CITY OF TEMPLE CITY
June 3, 1963
1. A regular meeting of the Planning Commission of the City of
Temple City was held in the City Hall, 9664 E. Las Tunas Drive,
Temple City. The meeting was called to order by Chairman Harker
at 7:30 p.m.
2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was
led by Chairman Harker.
3. ROLL CALL: Present: Commissioners: Beckley, Erickson, John-
ston, Harker.
Absent: Commissioners: Holm
Also Present: Cushman, Shatford, Woollett.
4. APPROVAL OF MINUTES: Commissioner Johnston moved to approve the
minutes of May 20, 1963, as written, seconded by Commissioner
Beckley, and carried unanimously.
Commissioner Holm arrived at 7:35 p.m., not having been present
at the time of roll call.
5. PUBLIC HEARING: ZONE VARIANCE CASE NO. 63 -51
Frank Harbert
9518 E. Las Tunas Drive, Temple City
Chairman Harker announced that now was the time and place for a
public hearing. Verification of public notice and property
posting was given by the secretary. Chairman Harker requested
Planning Advisor Cushman to present the factual data pertaining
to the case. Applicant is requesting a variance in Zone C -2
for an addition to an existing store, building on more than 50
per cent of the lot area.
Appearing in favor of the variance were: Frank Harbert, 9518
E. Las Tunas, owner of property; James Perkins, 9518 E. Las
Tunas, tenant of Mr. Harbert, and operator of Radio -TV Repair
Store; Daniel Pinzow, 9544 E. Las Tunas Drive.
No opposition was presented.
A motion was made by Commissioner Johnston that the public
hearing be closed, seconded by Commissioner Beckley, and carried
by the following roll call vote:
AYES: Commissioners: Beckley, Erickson, Holm, Johnston, Harker
NOES: Commissioners: None
ABSENT: Commissioners: Hone
Discussion followed among members of the Commission, Planning
Advisor and City Manager. A motion was made by Commissioner
Johnston that this variance be denied without prejudice, and
that the City Attorney be instructed to draw a resolution to
that effect. Motion was seconded by Commissioner Erickson and
carried by the following roll call vote:
AYES: Commissioners: Erickson, Holm, Johnston

6. PUBLIC HEARING: SPECIAL USE PERMIT CASE NO. 63 -52
Anthony.& lone Straub, Jr. (Evergreen
Sanitarium), 10786 E. Live Oak, Temple City
Chairman Harker announced that now was the time and place for a
public hearing. Verification of public notice and property
posting was given by the secretary. Chairman Harker requested
Planning Advisor Cushman to present the factual data pertaining
to the case. Applicant is requesting a special use permit to
add a 60 bed building to an existing convalescent sanitarium,
partly in the A -1 Zone, thereby increasing the number of
patients to about 83.
Appearing in favor of the special use permit were: Anthony
Straub, 10736 Live Oak, owner - operator of the sanitarium; T. R.
Masterson, 600 Daleview, El Monte, contractor for owner.
No opposition was presented.
A motion was made by Commissioner Beckley that the public hear -
ing be closed, seconded by Commissioner Johnston, and carried
by the following roll call vote:
AYES: Commissioners: Beckley, Erickson, Holm, Johnston, Harker
NOES: Commissioners: None
ABSENT: Commissioners: None
Considerable discussion followed among members of the Commission,,
Planning Advisor, City Manager, City Attorney and the applicant.
A motion was made by Commissioner Johnston that this applica-
tion be granted with the conditions that 30 feet, the full
length of the building, be dedicated to the City for street..
purposes and that landscaping be provided in accordance with
instructions from the Planning Advisor, and that the City'
Attorney be instructed to draw a resolution to this effect.
Motion was seconded by Commissioner Holm and carried by the
following roll call vote:
AYES: Commissioners: Beckley, Erickson, Holm, Johnston, Harker
NOES: Commissioners: None

7. ZONE VARIANCE CASE NO. 63 -48: Carried over from May 6 meeting.
Gabriel G. Janus, 6156 N. Rosemead Boulevard, Temple City.
At a request from Chairman Harker, the applicant, Gabriel G.
Janus, described what improvements he was making on his property
in accordance with instructions from the Fire Department and
Building and Safety Department.
City Manager Woollett read the recommendations for improvement
made by the above departments.
For the benefit of the Commission, Planning Advisor Cushman
again presented the factual data pertinent to the case.
Discussion followed among all members of the Commission, Plan-
ning Advisor, City Manager, and City Attorney.
A motion was made by Commissioner Johnston that the variance be
granted allowing the applicant to remain in the upholstery
business for a limit of six months, closing business as of
January 1, 1964, and that the second residence, when brought
up to code, be allowed to remain as is, and that the City

