The City of Tiffin City Council held a special session Tuesday, May 30, 2023, at the City Hall Council
Chamber. Mayor Berner called the meeting to order at 7:00 PM. Upon roll being called the following
members were present: Al Havens, Chris Olney, Eric Schnedler, Skylar Limkemann, Tim Orris. Others
present City Administrator Doug Boldt and City Clerk Abigail Hora.

Motion to approve agenda by Orris.

H. Resolutions for Approval
1. Resolution No. 2023-035 A Resolution Approving the City of Tiffin FY 2022-2023 Budget
Amendment. Motion to approve Resolution No. 2023-035 A Resolution Approving the City of
Tiffin FY 2022-2023 Budget Amendment by Orris.
Second by Olney.
Roll Call: Olney, Schnedler, Limkemann, Havens, Orris.
All ayes, motion carried.
2. Resolution No. 2023-036 A Resolution Approving the Policies, Guidelines, Procedures for the
City of Tiffin Fire Department and Designating and Appointing City Staff and Fire Department
Members for Administration, Management and Coordination of the 2021 SAFER Grant Award
and Activities and also Authorizing Activities related to the Operations of the Fire Department
along with the Recruitment and Retention of Volunteer Fire Fighters for the Fire Department.
Motion to amend the resolution by clarifying the duty officer program guideline specifically
concerning the personal business to delineate the reasonable use of that vehicle, remove trademark
names in the examples and consideration of minutes versus miles to the fire station for residency
requirements for the applicants by Limkemann.
Second by Schnedler.
All ayes, motion carried.
Motion to approve as amended by Limkemann.
Second by Schnedler.

3. Resolution No. 2023-037 A Resolution to Modify the City of Tiffin Fire Department Stipend
Program to align with the 2021 SAFER Grant Award. Motion to approve Resolution No. 2023-
037 A Resolution to Modify the City of Tiffin Fire Department Stipend Program to align with
the 2021 SAFER Grant Award by Schnedler.
Second by Orris.
Abstained: Limkemann.
Roll Call: Olney, Schnedler, Havens, Orris.
All ayes, motion carried.

1. Discussion and Consideration of Issuing a Special Permit for the Moving of a House through
Tiffin and Council Action as Needed. Motion to approve by Limkemann.
