CITY OF TEMPLE CITY
May 20, 1963
1. A regular meeting of the Planning Commission of the City of
Temple City was held in the City Hall, 9664. E. Las Tunas Drive,
Temple City. The meeting was called to order by Chairman Harker
at 7 :32 p.m.
2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was
led by Chairman Harker.
3. ROLL CALL: Present: Commissioners: Beckley, Johnston, Harker. -
Absent: Commissioners: Holm, Pursley.
Also Present: Cushman, Shatford, Woollett.
4. APPROVAL OF MINUTES: Commissioner Beckley moved to approve the
minutes of May 6, 1963, as written, seconded by Commissioner
Johnston, and carried unanimously.
5. PUBLIC HEARING: ZONE VARIANCE CASE NO. 63 -50

Chairman Harker announced that now was the time and place for a
public hearing. Verification of public notice and property post-
ing was given by the secretary. Chairman Harker requested
Planning Advisor Cushman to present the factual data pertaining
to the case. Applicant is requesting a variance in Zone A -1 -1
to divide a parcel into four lots, each with less than the
required area.
Appearing in favor of the variance were: Norman J. Retherford,
10051 E. Green, owner-applicant; Vern Martin 4846 Halifax Road
(owner of property located at 10031 E. Green).
Appearing in opposition: Dick Lucas, 5301 Zadell; E. V. Brown,
10039 E. Green; Beth Hughes, 6227 Loma.
A motion was made by Commissioner Beckley that the public hearing
be closed, seconded by Commissioner Johnston, and carried by the
following roll call vote:
AYES: Commissioners: Beckley, Johnston, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: Holm, Pursley.
After discussion among members of the Commission, Planning
Advisor, City Attorney, and City Manager, a motion was made by
Commissioner Johnston that this request for a variance be denied
and that the City Attorney be instructed to draw a resolution
to that effect. Motion was seconded by Commissioner Beckley and
carried by the following roll call vote:
AYES: Commissioners: Beckley, Johnston, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: Holm, Pursley.
6. RESOLUTION NO. 63 -32PC: A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF TEMPLE CITY DENYING
APPLICATION OF ROBERT E. GRAY FOR ZONE
VARIANCE IN CASE NO. 63 -49.

Title to Resolution No. 63 -32PC was read by City Attorney Shat -
ford. A motion was made by Commissioner Beckley that Resolution
No. 63 -32PC be adopted, seconded by Commissioner Johnston, and
carried by the following roll call vote:
AYES: Commissioners: Beckley, Johnston, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: Holm, Pursley.
7. PLOT PLAN #341: Request for six month extension of time. Appli-
cant, Glenn B. Whiting, 10224 Green Street, appeared before the
Commission and described his property and his future plans for
development. Discussion followed among members of the Commission,
City Manager and Planning Advisor.
A motion was made by Commissioner Beckley that we grant the
requested extension for six months. Motion died for lack of a
second.
After further discussion, a motion was made by Commissioner
Johnston that we carry this matter over to the next meeting.
Motion was seconded by Commissioner Beckley and carried by the
following roll call vote:
AYES: Commissioners: Beckley, Johnston, Harker. -
NOES: Commissioners: None
ABSENT: Commissioners: Holm, Pursley.
8. DISCUSSION ITEM: Ray Cushman. PLOT PLAN #424. Subject plot
plan was described by Planning Advisor Cushman. Discussion
followed among members of the Commission. A motion was made by
Commissioner Beckley that we deny approval of Plot Plan #424
based on a ruling by the City Attorney that this could be a
matter of avoiding the Subdivision Act of the State and that we
would do it in the best interest of providing better housing
building at this location. Motion was seconded by Commissioner
Johnston and carried by the following roll call vote:
AYES: Commissioners: Beckley, Johnston, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: Holm, Pursley.
PLOT PLAN #441. Subject plot plan was described by Planning
Advisor Cushman. Discussion followed among members of Commission,
City Attorney, and City Manager. It was the decision of the City
Attorney that this is purely an intention to evade the Subdivi-
sion law. A motion was made by Commissioner Johnston that we
deny Plot Plan #441, seconded by Commissioner Beckley, and
carried by the following roll call vote:
AYES: Commissioners: Beckley, Johnston, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: Holm, Pursley.
9. COMMUNICATIONS: TRACT NO. 28317 - Industrial Subdivision.
Planning Advisor Cushman brought to the attention of the Commis-
sion that the forty day time limit on the subject tract would
not be sufficient time for the Commission and Council to consider
the tentative tract. A request from Mr. Paul Beckey for a one
month extension on the tract was presented. It was the opinion
of the City Attorney that the Planning Commission could grant
the requested time extension. A motion was made by Commissioner
Johnston that this request be granted, seconded by Commissioner
Beckley, and carried by the following roll call vote:

ABSENT: Commissioners: Holm, Pursley.
A reminder was given by the City Manager that the regular Tuesday
night meetings will resume on May 28, 1963.
Chairman Harker announced that the appeal on the Gubler case will
be heard before the Council at their meeting of May 27, and that
members of the Commission are welcome to attend.
Announcement was made that the Civic Forum would be tomorrow,
May 21, and anyone that can attend will be welcome.
Commissioner Beckley presented questions in regard to the sub-
division ordinance and the procedure of the Council in approving
this ordinance.
10. ADJOURNMENT: Commissioner Johnston moved to adjourn, seconded
by Commissioner Beckley, and carried unanimously. Meeting
adjourned at 8 :32 p.m. to the next regular meeting on June 3,
1963.
