LUTHER KING JR. BOULEVARD, BETWEEN THE FIRST ALLEY EAST OF
ATLANTIC AVENUE AND VIRGINIA AVENUE
Comments:
Staff has received request from the adjacent property owner to i
vacate the subject alley.
This alley vacation will not affect the traffic circulation in
this area and an utility easement will be preserved. �
Recommendation: '
It is recommended that the City Council adopt the attached I
resolution declaring its intention to vacate and abandon for
public purpoae the first alley south of Martin L. King Jr. I
Boulevard, between the first alley east of Atlantic Avenue and
Virginia Avenue, and set the matter for public hearing. I
10. REHABILITATION OF SEWER MAIN LINE PROJECT - PROJECT 5-5135

On June 1, 1993, the City Council adopted Resolution No. 93-61 I
authorizing Ehe isauance of a purchase order contract to j
Insituform Southwest, Inc. for the rehabilitation of a sewer i
line on Fernwood Avenue from Bullis Road to Fir Avenue.

resolution accepting the project as being complete in �
accordance with contract documents. �

On October 7, 1993, the bid opening for the project was held � !
in the City Clerk's Office. Five contractors submitted bids I
and Doug Martin Contracting Co., Inc. is the apparent low '
bidder at $45,045.00. �

Recommendation:
It is recommended that the City Council adopt the attached
Resolution awarding a contract to Doug Martin Co., Inc. for
the slurry seal project and authorizing the Mayor to execute
the agreement.
12. PURCHASE OF VEHICLES
Comments:
Due to the intense Capital Improvement Project (CIP) schedule
for FY 1993-94, additional vehicles are necessary for Public
Works Department/Engineering Division. Staff is requesting
the purchase of two compact pick-up trucks with radios.
Recommendation:
It is recommended that the City Council adopt the attached
resolution authorizing the purchase of two (2) pick up trucks
through informal bidding.
13. REQUEST TO APPROVE CONSULTANT SERVICES CONTRACT IN CONNECTION
WITH DEPARTMENT OF HOUSING AND URBAN DE�7ELOPMENT (HUD)
TECHNICAL ASSISTANCE GRANT TO PREPARE A COMPREHENSIVE ECONOMIC
DEVELOPMENT STUDY
Comments:
The purpose of this item is to requeat that the City Council
approve a Consultant Services Contract in connection with the
Department of Housing and Urban Development (HUD) Technical
Assistance Grant (RFGA 3300) to prepare a Comprehensive
Economic Development Study.
Recommendation:
Staff respectfully requests that after consideration, the City
Council approve the attached resolution approving the selected
consultant and authorizing the City Manager to execute the
attached contract to prepare a Comprehensive Economic
Development Study pursuant to`HUD guidelinea.
14. A NOTICE OF INTENT TO CONDUCT A PUBLIC HEARING TO ASCERTAIN
' WHETHER A NUISANCE IS BEING MAINTANCED AT 11419 PEAR STREET,
DESCRIBED AS PARCEL 6169, LOT 031, PAGE 006, IN THE CITY OF
LYNWOOD
Comments:
The City Council is requested to set a date to conduct a
Public Hearing to ascertain whether a nuisance is being
maintained at 11419 Pear Street in the City of Lynwood.
Recommendation:
It is recommended that the City Council adopt the attached
resolution entitled "A Resolution of the City Council of the .
City of Lynwood declaring its intention to conduct a Public
Hearing to ascertain whether a nuisance is being maintained on
certain real property".

The City Council of the City of Lynwood met in a Regular Session
in the City Hall, 11330 Bullis Road on the above date at 7:30
p.m.
Mayor Richards in the chair.
Councilmembers Byrd, Heine, Rea, Wells and Richards answered the
roll call.
Also present were Acting City Manager/Fire Chief wallace, Deputy
City Attorney Barnes, City Clerk Hooper and City Treasurer
Pygatt.
City Clerk Hooper announced the aqenda had been duly posted in
accordance with The Brown Act.