Attorney be instructed to draw up a resolution to this effect.
Motion was seconded by Commissioner Beckley, and carried by the
following roll call vote:
Before roll call vote could be taken, the following persons
asked to be heard: Charles Oakley, 6164 N. Rosemead; George
Zouth, 6361 N. Sultana, who presented questions with regard to
limitations being placed on the variance.
Roll call vote as follows:

8. PLOT PLAN #341: Continued from May 20 meeting. Request for
six month extension. Glenn B. Whiting, 10224 Green, Temple
City.
Considerable discussion ensued between the applicant, the
Commission, City Manager, Planning Advisor, and City Attorney.
A motion was made by Commissioner Beckley that a six month time
extension be granted on Plot Plan #341. Motion was seconded by
Commissioner Johnston and carried with the following roll call
vote:
AYES: Commissioners: Beckley, Erickson, Holm, Johnston, Harker,
NOES: Commissioners: None
ABSENT: Commissioners: None
RESOLUTION NO. 63 -33PC: RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF TEMPLE CITY DENYING
APPLICATION OF MR. AND MRS. N. J.
RETHERFORD FOR ZONE VARIANCE IN ZONE
CASE NO. 63 -50.
Title to Resolution No. 63 -33PC was read by Chairman Harker.
Upon a motion by Commissioner Holm, further reading of the
resolution was waived. Motion was seconded by Commissioner
Beckley and carried unanimously.
A motion was made by Commissioner Johnston and seconded by
Commissioner Beckley that Resolution No. 63 -33PC be accepted.
Motion was carried by the following roll call vote:
AYES: Commissioners: Beckley, Holm, Johnston, and Harker.
NOES: Commissioners: None
ABSTAIN: Commissioners: Erickson
ABSENT: Commissioners: None
10. DISCUSSION ITEM: Proposed Precise Plan For The Improvement of
Baldwin Avenue from Live Oak to Lower Azusa. City Manager
Woollett apprised the Commission of a forthcoming ordinance
on the above subject. Copies of the contemplated ordinance
will be presented to the members of the Commission for study
at the Planning Clinic to be held Tuesday evening, June 4.
11. TRACT NO. 28317: Presentation of Recommendations from the Sub-
division Committee - Ray Cushman.
Planning Advisor Cushman presented the recommendations from the
Subdivision Committee. Mr. M. W. Finley of the M. W. Finley
Company, 9170 E. Las Tunas, Temple City, designer of the subject

industrial tract, appeared before the Commission to discuss the
Subdivision Committee's recommendations. After considerable
discussion, a motion was made by Commissioner Holm that this
tentative tract map be recommended to the City Council for
approval with the conditions as recommended by the Subdivision
Committee, and with the following exceptions:
DESIGN
Item 4 - Change from 40 foot to 30 foot.
Item 6 - Add - and that no residential building permits
will be issued.
Item 7 - Change to read: "Provide an 60 foot right -of -way for
"A" Street, with 60 feet including rolled cement curbs,
to the satisfaction of the City Road Department."
Item 7a - Add: Buildings to be set back twenty (20) feet from
property line on all roads.
Item 12 - Change to read: "Provide street lights, energy, and
signs to the satisfaction of the City."
ROAD DEPARTMENT
Item 13 c and d - Delete
Item 13 c - Add: Dedicate ten (10) feet along the easterly line
of subject property for road purposes.
The motion was seconded by Commissioner Beckley and carried by
the following roll call vote:
AYES: Commissioners: Beckley, Erickson, Holm, Johnston, Harker.
NOES: Commissioners: None
ABSENT: Commissioners: None
12, COMMUNICATIONS: City Manager Woollett asked the Commission's
recommendation in regard to purchasing additional copies of the
Proposed Comprehensive General Plan Report in addition to the
25 copies we will receive. A motion was made by Commissioner
Johnston that we recommend to the City Council the purchase of
100 additional copies. The motion was seconded by Commissioner
Beckley and carried by the following roll call vote:
AYES: Commissioners: Erickson, Holm, Johnston, Harker
NOES: Commissioners.: None
ABSENT: Commissioners: None
13. ADJOURNMENT: Commissioner Beckley moved to adjourn, seconded
by Commissioner Johnston, and carried unanimously. Meeting
adjourned at 10 :45 p.m. to the next regular meeting on June 17,
1963.
