A. Special Session - Call to Order 5:30 PM
B. Roll Call
The City of Tiffin City Council held a special session Thursday, June 15, 2023, at the City Hall Council
Chamber. Mayor Berner called the meeting to order at 5:34 PM. Upon roll being called the following
members were present: Al Havens, Chris Olney, Eric Schnedler, Skylar Limkemann, Tim Orris. Others
present City Administrator Doug Boldt and City Clerk Abigail Hora.

Motion to approve agenda by Olney.
Second by Orris.
All ayes, agenda approved.

1. Resolution No. 2023-041 A Resolution Setting the Date for a Local Option Sales Tax Special
Election. Motion to approve Resolution No. 2023-041 A Resolution Setting the Date for a Local
Option Sales Tax Special Election by Limkemann.
Second by Orris.
Roll Call Ayes: Orris, Olney, Limkemann, Havens.
Nays: Schnedler.
Four ayes, one nay, motion carried.
2. Resolution No. 2023-042 A Resolution Relating to the Special Election for the Imposition of a
Local Option Sales Tax in the Amount of One Percent (1%) for the City of Tiffin, Iowa, to be
Effective January 1, 2024, with No Sunset and to Specify the Purpose to which the Revenue
should be Applied. Motion to amend to add fire and public safety facility by Limkemann.
Second by Schnedler.
Roll Call ayes: Schnedler, Limkemann.

Nays: Havens, Orris, Olney.
Three nays, two ayes, motion failed.
Motion to amend and add the language for any lawful purpose including, but not limited to, public
safety, including fire, law enforcement, emergency medical services, parks and recreation, public
infrastructure, and economic development by Limkemann.
Second by Olney.
All ayes, motion carried.
Motion to approve as amended by Limkemann.
Second by Orris.
Roll Call: Olney, Orris, Havens, Limkemann.
Nays: Schnedler.
Four ayes, one nay, motion carried.