Mayor Richards then requested takinq item $16, Extendinq service

Acting City Manager/Fire Chief Wallace stated in order for the
consultant to completa her draft, she was first required to
attend all PAL maetings. In order to allow more time for
corrections and to comply with Block Grant quidelines, staff is
requestinq an additional lenqth of time, with no additional
costs.

Rev. Charles Floyd questioned whereabouts ot the City Manaqer and
appointment of Assistant City Manaqer. Also questioned purchase
of emergency vehicle. Questioned fees from cable.
Jack Reane spoke regardinq Sheriffs services and costs.
Marqaret Araujo 3621 Cedar, spoke reqardinq Chamber of Commerce
Conference. Also spoke reqarding past conferences. Suqqested
bringinq conferences into the city .
Bill Cunninqham 10821 Cornish, suqgested pulling adjudication of
��wave^ publicationa.
Eva Corrales, Representative of Congressman Tuckers Office read a
letter written by the Conqressman in response to a flyer that was
distributed within the city.
Benjamin Miranda spoke reqardinq candidates dealinq with issues
and not personal attacks. Asked for resiqnation of City Manqer.
Arturo Reyea 11149 Carson Dr., stated complaints with Sheriffs
Department and recent burqlaries of his home. Also spoke
reqarding audit of Entrepreneur Academy.
Rev. Floyd read aloud a letter addressed to Conqressman walter
Tucker. Also read aloud a letter to Judy Park.
Bill Lewia 2708 E. 110th 3t. stated concerna with relationships
between Sheriffs Department and residenta. Suqqeated an open
forum. Also suqqestad a voice mail system set up for those days
that City Hall is closed. Spoke reqardinq lack of child care
centers in the City, and possible televisinq of Council meetings.
Rosa Chavez spoke reqarding schools in the city. Wants to know '
what Council can do about the dirty school yards, restrooms and
classrooms. Also complaints with vendors in the park.
Daniel Garcia 10733 San Jose, stated concerns with qanq truces.
Feels the city should implement jobs and proqrams for the youth,
in order to keep positives going. i

Arturo Reyes questioned openinq the Entrepreneur Academy to the
youth.
A1 Roach 3935 Le Sage stated concerns with negatives in the
"wave" publications. Also, delivery concerns with the Journal.
Mel Brown 5229 Beechwood Ave. feels citizens should come
together. Stated we all play a very important part in how well
the city functions. � -

Mayor Richards spoke regarding the openinq of the Activities
Center, Street Improvements and Emergency Vehicles.
Councilmember Heine thanked Councilmembers that support the
Emergency Operations Vehicle. Also spoke reqardinq attendance at
the previous nights qraffiti meetinq.
Councilmember Byrd spoke reqardinq a dinner and reception for
Mayor Paul Richards to commend him as outgoinq President of
Independent Cities Association.
Mayor Richards spoke regardinq Hall of Fame induction
celebration.
Councilmember Rea spoke reqardinq the current status on the
underqround utilities in front of Washinqton Elementary. Also
suggested contactinq Congressman Tuckers office regarding the
Somalia effort.
Mayor Richards discussed the war and starvation in Somalia.

PURPOSE:
To recommend that they City Council adopt a resolution declaring
its intention to vacate and abandon the firat alley south of
Martin Luther Ring, Jr. Boulevard, between the first alley east
of Atlantic Avenue and Virginia Avenue.
BACRGROUND•
A request to vacate the above-mentioned alley has been received
from the adjacent property owner (see attached map).
ANALYSIS•
Based on an investigation conducted by the Engineering Division,
it has been determined that the alley ie not needed for accesa or �
circulation purposea and that utility easementa will be
maintained for all exieting utilitiea in the alley.
The attached Resolution of Intention providea for a public
hearing on the matter on November 16, 1993, at 7:30 p.m., as
required by Section 8322 of the California Streets and Highwaya
Code.

