CITY OF TEMPLE CITY
May 6,, 1963
1. A regular meeting of the Planning Commission of the City of
Temple City was held in the City Hall, 9664 E. Las Tunas Drive,
Temple City. The meeting was called to order by Chairman Harker
at 7:30 p.m.
2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was
led by Chairman Harker.
3. ROLL CALL: Present: Commissioners: Beckley, Holm, Johnston,
Pursley, Harker.
Absent: Commissioners: None
Also Present: Cushman, Shatford, Woollett.
4. APPROVAL OF MINUTES: Commissioner Beckley moved to approve the
minutes of April 15, 1963, as written, seconded by Commissioner
Pursley, and carried unanimously.
5. PUBLIC HEARING: ZONE VARIANCE CASE NO. 63-48

6156 N. Rosemead Boulevard, Temple City
Chairman Harker announced that now was the time and place for a
public hearing. Verification of public notice and property
posting was given by the secretary. Chairman Harker requested
Planning Advisor Cushman to present the factual data pertaining
to the case. Applicant is requesting a variance to legalize an
existing upholstery business and continue to maintain a second
residence on property having less than the required area.
Appearing in favor of the variance were: Gabriel Janus, 6156
N. Rosemead, owner - applicant; Mrs. Luttrell, original owner of
subject property; Damie Lindeman Welter, 6202 Rosemead; Howard
Inlay, 6148 Rosemead; Horace Singleton, 6165 N. Rosemead; Frank
DisDisney, 6002 Reno (formerly at 6156 N. Rosemead); G. C. Moore,
9 Rosemead.

A motion was made by Commissioner Holm that the public hearing
be closed, seconded by Commissioner Pursley, and carried by the
following roll call vote:
AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: None
After discussion among members of the Commission, Planning
Advisor, City Attorney, and City Manager, Commissioner Beckley
presented a motion that we hold this matter in abeyance until
our first meeting in June to allow the applicant time to learn
what requirements he will have to fulfill. Motion was seconded
by Commissioner Holm and carried by the following roll call vote:
AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker.

Chairman Harker announced that now was the time and place for a
public hearing. Verification of public notice and property
posting was given by the secretary. Chairman Harker requested
Planning Advisor Cushman to present the factual data pertaining
to the case. Applicant is requesting a variance in Zone A -1 to
create three single- family dwelling sites on a parcel of 17,426
square feet; two of the sites to be on a total of about 7,300
square feet, exclusive of access; the third on about 8,600 square
feet; the total development to remain in a single ownership.

A motion was made by Commissioner Holm that the public hearing
be closed, seconded by Commissioner Beckley, and carried by
the following rol 1 ' call vote:

NOES: Commissioners: None
ABSENT: Commissioners: None
After discussion among members of the Commission, Planning
Advisor, City Attorney, and City Manager, a motion was made by
Commissioner Holm that the applicant's request for a zone
variance be denied. The motion died for lack of a second.
Further discussion followed among members of the Commission.
The motion was again made by Commissioner Holm that this zone
variance request be denied. The motion was seconded by
Commissioner Pursley and carried by the following roll call
vote:
AYES: Commissioners: Beckley, Holm, Pursley
NOES: Commissioners: Harker
ABSTAIN: Commissioners: Johnston

7. RESOLUTION NO. 63 -30PC:
RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF TEMPLE CITY GRANTING A

5837 NORTH OAK, SUBJECT TO SPECIFIED
CONDITION,
Title to Resolution No. 63 -30PC was read by City Attorney Shat -
ford. A motion was made by Commissioner Pursley that Resolution
63 -30P,C be adopted. Motion was seconded by Commissioner Johnston
and carried by the following roll call vote:
AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: None
8. RESOLUTION NO, 63 -31 PC : RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF TEMPLE CITY GRANTING A
ZONE VARIANCE TO HELEN M. KRATOV I L,
9816 LOWER AZUSA ROAD, SUBJECT TO SPECI-
FIED CONDITIONS.
Title to Resolution No. 63 -31PC was read by City Attorney Shat -
ford. A motion was made by Commissioner Beckley that Resolu-
tion 63 -31PC be adopted. Motion was seconded by Commissioner
Johnston and carried by the following roll call vote:
AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: None
9. PLOT PLAN #343: Request for six month extension. Mr. & Mrs.
E. Finke, 5715 N. Rowland, Temple City.
Chairman Harker read a letter received from Mr. Finke requesting
a six month time extension on their plot plan. After delibera-
tion, a motion was made by Commissioner Holm that this request
be denied. Motion was seconded by Commissioner Pursley, and
carried by the following roll call vote:
AYES: Commissioners: Holm, Pursley, Harker.
NOES: Commissioners: Beckley, Johnston.
ABSENT: Commissioners: None
10. TRACT #27787. Sideyard setback, Broadway and "A" Street:
Planning Advisor Cushman presented a plot plan showing the
subject sideyard setback. After discussion with the members of
the Commission, a motion was made by Commissioner Pursley that
the request for a 10 foot sideyard setback on Broadway be
granted. The motion was seconded by Commissioner Beckley and
carried with the following roll call vote:
AYES: Commissioners: Beckley, Holm, Johnston, Pursley, Harker,.
NOES: Commissioners: None

11. COMMUNICATIONS: Mr. Carl Bertram, 5004 N. Doreen, appeared in
regard to his Plot Plan #317 Revised. After considerable
discussion, by ruling of the City Attorney, Mr. Bertram was
requested to refile his plot plan, as is, due to the fact that
his six month time limit had expired.
Chairman Harker announced two forthcoming meetings: Dinner
meeting at Mission Inn, May 8, 1963, Southern California Planning

Congress; West San Gabriel Valley Planning Council, luncheon
meeting, Woody's & Eddies, May 17, 1963.
Planning Advisor Cushman presented Plot Plan #409 for discussion.
A ruling was made by the City Attorney that this plot plan should
not be approved because it is a violation of the State Subdivi-
sion Map Filing Act.
12. ADJOURNMENT: Commissioner Pursley moved to adjourn, seconded by
Commissioner Johnston, and carried unanimously. Meeting
adjourned at 9:25 p.m. to the next regular meeting on May 20,
1963.
