FLORIDA ON THURSDAY, APRIL 27, 2017 AT 8:30 A.M., IN THE WILLIAM F.
KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF
STREAM, FLORIDA.
I. Call to Order.

III. Minutes of the Regular Meeting and Public Hearing 3-23-17.
O Mr. Dockerty moved to approve the minutes of March 23, 2017, Mr.
Roach seconded the motion and all voted AYE.
IV. Additions, withdrawals, deferrals, arrangement of agenda items.
There were no changes to the agenda.

Vice Chairman Smith reminded that he may not be available for

OThe Town Clerk administered the Oath to Mark Marsh and Marty
Minor.
C. Applications for Development Approval
1. An application submitted by Mark Marsh, Bridges, Marsh and
Associates, Inc. as agent for Carson and Suzanne Levit,
Trustees of the Levit Family Trust, owner of property
located at 1080 N. Ocean Blvd., Gulf Stream, Florida 33483,
C legally described in metes and bounds in Palm Beach Shore
Acres (Ocean Boulevard Estates) recorded in Plat Book 7, Pg
38 of the Public Records of Palm Beach County for the
following:
Mr. Marsh advised that this property is one of 4 single family
dwellings that are located in a Multi -Family Zoning District. He
explained that they are asking to add a 3' wide by 10.5' long extension
to the front of the home that is an esthetic improvement. In addition,
they will be removing the entire roof structure and creating a new design
in keeping with the Anglo Caribbean style of the structure and completely
rearranging the interior. He added that even though there is very limited
yard area, they will re -landscape the property. Mr. Marsh pointed out
that in Chapter 71 of the Code, there are incentives offered to construct
single family structures within multi -family zoning districts and this is
�. a serious effort to implement the intent. He reported the trim on the
roof would be a very muted green with the white body of the structure and
the roof being white cement tile.
In answer to a question from Mr. Murphy, Clerk Taylor advised there had
been no comment or questions from anyone regarding these improvements.
Town Manager Thrasher explained that while this particular improvement
was not specifically spelled out in Chapter 71, throughout Chapter 71
there is spelled out the concept of incentives to migrate from multi-
family concepts to more single family. He said that he was present when
Chapter 71 was created and that while this section of property was not
specifically addressed, the intent was to encourage single family
development, and for that reason, he did not believe a variance or a
special exception to be necessary.
a. Demolition Permit to demolish the existing "mansard"
roof.
Mr. Murphy moved the approval of a Demolition Permit and
Mr. Dockerty seconded the motion with all voting Aye at roll call.
b. Level 2 Architectural Site Plan Approval to permit
construction of a new hip roof, relocation of a few
doors/windows and the addition of a 3' wide cover over
the entrance of an existing non -conforming Anglo

�) Caribbean style single family dwelling in a multi-
family zoning district.
Mr. Murphy then moved to approve a Level 2
Architectural/Site Plan based on a finding that the proposed new roof
style and materials with roof feature, and the addition of a 33 sq. ft.
uninhabitable entry feature should be allowed based on the incentive
n intent of the Multiple -Family design manual. Mrs. Jones seconded the
motion and all voted AYE at the roll call.
Mr. Marsh paid his respects to Mr. Thrasher for the way he has dealt with
applicants and residents, remarking that he has done the Town a great
service. He went on to advise that he is well acquainted with Mr.
Dunham, having worked with him in Ocean Ridge and Manalapan, and is

VII. Items by Staff.
There were no items by the staff.
VIII. Items by Board Members.
A. Elimination of discouraged items on 2 story homes -code change
Marty Minor said that the discouraged section could be
eliminated but in so doing, there would be many variance requests. It
�1 was agreed that reducing the eave height would also reduce the ceiling
heights and the current trend is for higher ceilings. Mr. Thrasher said
that if ceiling heights were reduced, it is possible that the value of
the property would be reduced and could result in reduction of ad -
valorem revenues.
It was agreed that at a future meeting there be architects and realtors
in attendance to offer comments in regard to these matters.
Mr. Minor reminded that the Code permits 3 discouraged items in a plan
and if some of the discouraged items are removed, perhaps this provision
would also be impacted.
Mr. Thrasher said he is not convinced that a plan should be
automatically approved if there are three discouraged items in the plan.
OEveryone agreed that these are all issues to be considered.
The Town Clerk was directed plan for the May meeting to be held on May
23, 2017 rather than on May 25, 2017 as several members will not be
available. She was then directed to contact the architects and realtors
first to see if they are available on May 23rd. If not, it was directed
that a different date be selected, noting that this will be a meeting
Ofor discussion and decisions will be made at a time when most are
available.