Said alley, located within the corporate limits of the
City of I�ynwood, is unnecessary for present or prospective public
alley purl>oaes and that the public interest, necessity and
convenience require, and the City Council of �aid City hereby
declares,ite intention to vacate and abandon that portion of said
alley.
Section 2: That said portion of all.ey, as above

map of the City of Lynwood, at the office of the City Clerk of
said City, to which all perties intereeted are referred for

PURPOSE:
To recommend that the City Council adapt the attached
Resolution accepting the Rehabilitation of Sewer Main Line
Project as complete.
, BACRGROUND•
On June 1, 1993, City Council adopted Resolution 93-61
authorizing staff to iasue a purchase order contract to
Insituform Southwest, Inc. for the rehabilitation of a sewer line
on Fernwood Avenue from Bullis Road to Fir Avenue. The project
encompassed the relining of the damaged section of the sewer main
using the slip line process. This process allowed the repairs of
the sewer main without the inconvenience of street excavation.
ANALYSIS: •
, The project started on July 22, 1993, and was completed on
October 7, 1993 at a coet of $67,940.00.
Staff conducted final inspection on October 7, 1993, and found
that all work has been completed satiafactorily in accordance
with the project specificationa.

PURPOSE:
To recommend that the City Council award a contract to the lowest
responsible bidder, Doug Martin Contracting Co., Inc. for the
Slurry Seal Project, FY 1993-94.
BACKGROUND•
On September 22, 1993, the bid advertisement for the project
started. The project was advertised in the local press and the
Green Sheet. Eleven (11) contractors received projects
, specifications. The bid opening was held in the office of the
City Clerk on October 7, 1993. Five bida were submitted:

2. Roy Allen Slurry Seal $47,250.00
3. Pavement Coatings Co. $48,202.00
4. IPS Services, Inc. $54,873.00

ANALYSIS:
, Doug Martin Contracting Co. is the apparent lowest bidder at
$45,045.00 (see attached bid analysis sheet). A reference check
of previous performance reveals that this contractor has the
necessary experience for this type of project.
In view of the low bid price and qualificationa of the bidder, it
is recommended that the contract for the Slurry Seal Project,
FY 1993-94 be awarded to Doug MArtin Contracting Co.
The project is liated in the Capital Improvement-Project list for
FY 1993-94, and ie being funded by Gas Tax. The project
" encompasses the placement of slurry seal coat on various
reaidential etreets in the City.
RECOMMENDATION•
It is recommended that the City Council adopt the attached
resolution, awarding a contract to the apparent lowest bidder,
Doug.Martin Contracting Co. for the Slurry Seal Project,
FY 1993-94, and authorizing the Mayor to execute the agreement.

SUBJECT: Purchase of Two Vehicles
PURPOSE
To recommend that the City Council adopt the attached
resolution authorizing the purchase of two (2) compact pick-up
trucks to be used by the Department of Public Works.
BACKGROUND:
. At the present time, only one compact pick-up truck is assigned
to the Engineering Division of Public Works Department. This
truck is used by one of the two Public Works inspectors and is
out in the field in various job assignments most of the day. The
second Public Works inspector must borrow various vehicles from
other departments in order to perform daily inspections. In
addition, six (6) Civil Engineering technicians and engineers
have no vehicle to perform various field assignments such as
marking of utilities, project administration surveying,
inspections, etc. Having to constantly borrow vehicles from
other departments creates delays in performance of assignments
and generally reduces the overall productivity of the personnel.
. Due to the intense Capital improvement Project schedule for
FY 1993-94 and FY 1994-95, two (2) pick-up trucks are needed to
enable staff to perform the work.
ANALYSIS•
The compact pick-up truck with.communication radios cost
approximately $13,000 each (2 x$13,000 =$26,000). The two
pick-up trucka would be purchased with General Funds and rented
to the appropriate CIP projects in which they will be used, for a
period of two (2) years at the rate of $32/day/vehicle.
The purchase of theae compact pick-up trucks would be more
economically and expeditiously effected if done through informal
bids. Under Section 6-3.13 of the Lynwood Municipal Code,
, Council can authorize purchases through informal bids by a 4/5
vote.
RECOMMENDATION•
- Staff recommenda that the City Council adopt the attached
resolution authorizing the purchase through informal bids of two
(2) compact pick-up trucks, and authorizing the City Manager or
his designee to make the necessary fund appropriation and
tranfer.

Puroose:
To request that the City Council approve a Consultant Services
,- Contract in connection with the Department of Housing and Urban
Development (HUD) Technical Assistance Grant (RFGA 3300) to prepare
a Comprehensive Economic Development Study.
Backaround:
�. The HUD approved Grant program activities assisted by the Technical
Assistance Grant include:
• Establishment of a Community Empowerment Advisozy Group
consisting of residents, business, government and -
religious institutions in the community.
• Development of a Comprehensive Economic Development
Study to esEablish funding opportunities for current
and future economic development and redevelopment
activities.
• Establishment of a series of community workshops for
Lynwood small business as part of a commercial
revitalization program.
• Establishment of a job training program for Lynwood
residents.
- Facts•
1. On August 6, 1992, the City submitted a grant application to
the Department of Housing and Urban Development (HUD) for
the subject grant.
2. On October 1, 1992, the City received notification of the
Grant award of $200,000. The Grant award was subsequently
increased to $280,702.
` 3. On October 28, 1992, HUD requested that all grantees prepare
revised budgets to reflect increased Grant allocation amount
to $280,702. Staff prepared the revised budqet and HUD
approved all components of the revised grant work scope,
with the exception of Ehe job training component.
4. During the first quarter of Grant activity (January, 1993 -
March, 1993) the City initiated a series of business
workshops in conjunction with First State Bank and Operation
Hope. The workshops were intended to complement the City's
Commercial Rehabilitation Program activities. The first
three workshops were offered to Lynwood small businesses and
three additional business workshops will be conducted over
the second and third quarters of the Grant involving both
sma11 and larger businesses in Lynwood.

S. On July 8, 1993, the City initiated a Request for Proposals
to conduct a Comprehensive Economic Development Study with a
receipt date of July 26, 1993, in conformance with HUD
guidelines.
6. The selected consultant must be submitted for HUD approval.
, Analvsis:
A Request for Proposals and a list of qualified consultants was
prepared to conduct the Comprehensive Economic Development Study.
Nine Consulting firms specializing in community economic
development work were contacted and four responded with proposals
by the required submittal date. The proposals were evaluated for
Work Statement completeness, program innovation, qualifications of
the firm and assigned staff, previous experience or similar
experience in preparing the subject study, project budget and
• schedule of performance. Of the four respondents, two were invited
for project presentations; Katz Hollis and Economic Research
, Associates. The two firms presented their firm backgrounds and
_ project Work Statements, and one was selected for recommendation to
City Council. The firm of Katz Hollis was selected as the most
qualified to conduct the subject study and presented a project
budget and schedule commensurate with the City's Work Statement
approved by-HUD.
Recommendation:
Staff respectfully requests that after consideration, the City
• Council approve the attached resolution approving the selected
consultant and authorizing the City Manager to execute the attached
' contract to prepare a Comprehensive Economic Development Study
pursuant to HUD guidelines.

THE CITY MAIYAGER TO ENTER INTO AN AGREEMENT
WITH KATZ HOLLIS [N CONNECTION WITH RECEIPT OF
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
TECHNICAL ASSISTANCE GRANT
WHEREAS, the City received a Technical Assistance Grant from the Department of
Housing and Urban Development (HUD) on October 28, 1992; and
WHEREAS, the Technical Assistance Grant will provide $280,702 to the City for
Economic Development programs; and
WHEREAS, in order to cart�y out the provisions`of the Grant, the City must conduct a
Comprehensive Economic Developmenc Study; and
WHEREAS, Katz Hollis has submitted a proposal for services which is commensurate
with the needs for economic development activities prescribed in the Granr, and
WHEREAS, the City Council has determined that the Consultant is qualified by training
and experience to perform the needed services;
NOW, THEREFORE, BE IT RESOLVED, that the City of Lynwood enter into an
Agreement with Katz Hollis for professional services.
BE IT FURTHER RESOLVED that the City Manager executc the above-mentioned

In response to the City of Lynwood's (City) Request Foi Proposals dated July 8, 1993 (RFP), Katz Hollis is
pleased to submit the following proposal to provide technical assistance in developing an Economic
- Empowerment Program. It is our understanding that the City is undertaking a program that will coordinate
the eFforts of City staff and City residents toward the realization oF economic development that will provide
jobs and other benefits to the persons comprising the labor pool of the City and the surrounding
, communities. As part of that effort, the City is seeking assistance in identiCying and analyzing some of the

this assistance through the collection of services presented in the following narrative and the attachments to

Founded in 1978, Katz Hollis is a Califomia corporation and a certified Minority Owned Business
Enterprise that provides financial, management and legislative consulting services to public agencies in
urban revitalization. Since its inception, Katz Hollis has successfully assisted over 175 client organizations
, throughout the westem United States. Katz Hollis is a redevelopment consulting 6rm that specializes in
technical and strategic analyses of proposed developments or programs, and has on-going involvement in
the planning and execution of the financial and fiscal aspects of revitalization efforts.
The Katz Hollis experience in the area of.economic development programs is retlected in our on-going
involvement in the technical and strategic analysat of proposed developments or programs, and the
planning and execution of the financial and fiscal aspecu of revitalization efforts of our clients. Ka[z Hollis
has specialized in two areas of analyses that are relevant to the desired services: 1) the financial feasibility
analysis of prospective redevelopment programs; and 2) cash tlow analyses of proposed developments or
programs u prepared during the implementation of revitatization activities.
" Financial feasibility analysis, az a part of the Katz Hollis Redevelopment Feasibility Studies, includes
program definition for the subject area, cost identification, revenue and resource estimation, and a cash
tlow analysis. The result of the analysis is an assessment of whether there are sufficient resources, over

time, to cover the costs of implementation of the program activities. The analysis also incorporates
practical determinations of funding "gaps" and the involvement of the Ciry in funding portions of the
- program.
The cash Elow analyses of developments and programs under consideration for revitalization activities
incorporates the same approach as utilized in the above described feasibility analysis, but on a specific
development or implementation program component.
For your review and consideration, we have enclosed the Katz Hollis Statement of Qualifications as an
Attachment. The Statemeot includes a description of secvices, references, a ctient list, and staff resumes.
SERVICES
..
Specifically, we propose that our involvement in this effort consist of the following:
identification of impediments to the realization of potential real estate development activity that
would provide facilities to house new jobs for the Lynwood community and suggestions as to actions
that can be taken by the City or its residents to remove such impediments;
analysis of the existing labor pool in the Lynwood area to determine the compatibility of the labor
pool with jobs potentially generated by development that can be induced in the area;
determination of the need for, and suggest approaches to, progtams or othet assistance necessary to
: have potential employers make ful! use of the existing labor pool; and,
provision of the results of our review and analysis in a product that demonstrates the application of
our findings and provides a means for similar analyses to be wnducted by the City and the
' community for future development opportunities.
A breakdown of the tasks that comprise the major components listed above is attached as Table L
COMPENSATION
Compensation for the proposed services would be a combination of fuced fees and hourly rate charges
totaling Forry-five Thousand Dolla�s (545,000.00). The series of ineetings that would comprise the work
under Item l of the Scope of Services Coordinate with Community Group, would be compensated on the
bazis of houcs expended at the rates identified on the attaches billable rate schedule. The remaining
components of the Scope of Work would be compensated on the buis of fixed fees. The estimate of hourly
rate charges and the amounts of the fuced fees payable upon completion of each of the work componencs

We understand that the scope of work we propose is an element of a broader effort to be underway in the
City and that the timing of our seivices must be coordinated with those of other involved parties. Subject to
the effect of such coordination, we estimate that the provision of such se�vices would span a calendar year.
Our current thinking as to how the eFfort will be spread across the year is shown on Table II, along with the
distribution of the compensation discussed above.

nature of our financial consulting services apparently does not "fit' within the typical categories handled by
insurers. We have been unable to obtain this type of coverage with standard business insurance carriers.
This category of insurance has either been waived ot ignored in all of our contracts with existing and past
clients, including the Lynwood Redevelopment Agenry.

