BUDGET HEARING - SEPTEMBER 19, 1995
A Budget Hearing meeting of the Bal Harbour Village Council
was held on Tuesday, September 19, 1995, in the Council Chamber at
Bal Harbour Village Hall. The meeting was called to order by
Assistant Mayor Blank at 6:25 p.m. The roll was called and those
present were:
Assistant Mayor Matthew B. Blank
Councilman James E. Boggess
Councilman Andrew R. Hirschl
Also present: Alfred J. Treppeda, Village Manager
Jeanette Horton. Village Clerk
John Walker, Finance Director
Stephen Helfman, Village Attorney
Absent: Mayor Estelle Spiegel
Councilman Sol M. Taplin
As a quorum was determined to be present. the meeting
commenced.
2 Discussion of Millage Rate - Percentage Greater than
Rolled -Back Rate: Assistant Mayor Blank announced that
the millage rate is 12.96 percent greater than the rolled -back
rate.
3. Discussion of Proposed Millage Rate: Assistant Mayor
Blank explained the proposed millage rate for the upcoming fiscal
year is 3.40 mills.
4. Discussion of Proposed Budgets: Assistant Mayor Blank
opened a Public Hearing for comments. There being none Assistant
Mayor Blank closed the Public Hearing.
5. Resolution - Adoption of Millage Rate:
A Resolution adopting the final millage rate was read by the
Village Clerk. Assistant Mayor Blank then proceeded to open the
Public Hearing for comments. There being none, Assistant Mayor
Blank closed the Public Hearing.
A motion was offered by Councilman Boggess and seconded by
Councilman Hirschl to adopt this Resolution. The motion carried
with the vote as follows: Mayor Spiegel absent; Assistant Mayor
Blank aye: Councilman Boggess aye; Councilman Hirschl aye:
Councilman Taplin absent, thus becoming

FINAL MILLAGE RATE FOR FISCAL YEAR 1995196;
PROVIDING FOR AN EFFECTIVE DATE.

6. Ordinance /Public Hearings - Adoption of Proposed
Budgets:
General Fund
An Ordinance adopting the General Fund Budget for Fiscal Year
1995/96 was read, by title, by the Village Clerk. Assistant Mayor
Blank then proceeded to open the Public Hearing for comments.
There being none. Assistant Mayor Blank closed the Public Hearing.
A motion was offered by Councilman Hirschl and seconded by
Councilman Boggess to enact this Ordinance. The motion carried
with the vote as follows: Mayor Spiegel absent: Assistant Mayor
Blank aye; Councilman Boggess aye; Councilman Hirschl aye:
Councilman Taplin absent, thus becoming
ORDINANCE NO. 400
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE PERIOD OF OCTOBER 1. 1995 TO
SEPTEMBER 30, 1996 IN THE AMOUNT OF
$4,745,911: AUTHORIZING EXPENDITURES:
ESTABLISHING AN EFFECTIVE DATE.
Water Department
An Ordinance adopting the Water Department Budget for Fiscal Year
1995/96 was read, by title, by the Village Clerk. Assistant Mayor
Blank then proceeded to open the Public Hearing for comments.
There being none, Assistant Mayor Blank closed the Public Hearing.
A motion was offered by Councilman Boggess and seconded by
Councilman Hirschl to enact this Ordinance. The motion carried
with the vote as follows: Mayor Spiegel absent; Assistant Mayor
Blank aye; Councilman Boggess aye: Councilman Hirschl aye:
Councilman Taplin absent, thus becoming
ORDINANCE NO. 401
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD
OF OCTOBER 1, 1995 TO SEPTEMBER 30, 1996 IN
THE AMOUNT OF $1,005,248; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
Sanitary Sewer Department
An Ordinance adopting the Sanitary Sewer Department Budget for the
Fiscal Year 1995/96 was read, by title, by the Village Clerk.
Assistant Mayor Blank then proceeded to open the Public Hearing
for comments. There being none, Assistant Mayor Blank closed the
Public Hearing.
A motion was offered by Councilman Boggess and seconded by
Councilman Hirschl to enact this Ordinance. The motion carried
with the vote as follows: Mayor Spiegel absent; Assistant Mayor
Blank aye; Councilman Boggess aye; Councilman Hirschl aye;

ORDINANCE NO, 402
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR
THE PERIOD OF OCTOBER 1, 1995 TO SEPTEMBER 30,
1996 IN THE AMOUNT OF $1,205,999; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
Department of Tourism
A Ordinance adopting the Department of Tourism Budget for the
Fiscal Year 1995/96 was read, by title, by the Village Clerk.
Assistant Mayor Blank then proceeded to open the Public Hearing for
comments. There being none, Assistant Mayor Blank closed the
Public Hearing.
A motion was offered by Councilman Hirschl and seconded by
Councilman Boggess to enact this Ordinance. The motion carried
with the vote as follows: Mayor Spiegel absent; Assistant Mayor
Blank aye; Councilman Boggess aye; Councilman Hirschl aye;
Councilman Taplin absent, thus becoming
ORDINANCE NO. 403
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE DEPARTMENT OF TOURISM FOR THE
PERIOD OF OCTOBER 1, 1995 TO SEPTEMBER 30,
1996 IN THE AMOUNT OF $1,649,269: AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
7. Adjourn: There being no further business to come before
the Council, a motion was offered by Councilman Boggess and
seconded by Councilman Hirschl to adjourn. The motion carried
unanimously (3 -0), with Mayor Spiegel and Councilman Taplin absent,
and the meeting adjourned at 6:30 p.m.
