CITY OF TEMPLE CITY
April 1, 1963
1. A regular meeting of the Planning Commission of the City of
Temple City was held in the City Hall, 9664 E. Las Tunas Drive,
Temple City. The meeting was called to order by Chairman. Harker
at 7:33 p.m.
2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was
led by Chairman Harker.
3. ROLL CALL: Present: Commissioners: Beckley, Holm, Johnston,
Pursley, Harker.
Absent: Commissioners: None
Also Present: Cushman, Lumsdon, Koski.
4, APPROVAL OF MINUTES: Commissioner Holm moved to approve the
minutes of March 18, 1963, as written, seconded by Commissioner
Beckley, and carried unanimously.
PUBLIC HEARING: ZONE VARIANCE CASE NO. 63.45

Chairman Harker requested Planning Advisor Cushman to present the
factual data pertaining to Zone Variance Case No. 63 -45. Appli-
cant is requesting variance to conduct retail sales of nursery
plants and supplies as an addition to an existing plant nursery.
Chairman Harker announced that now was the time and place for the
public hearing.
Appearing in his own behalf was Mr. Hans Gubler, owner of Gubler
Orchids.
Appearing in opposition were the following: Theresa Mulbach, 5603
Heleo; Stephen J. Winiecke, 6500 Heleo; Royal Doss, Reorganized
Church of Latter Day Saints, corner Broadway & Cloverly; Kenneth
Briggs, 6215 Rowland; John Peebles, 9427 Broadway; Frank Hanna,
5519 Hilton; and Peter Manfredo, 9944 Broadway.
The applicant, Mr. Hans Gubler, came forward again to present a
rebuttal.
Commissioner Pursley moved that the public hearing be closed,
seconded by Commissioner Johnston, and carried by the following
roll call vote:
AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: None
After discussion among members of the Planning Commission,
Commissioner Pursley made a motion that Zone Variance Case No.
63 -45 be denied. The motion was seconded by Commissioner John-
ston and carried with the following roll call vote:
AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: None
A recess was called at 8:25 p.m. Meeting was reconvened at
8:35 p.m.

6. PLOT PLAN #323: Request for six month extension of time.

After discussion among members of the Commission, Commissioner
Beckley made a motion that we approve the request for a six
month time extension. Motion was seconded by Commissioner
Pursley, and carried unanimously.
7. DISCUSSION: Ray Cushman. New Lot Split Ordinances - Deadlines
& Policies.
Planning Advisor Cushman presented several questions to the
Commission in regard to the new lot split ordinances. After
considerable discussion, it was concluded that plot plans would
be accepted up to 5 :00 p.m. o'clock on the closing day of April
24, 1963. Approval date of plot plans will be shown as actual
date of approval, rather than April 24. The new ordinances will

COMMUNICATIONS: At the request of Planning Advisor Cushman,
Commissioner Pursley made a motion that a recommendation be
presented to the City Council that Design Item No. 7 be elim.
inated from the requirements of Tract #27787. The motion was
seconded by Commissioner Johnston and carried by the following
roll call. vote:
AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: None
9. ADJOURNMENT: Commissioner Pursley moved to adjourn, seconded by
Commissioner Johnston, and carried unanimously. Meeting adjourn-
ed at 9:10 p.m. to the next regular meeting on April 15, 1963.