All or some subset of the capabilities listed above are employed in the preparation of short-
term and long-term projectioos of tax increment to be generated in tedeve►opment project
areas. They augment and facilitate revenue projectioas by providing a verified "starting
point" as the basis for future revenue receipts. There is, however, an application of these
capabilities which can yield a much more immediate benefit to agencies than the generation
of reGable estimates of future revenue. That application is the verification of agenry
revenue receipts.
Katz Hollis has extensive experience in the veriFicadon of agency revenues. Tazks
performed in this area involve both the validation of the database used in the computation
of ta�c increment (i.e., the property taa assessment roll) and the validation of county
procedures for computing ta�c increment Verification services are performed recognizing
legislative and court mandates w6ich impact agencies' receipt of revenue. Over the IS-
moath period throug6 May, 1988 Katz HoUia performed more than 40 such analyses in nine
Califomia counties and identified approximately 54.4 million of tax revenue due
redevelopment agencies which would have been apportioned, in eaor, to ot6er public
entities. For example, our review of the first year of assessed values for the newly adopted
Hollywood Redevelopment Project of the Loa Angeles Community Redevelopment Agenry
revealed more than S94 million of State accessed property value inappropriately recorded
outside the Project Area boundariea. 'Ibia should �esult in the I.os Angeles Community
Redevelopment Agency's receipt of an additionai 5940,000 of revenue for this Project Area.

Katz Hollis' role in the structuring of financing continuea with the Cirm's analysis of the
revenue cas6 tlow created by the resolution of isauance. In this role, the 6rm verifies that
the requirements for trust fund deposita (the mrnement of funds among trust accounts) and
veri6es that the disbutsements from the accounts W the bondholdeca and the agency are
compatible with the availability of anticipated reveaue and/or the provisions and
requirements of the development program for which the financing is being sold Typically,
this second role ezpands to an analysis of the overall structure of a financing with particular
emphasis on the efficienry of the issue in providing funding to an agency's program. This
involves t6e creatioo of an acceptabk balance among the finaacing components oE
proceeda realized; net interest cost and reaulting debt service; annual revenue in exccss of
debt service requ'vements and the ability to capitalize future increases in revenue. In this

which providea monthty monitoriag of Califomia redevelopment legislatioo, detailed
technical analysia of billa impacting redevelopmeat programa, and reporting of other events
significant to redevelopment agenciea. 'lbere are over eighry paid subacdbecs w t6e Katz

Senate Committee on Local Govemment and Bruce Davie, chief tax economist of the U.S.
House Ways and Means Committee. Conference atteadance has grown over the years to
the point that more than 250 people attended the most recent conference in October, 1991.
Katz Hollis' knowledge of the pending and enacted State statutes underlying the
redevelopment process is appfied and integrated into all ot6er client sen+ices provided by
t6e firm. An integral part of the Katz Hollis Fiscal Coosultant's Report for a bond issue is
the analysis of e�dsting and pending legislation that may have impact on the revenue stream
ptedged to the tepayment of t6e bonda. Frequently Katz Hopis is called upon to interact
with counry auditors and controllers on the correct interpretation of redevelopment and
property tax statutes as they apply to the allocation of incremental tax revenue. The firm's
legistative knowledge has constant impact when assisting redevelopment agencies with the
adoptioa of new redevelopment plana, amendment of e�osting redevelopment plans and the
merger of redevelopment project areas.
An example of the application of Katz HoUis' legislative expertise is the fum's discovery,
during its annual review of the Anaheim, Calffornia Redevelopment Agency's property tax
revenues, that the couary ofticial responsible for calculating the Agency's tax increment
revenue waa employing an incorrect interpretation of then applicable new legis(ation.
When the county o�cial disagreed with the Katz Hollia interpretation of the legislation,
, Katz Hollis assisted the Agency in resolving the dispute by obtaining a letter from the
author of the bill stating that the legislative intent of t6e measure was in accordance with
the Katz FIollia interpretation. Thia letter, along with additional Katz Hollis explaaatory
material, waz later presented to the State Attomey General to help obtain an "AG Opinion"
supporting the Katz Hollis interpretation. The eventual acknowledgement of the Katz
Hollis interpretation by the county resulted in additional reveaues of approximately Sl
million for the Anaheim Redevelopment Agenry at well as additional revenues for other
redevelopment agencies in Orange Counry.
In 1979, Katz Hollis assisted the City of Billings, Montana with its 52,000,000 Taz Increment
Urban Renewal Boads, the fust tax allocation bond sold in the State of Montana For thia
reason Katz Hollia inwlvement included not only the usual services of estimating project
: revenues and reviewing issue structuro, but al�o included the exteasive review of t6e impact

