A regular meeting of the Planning Commission of the City of Temple City was held in the City Hall, 9664 East Las Tunas Drive, Temple City. The meeting was called to order by Chairman Pursley at 7:30 P.M. 2. Pledge of Allegiance: The Pledge of Allegiance to the Flag was led by Chairman Pursley. 3.. ROLL CALL: Present: Commissioners: Burr, Harker, Nunamaker, Pursley; Absent: Commissioner: Meek; Also Present: Woollett, Holden, Lumsdon. 4. APPROVAL OF MINUTES: Commissioner Nunamaker made a motion that the minutes of the meeting of December 5, 1960 be approved, seconded by Commissioner Burr and carried unanimously, 5. OATHS OF OFFICE: City Manager, Woollett, 1ett, informed the commissioners that members of all commissions will be sworn in as of the date which they were appointed. The Oath was spoken in unison and certified by the City Manager. 6, PROPOSED AERIAL SURVEY & ENGINEERING WORK: Mr. Woollett announced that at the request of the commission, representatives from the three engineering firms which had submitted estimates were invited to appear at this meeting. He read a letter from Strecker Associates expressing their regret at not being able to attend the meeting and stating that their original estimate was quite detailed. W. R. Mcllvenna from M. W. Finley Co., 9170 E. Las Tunas Drive, Temple City, reaffirmed information submitted to the City adding that their method of preparation will give a superior set of maps useful for at least 10 years. He advised that the work could be delivered in a month or six weeks from the date of award of contract. William Evans of Adams & Ells, 300 South Peck Road, El Monte, recapitulated information previously submitted and answered several questions relating to the possible use of County Cadastrals, which use he did not recommend. Commissioner Nunamaker suggested that the Commission should have opportunity to discuss this matter in a private session, City Manager advised that any one of the firms represented would certainly give the City what it wants; that the decision should be rased upon consideration of both the price end content of the estimates. Commissioner Nunamaker made a motion to hold over until the next meeting the selection of e firm, and, in the meantime, to discuss the .matter further among the members of the Commission, seconded by Commissioner Harker and carried unanimously. 7. PROPOSED, 701 APPLICATION: Mr. Woollett commented that every effort would be made to meet all requirements of this application by the next meeting in order to give a complete presentation. The commissioners were provided with copies of EXHIBIT "A"--SCOPE OF THE PROPOSED PLANNING PROJECT and EXHIBIT "B"--SCOPE OF SERVICES TO BE PROVIDED BY THE CITY OF TEMPLE CITY. AND Advised that these mater i a 1 s had been worked up by Mr. h i tna l i and and Mr. Woollett. Commissioner Harker made a motion that the Planning Commission recommend to the ;City Council that it retain Gordon Whitnall and Associates as the Master Planners, seconded by Commissioner Burr and carried with the following roll call vote: AYES: Commissioners: Burr, Harker, Nunamaker, Pursley; NOES: Commissioners: None; ABSENT: Commissioner: Meek. 8. PLOT PLAN APPLICATIONS: City Manager, Mr. Woollett, advised that the new ordinance amendment —Ordinance NU . 60-23—which changes lot sizes creates a problem in cases where plot plans have already been approved and construc- tion has not yet been started as to whether these approvals are s t i l l good. He continued that the Commission should establish a cut -off date as to the effectiveness of these plot plans. Chairman Pursley suggested that the commission ask the City Attorney to research this matter and advise that Body. Mr. Pursley asked for an answer to the following question: °'Shall the new ordinance effective on January 12th, 1961, overrule approvals already rn:ade since May 25th, 1960' ? }" This question was to be referred to the City Attorney. Gerard Caporosa of 2727 E. Vanderhoof Dr., Covina, spoke briefly concerning the problems encountered by builders ieg. properties purchased prior to change in ordinance and caught in escrow, etc. _City Manager counseled that if there is to be a cut -off date, it should be established, and suggested the possibility of a special meeting concerning this matter. He informed the commissioners that revised instructions are being prepared for distribution to applicants for plot plan approval. 9. COMMUNICATIONS: George Weigand, 10217 Lower Azusa, Temple City, of Larkwood Construction Company, asked concerning the rezoning of land located between Olive and Green Street, and was informed that the hearing on this zone change from A-1 -1 to R -1 was scheduled for February 6, 19bi. Commissioner Nunamaker addressed the Commission re his conviction that there is a need for more P -a zoning in Temple City, and suggested an area centrally located near the shopping area extending from Alessandro to the eastern City limits from Live Oak to Garibaldi on both sides of the streets and on Temple City Bou l eva rd from Olive to Longden on both sides of the street. He continued that this type of rezoning would aid_ in bring- ing to Temple City its share of the new population locating in the San Gabriel Valley, adding that increased density of population centrally located would increase sales tax revenue for the City. City Manager suggested that the Commission give the staff an opportunity to study and make a recommendation on this matter. He continued that without a land use survey it is almost impossible to determine how this particular land is presently being used. ' 1ann i ng Advisor, Ed Holden, advised the Commission on the need for extended analysis before determining what should be done in making a change such as this. Commissioner Harker suggested that this matter be tabled for the present. Chairman Pursley suggested that it be discussed at the next meeting. -2- 1 City Manager, William Woollett, Jr., informed the members of the Commission that a copy of Local Plannin Administration is now available for the use o the Planning CoMFission. Commissioner Harker made a motion that the meeting be adjourned to the regular meeting of January 16th, 1)61, seconded by Commissioner Nunamaker and carried. The meeting was adjourned at 8:45 o'clock P.M. ATTEST:
