HomeMy Public PortalAboutMinutes - 1963/07/02 - Special1 1 PLANNING COMMISSION MINUTES SPECIAL MEETING CITY OF TEMPLE CITY July 2, 1963 The special meeting, of the Plannin Commission of the City of Temple City was opened at approximately 7 :32 p.m. by Chairman Beckley. Chairman Beckley cave a brief introductory talk explaining to the audience that our main objective was in planning for the future expanded population in an orderly manner. In order to do this, the Whitnall's, the firm hired to prepare the Comprehensive Plan, were hired to determine current land use and application to current zon- ing. Chairman Beckley presented a brief outline of the procedure being followed by the Whitnall's and gave a resume of the work done by the Commission in regard to time spent reviewing the proposed comprehensive plan. Chairman Beckley presented Gordon & 3rysis Whitnall, Consultants. Mr, Whitnall briefly related the procedures that are yet to occur, and explained that the total procram of planning that the City has launched upon consists of two major parts: (1) Preparation of a Comprehensive General Plan Report, which is not zoning; (2) Develop- ment of the City's own zoning ordinance, The salient points of the ordinance were covered by Mr. Whitnall, along with a breakdown of the zoning categories. Chairman Beckley read the official declaration of purpose of the ordinance to the audience. The public hearing was opened and Chair- man Beckley asked that those wishing to speak step forward to the microphone and give name and address, and then present question. Mr, Jay Kingry, Pacific Outdoor Advertising, appeared and discussed the letter that had been presented to the Commission by his company. He presented two questions to the Commission, as follows: (1) Generally, would the zoning remain as the City now exists? (2) On the non-conforming, is everything judged on its own merits, or is there a non - conforming use time specified in the ordinance? Mr. Kingry's questions were answered by the Commission and the Plan- ning Advisor. No other questions were directed to the Commission, therefore, a five - minute recess was called at approximately 8 :20 p.m. The remainder of the meeting was spent discussing the recom,nendations of the Southern California Edison Company and the Pacific Telephone Company in regard to requested changes in the ordinance. A motion was made by Commissioner Harker that the first draft of the proposed City ordinance now be revised with the changes that were discussed and recorded this evening and that the revised draft be submitted to the City Attorney for checking prior to submitting to the City Council. Motion was seconded by Commissioner Briggs and carried by the following roll call vote: AYES: Commissioners: Briggs, Erickson, Harker, Beckley.
