October 31, 2018
Attending: George Meservey,Director of Planning& Development; Tom Evers, Building
Commissioner; Andrea Reed, Planning Board; Chip Bechtold, Planning Board; Robert
Osterberg; Michael P. Mamik, Zoning Board of Appeals
The meeting was opened at 4:00 p.m. in the Tonset Room.
Members reviewed the committee charge. Robert indicated that it was not being followed.
George agreed, but said that State law dictated how zoning is adopted. Michael pointed out that
this is the link between the Planning Board and the Board of Appeals. Andrea said that Task
Force currently serves at the discretion of the Planning Board. George agreed to draft a revised
committee charge for review and discussion.
The group agreed to change their meeting times to the 3`d Tuesdays of the month at 3:00 PM.
Rental signs—Members were concerned about enforcement of existing violations. Tom
indicated that he only has time to enforce sign violations periodically, and it would take a full
time person to keep on top of all sign issues. George reported that Town Counsel is working on
a memo addressing rental signs, and it should be ready for the next meeting.
Construction in the flood plain was discussed. Michael said the ZBA has seen an increase in the
number of applications due to the change in the flood maps and fact that Buildable Upland
excludes any land in the 100-year flood plain. There was an interest in protecting low land from
development. It was agreed that more research is needed, and George will bring a map to the
next meeting that identifies the lots that are impacted.
Storage of fishing equipment was discussed. It currently requires a Special Permit as a
Customary Home Occupation, but Tom said he is not aware of anyone who has applied for a
permit. The issues are mostly screening and odors. It was thought that perhaps some basic
requirements could be adopted to alleviate impacts on neighbors.
The MS$ Stormwater Regulation bylaw changes were reviewed. It was agreed that they need to
be reviewed by Town Counsel before being sent to the Planning Board.
The meeting adjourned at 5:05 PM.
