A regular meeting of the Planning Commission of the City of Temple City was held in the City Hall, 9664 E. Las Tunas Drive, Temple City. The meeting was called to order by Chairman Harker at 7:30 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was . led by Chairman Harker. 3. ROLL CALL: Present: Commissioners: Beckley, Holm, Johnston, Pursley, Harker. Absent: Commissioners: None Also Present: Cushman, Shatford, Woo,llett. 4. APPROVAL OF MINUTES: Commissioner Pursley requested that his motion in Item 5, paragraph 9, be amended to include ".... and that the City Attorney be instructed to prepare a resolution to this :effect." Commissioner Holm moved to approve the minutes as amended, seconded by Commissioner Beckley, and carried unanimously. 5. PUBLIC HEARING: ZONE VARIANCE CASE NO. 63 -46 Mrs. Carl Large (Noel Baldwin, Owner in Escrow) 5837 North Oak Avenue, Temple City Chairman Harker announced_ that now was the time and the place for a public hearing. Verification of public notice and . property posting was given by the secretary. Chairman Harker requested Planning Advisor Cushman to present the factual data pertaining to the case. Applicant is requesting variance to use a driveway of substandard width (nine feet) as access to carports in the "P" Zone. Appearing in favor of the variance were: Noel Baldwin, 5017 N. Baldwin; Charles R. Hand, 5815 Oak Street; also represented by Mr. Hand (by letter): Mr. & Mrs. John Mazzio, 5807 Oak Street, and Stanley Reid, 5812 Alessandro; Robert Brisco, 5817 N. Oak; and Mr. Paul Mase, 5822 N. Oak. No opposition was presented. A motion was made by Commissioner Beckley that the public hear- ing be closed, seconded by Commissioner Pursley, and carried by the following roll call vote: AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harke,r.., NOES: Commissioners: None ABSENT: Commissioners: None After discussion among, members of the Commission, Commissioner Beckley made a motion that we request the City Attorney to prepare a resolution granting this request for a variance with the nine foot condition applying only to the portion of the driveway passing the house. The motion was seconded by Commissioner Holm, and carried with the following roll call vote: AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker. PUBLIC HEARING: ZONE VARIANCE CASE NO. 63 -47 Helen M. :(ratov i l 13176 Francisquito Avenue Baldwin Park, California Property Location: 9861 Lower Azusa Road Chairman Harker announced that now was the time and place for a public hearing. Verification of public notice and property posting was given by the secretary. Chairman Harker requested Planning Advisor Cushman to present the factual data pertaining to the case. Applicant is requesting a variance to continue to operate and maintain an existing real estate office, and to erect a real estate sales office sign, in the A -1 Zone. Appearing in favor of the variance were: Edward Check, brother of the applicant; and Mr. A. B. Pease, 4817 Agnes. No opposition was presented. A motion was made by Commissioner Beckley and seconded by Commissioner Pursley that we close the public hearing on Zone Variance Case No. 63 -47. Motion carried by the following roll call vote: AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker. NOES: Commissioners: None ABSENT: Commissioners: None Discussion followed among members of the Commission. A motion was made by Commissioner Pursley that the variance be granted with the conditions that anything in the way of a sign or the location thereof be turned over to the staff, namely Planning Advisor Cushman, for proper location, and that the City Attorney be requested to draw up a resolution according to the foregoing. Motion was seconded by Commissioner Johnston, and carried with the following roll call vote: AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker. NOES: Commissioners: None ABSENT: Commissioners None 7. RESOLUTION NO. 63 -29PC: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY DENYING THE APPLICATION OF ESTHER M. AND HANS GUBLER FORA ZONE VARIANCE ON THAT CERTAIN REAL PROPERTY LOCATED AT 9441 E. BROADWAY, TEMPLE CITY, CALIFORNIA. Title to Resolution No. 63 -29PC was read. by Chairman Harker. Upon motion of Commissioner Pursley, further reading of the resolution was waived. Motion was seconded by Commissioner Johnston and carried unanimously. A motion was made by Commissioner Pursley that Resolution No. 63 -29PC be adopted. Motion was seconded by Commissioner Beckley and carried by the following roll call vote: AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker. NOES: Commissioners: None ABSENT: Commissioners: None 8. COMMUNICATIONS: Plot Plan #416 was presented to the Commission by Planning Advisor Cushman for recommendation. After consider- able discussion, the Commission concluded that the plot plan PLANNING COMMISSION MINUTES Page 3 April 15, 1963 met all requirements and their approval was granted. An announcement was made by Chairman Harker that there would be a joint meeting between the Planning Commission and the City Council Thursday evening, April 18, 1963. Considerable discus- sion ensued, and it was decided that the City Council should be advised that the Commission would prefer to set aside this date due to the heavy schedule of meetings at this time and the lack of material of importance for discussion. City Manager Woollett announced the California Contract Cities Conference to be held at the Riviera Hotel in Palm Springs. All members of the Commission will be contacted by the secretary in order that reservations may be made for those desiring to attend. City Manager Woollett announced that Mr. Slattery and Mr. Crisp from Federal Urban Renewal would be at the City Hall on Friday, April 19, 1963, from 8 :30 a.m. to 2 :00 p.m. All members were invited to attend this feasibility study discussion,. Chairman Harker led, a discussion in regard to the Planning Clinic, and presented his feelings on the development of our basic ordinance. General discussion followed. Mr. Charles Oakley appeared and presented questions to the Commission irregard to a forthcoming variance. 9. ADJOURNMENT: Commissioner Beckley moved to adjourn, seconded by Commissioner Johnston, and carried unanimously. Meeting adjourned at 9 :10 p.m. to the next regular meeting on May 6, 1963.
