owners jointly could develop
streets. (Leaving land .open for cou uction of streets
at a later date). County now has /r Uested to abandon two

other lots also for building. Mr. Shatford further advised
that it was unlikely that Temple City would want to develop
these streets, but if property owners developed streets
the City would accept for dedication. Planning Advisor,
Ed Holden, commented that with study City may want to, see
this area developed with a pattern in order to acquire more
street frontage rather than such deep lots, concurring with
City Attorney that it would be a problem getting .a group
of people to jointly build a street and/or join in a sub-
division. In reply to Mr. Woollett's question as to the
position of the City if this vacation were not granted, Mr.
Shatford commented that it would be unwise to require ;
these people to remove any structure from the easement, and
that such a move would entail similar enforcement of the
provisions of the 1931 easement for all people down the
line who have vioiated the easement. Crmmissioner Meek;
stated that there seemed to be no choice other than to
accept this easement. Commissioner Meek made a motion; that
the Planning Commission recommend to t;ee City Council that

it request abatement of light and air easement on lots 6
and 7, Tract No. 10558, seconded by Commissioner Harker
and carried by the following roll call vote:
AYES: Commissioners: Burr, Harker, Meek, Pursley;
NOES: Commissioners: None;
ABSENT: Commissioner Nunamaker.
REQUESTED DETACHMENT OF PROPERTY: Superior Concrete
Building Supply: referral from City Council. City Manager
Woollett,- read a communication from Superior Concrete
Block & Building Supply Company, 60 west Live Oak, A rcadla,
requesting detachment from the City of Temple City of Lots
k and 5 of Tract No. 10260, said lots being located on
North Welland in Temple. City and the balance and larger
portion of petitioner's property being located in the ;City
of Arcadia. Mr. Homer Shirley, president of Superior
Concrete, addressed the Commission advising it that these
two parcels were inadvertently omitt ed when the City of
Arcadia annexed this area, and that he had been assured
that Arcadia would try to resolve this problem after the
incorporation of Tempe City.
Commissioner Burr made a motion that the Planning Commission
recommend to the City Council that lots k and 5 of Tract
No. 10260 be detached from the City of Temple City, seconded
by Commissioner Meek and carried by the following roll call
vote:
AYES: Commissioners: Burr, Harker, .Meek, Pursley;
NOES: Commissioner: .None
ABSENT: Commissioner Nunamaker.
8. COUNTY ZONE EXCEPTION CASE NO. 3286: Khan Kornai: City
Attorney, Shatford, advised the Commission that County: had
granted this exception subject to its being developed
substantially, according to plot plan in exhibit A in file
No. 3286; that this City took over subject to all conditions
granted by the County; that City Manager should advise
Building Department of the City's approval of issuance of
building permit, Mr. Khan Komai; 9821 Lower Azusa Road,
appeared before the C emission and stated that he wanted
to use seran instead /lath to top the addition to his
green - house,. City Attorney reiterated that the County,
exception is still valid and Mr; Kornai could proceed
with the building.
1, COMMUNICATIONS: •7'Chairman.Purslsy introduced Mr: Harker,
father of Commissioner Harker, tee those present';, and
informed them that the guest was a member of Alhambra's
Planning Commission.
Commissioner Harker advised the Commission :that he had:
been contacted by Mrs. Dorothy ,HOrtz In connection with
the need for an additional Junior College both by telephone
and letter; that he had been advised°to contact Mr.
Anspaw of L i ebe rgs, Temple City, for additional information.
Mr. Harker continued that this wa;s apparently a solicitation
for sponcership of the Planning Commission in promoting
a college. ,Mr. ',r.'ool Lett commented that the `Commission.'
could endorse this as a commission, €bti't could not financially
support without the OK of the City Council.
City Manager, oo 1 1 ett, read a- common i c,at i on to the
Commission from M. 1'P. Finley Co,, A70 E. Las Tunas Drive,
advising the City of a survey which the company has con-
ducted of firms who do aerial photograph flying. M.
Finley Co. recommended as a result of its survey that: the
R. A. Nugent, 110;)C Oakwood Drive, Arcadia, who proposed
to do the job for $1,7,0.00. Finley Co. offers to have this
done at its expense at a scale of 1" to 400' ; for a scale
of 1" to 100! there would be an additional charge of $7,0.004::

City Manager added that the material for reproducing map
is resistant to dirt, and that it was up to the Commission_
if it wished to make.a recommendation to the City Council.
Finley Co. proposes to set necessary ground controls for
the photography, consisting of painted X's at street
intersections, for a costof $372.0U. Mr. Holden •
counseled that almost any planning consultant will want
the aerial photo made to a scale of 1" to 100' or 1'' to 20 )'
rather than 1" to 400', as the latter scale would be too
-small for their purposes. Commissioner Meek suggested
that perhaps this work could be part of the original
agreement with a planning consultant, and further, that
perhaps this proposal could be used as a barter in obtaining
a better price, City Manager cautioned that to use this
offer as•a barter would be a breach of good faith.
Further discussion pertained to the savings involved in
the Master Plan if this work were completed at this time.
In reply to Commissioner Meek's question as to the time
element, Commissioner Harker commented that with good
weather this work could be accomplished within a week.
Commissioner Meek made a motion that the Planning Commission
recommend to the City Council that it accept the Finley
Company offer to have an aerial survey as .perits letter
at a ratio of 1" to 400' and that $972.00 be paid to
them for marring plus a blow up at a 1" to 100' ratio
which i_s an additional $750.00. The motion was seconded
by Commissioner Harker and carried with the following roll
call vote:
AYES: Commissioners: Burr, Harker, Meek, Pursley;
NOES: Commissioner: None
ASSENT: Commissioner: i'lunama ,er.
City Manager advised the commissioners that either the
first or third of November would be satisfactory with the
planning consultant, Yhitnail, for a joint session with
the Commission and the City Counc i l , and asked the
Commission to set the night. . roll call revealed a
unanimous choice of the third of November for this meeting.
Commissioner Mee: made a motion to adjourn, and the meeting
was adjourned to an informal session for the purpose of
hearing Planning advisor, Ed Holden's presentation and
counsel on the RESIDENTIAL DEVELOPME F STANDARDS; and for
discussion of these standards.