In the State of Utah, Katz Hollia was called upon to resolve the concems of several ta�ng
' agencies in the State caused by tax timitation measwes passed by the state legislature. The

4. Redevelopment Plan and Plan Amendment Adoption Secvicea
Katz Hollia haa accumulated many yeara of experience aad tec6nical Imowledge of the
Califomia plan adopteon aad amendment process. Since 1979, Katz Hollia haa been
inwived in 30 feasibility studies for plaa adoptiona and 6aa assisted wer 50 communities in
prepazation and adoption of over 80 redevelopment plaaa and amendments. We 6ave
assisted clients ia the full range of plan adoption servicea starting in t6e initia( stagea when
considering an area for redevelopment, i.e., feasbiliry study, through actual plan formation

- and adoption. Katz Hollis is prepared to address the needs of its clients at varying levels and
stages of technicai assistance depending on the client's desires.
; The Community Redevelopment Law ("CRL") establishes a maze of procedural , and
dceumentation requirements for the adoptioa or amendment of a redevelopment plan.
Although anyone may decipher the law with respect to the timing of actions and the
contents of documents, ma�rimiring the interests of a redevelopment agency and its
community requires more than simply Icnowing what is iavolved in the nuts and bolts of the
adoption process. It must be recognized that the documents adopted and the actions taken
in the course of the adoption procesa lay the foundation, be it shaky ot solid, for the
, implementation of t6e project's redevelopment program. Thus, even though the proposed
ptoject may be adopted, as many projecta aze each year, it does not necessarily mean that
the proposed revitalization program will go on to successfui implementation.
On maay occasions a redevelopment agency has entered into pemicious agreements to
appease affected tadng agencies, haa agreed to limit its powers of eminent domain to
placate property owners, or used hastily prepazed documents w6ich fell short of the
requirements of the taw. To avoid suc6 pitfalls, and to complete a pian or amendment
adoption that caa be successfuUy implemented, a redevelopment agency must seek to
achieve three underlying collateral objectivea:
1. produce the most legally defensbk plan adoptioa or amendment;
2 nurture bene6cial relations6ips with project area occupants and the larger
� communit}, and,
3.. develop a strong negotiating position with respect to the att'ected tapng entities,
- whic6 means knowing the strengths, wealme.sses and fiscal brealang point of the
: proposed plan or plan amendment
Failure to achieve any one of these collateral objectives may result in costly titigation and, in
the moat severe case, a loss of the pmposed project or, moro lilcely, a diminution of the
resources, latitude and �e�adbility needed for full program implementatioo. The Katz Hollis
approach to providing plan and amendment adoption servicea addrasses the three collateral
objectives in the context of t6e suict requirements of the CRL and the speci£c objectives of
the client community.
Our services are offered in a two-phase approach, with the first phasc consisting of either a

Los Angelea County Transportation Commissioa The Commission waa in t6e planning
stages of the I)owntawn I.os Angelea/L.ong Beach Lig6t Rail Traacit Project and desired to

and adjacent to the transit route. Alt6augh t6e analysis undertaken for the study certainly
includad some recognit600 af the use of redevelopment, t6e total scope was muc6 broader
a� included the intriguing question of haw a transit development agenry could use the
pawers provided to it to augment ecoaomic development Also, t6e study required the
coordination of the then e�osting economic devebpment aspirationa of the commuaities
� atong t6e route - several of whic6 represented cont]icting, if not competing, objectives. 'Ibe
result of thia effort wae a study which, although it waa comprehensive in its identification of
development opportunities aad mec6anis� for impkmenting those opportuaitiea,
concluded that the undertalong of comprehensive economic development aloag the rail
e corridor waa too monumeata! a task. Whik thia may seem pessimistic, we beGeve t6at t6e
study provided valuabk insight to the Commisaion about the eavironment in which it
intends to operate and some of t6e limitations inherent in a public body having so nazrow a

OBJECTIVE•
To have the City Council adopt a resolution declaring the intention to
conduct a public hearing to determine if a public nuisance is being
. maintained on the subject property. The hearing date shall be set for �
_ November.9, 1993.
FACTS• ,
Chronology of events is as follows: �
7-19-93Received complaint regarding vacant lot with property
maintenance violations considered to be a nuisance to the
neighbors. Inspection conducted the same day to verify
information received.
7-26-930wner-of-record, CALTRANS, was notified via phone of
existing violations. Staff was advised that the property
had been sold to a private party. CALTRANS will forward all
available in£ormation to the City for processing.
8-10-93Upon receiving the owner's information a Violation Letter
, - was mailed to the owner, Beneva Jackson, with a due date of
August 18, 1993.
� 8-23-93Inspection conducted to verify compliance. Violations
remain the same. Non-Compliance letter to be sent to owner.
9-15-93Non-Compliance letter sent to owner. Last and Final
correction date for September 21, 1993.
9-27-93Inspection conducted to verify compliance. Violations
remain the same. Owner has not attempted to obtain
compliance. Staff will verify current ownerehip with the
County Tax Assessor's Office and submit case as a Nuisance
- to the Lynwood City Council.

_ Staff hae received innumerable complainta regarding the conditions at
this site. All attempts to obtain compliance from the property owner
have been unsuccessful. It is apparent that the property is currently
ia an abandoned state which is in violation of the Lynwood Municipal
Code and its present accumulation of junk, trash and debris and
exceseive overgrown vegetation presente a potential hazard to the city
and its residents. Neighboring residents have complained of an
excesaive number of vermin in the neiqhborhood due to the detrimental
conditions of the site.

WHEREAS, the City Manager of the City of Lynwood has recommended
that this City Council find that certain premises within the City of Lynwood may be
, maintaineci +n such a way as to constitute a nuisance; and
? WHEREAS, certain procedures are set forth in Chapter 3-13 of the City
Code of the City of Lynwood, pursuant to which nuisance may be abated;
L WHEREAS, the conditions on said property which may constitute a nuisance
are:
•� 1. Overgrown vegetation throughout the site.
2. Junk, trash and debris scattered throughout site.
�` NOW, THEREFORE, BE IT RESOLVED that the City Council of
Lynwood does hereby resolve as follows:

Manager, this Council hereby finds and determines that the following described property
may presently be maintained m such manner as to constitute a nuisance. Such property is
described as Lot 031 of Tract 6169, Page 006; generally known as 11419 Pear Street, in the
City of Lynwood.

include, but are not limited to:
1.. Remove all the overgrown vegetation at the site, properly dispose of it
and maintain site.

its intention to sonduct a public hearing, pursuant to Chapter 3-13 of the City Code of
Lynwood to ascertain whether the above described conditions constitute a public nuisance,
the abatement of wtrich is appropriate under public power of the Ciry of Lynwood, and, .
7'HE CITY COUNCIL hereby fixes the hours of 7:30 p.m., November 9th,
1993, as the time and the City Council Chambers, 11330 Bullis Road, as the place for said
public hearing; and the Ciry Clerk is authorized and directed to serve and post certified
copies of the resolution in the manner set forth in Chapter 3-13.5 of the Lynwood City
Code. .
