HomeMy Public PortalAboutMIN-CC-2014-08-12MOAB CITY COUNCIL REGULAR MEETING August 12, 2014 The Moab City Council held its Regular Meeting on the above date in the Council Chambers at the Moab City Center, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:30 PM. In attendance were Councilmembers Kyle Bailey, Heila Ershadi, Gregg Stucki, Doug McElhaney and Kirstin Peterson. Also in attendance were City Manager Donna Metzler, Deputy City Recorder Danielle Guerrero, City Treasurer Jennie Ross, Assistant Engineer Eric Johanson, Economic Development Specialist Ken Davey, Recreation Director Chad Wright, City Planner Jeff Reinhart and Public Works Director Jeff Foster. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led the pledge of allegiance. Four (4) members of the audience and media were present. Councilmember Stucki moved to approve the Regular City Council Minutes for June 24, 2014. Councilmember Ershadi seconded the motion. The motion carried 5-0 aye. There were no Citizens to be Heard. REGULAR MEETING & ATTENDANCE PRE -COUNCIL WORKSHOP REGULAR MEETING CALLED TO ORDER APPROVAL OF MINUTES CITIZENS TO BE HEARD A Community Development Department Update was not given. COMMUNITY DEVELOPMENT UPDATE Under Engineering Department Update, Assistant City Engineer Johanson stated he had met with Horrocks Engineering and the Utah Department of Transportation on the 500 West Project and that the project was proceeding. City Manager Metzler stated she had met with Bowen Collins Engineering regarding the Waste Water Treatment Plant. Under Planning Department Update, City Planner Reinhart reviewed the upcoming Planning Commission Meeting Agenda. City Planner Reinhart stated the General Plan was moving along. A Police Department Update was not given. Under Public Works Department Update, Public Works Director Foster stated that the trail behind LaSal Oil had been closed but was still being used. Public Works Director Foster stated Questar would have the main August 12, 2014 ENGINEERING UPDATE PLANNING UPDATE POLICE UPDATE PUBLIC WORKS UPDATE Page 1 of 4 lines complete by next week and that Questar would have the service lines complete mid -September. There was a Presentation Regarding Canyonlands National Park's 50th Anniversary. Discussion followed. Councilmember Stucki moved to award the Dewatering Press Equipment Purchase. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye. Councilmember Ershadi moved to approve to enter into an agreement with MSD Environmental Services Inc., for purchase of the existing Dewatering Belt Press for the City of Moab Waste Water Treatment Plant. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Peterson moved to approve a Purchasing Exception in the amount of $12,500.00 for the July Lease Payment for the Dewatering Belt Press for the City of Moab Waste Water Treatment Plant. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Ershadi moved to approve Resolution #31-2014 — A Resolution approving a contract by and between the City of Moab and the Governor's Office of Economic Development for the Business Expansion and Retention (BEAR) Program. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember McElhaney moved to approve a request to send proposed Ordinance #2014-08 — An Ordinance approving the vacation of a portion of Colorado Avenue Public Right-of-way as platted in the Palisades Subdivision, Plat "A", and amending Lot 6, Block 4, Lot 18, Block 2, and Lots 17a and 17b and accepting a dedication of property to maintain the right-of-way width of fifty feet and realigning the Colorado Avenue Right-of-way to Public Hearing. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. PRESENTATION DEWATERING PRESS EQUIPMENT PURCHASE, APPROVED PURCHASE AGREEMENT, APPROVED PURCHASING EXCEPTION, APPROVED RESOLUTION #31-2014, APPROVED REQUEST TO SEND PROPOSED ORDINANCE #2014-08 TO PUBLIC HEARING, APPROVED Councilmember Peterson moved to approve Proposed Ordinance ORDINANCE#2014-07, #2014-07 — An Ordinance to adopt the 2012 Internal Building Code plus APPROVED Appendices G and J, 2012 International Residential Code, 2012 International Plumbing Code plus Appendix C, 2012 International Fuel Gas Code, 2012 International Energy Conservation Code, 2012 International Property Maintenance Code, 2012 International Fire Code, 1997 Uniform Code for the Abatement of Dangerous Buildings and August 12, 2014 Page 2 of 4 American National Standards Institute 117.1-2009. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Council Stucki moved to approve Proposed Resolution #33-2014 — A Resolution approving a Final Plat for the Poucher Two -Lot Minor Subdivision located at 394 Loveridge Drive in the R-2 Residential Zone. Councilmember Ershadi seconded the motion. The motion carried 5-0 aye. Councilmember Peterson moved to approve a request by Judy Powers for an Amplified Music Event at Old City Park on October 11, 2014. Councilmember Ershadi seconded the motion. The motion carried 5-0 aye. Under Mayor and Council Reports, Councilmember Ershadi referenced a letter from Bill Love. Mayor Sakrison stated that he was working toward using the Colorado River for dust control instead of culinary water. Councilmember Peterson stated she would like to meet with Public Works Director Foster on the current bike lanes that are in place and if there are plans for more. There was no Correspondence to be Read. Under Administrative Report, City Manager Metzler stated that the Police Lieutenant Job Description had been revised and would be coming to City Council next meeting. City Manager Metzler stated that there will also be a request from Community Rebuilds for a long term lease at the MARC. City Manager Metzler advised the City Council not to issue a letter of support for Matrimony Springs at this time. City Manager Metzler stated there had been a lot of complaints on the pedestrian lights on Main Street and that she would be working with UDOT on a fix. Under Report on City/County Cooperation, Mayor Sakrison stated there would be a Joint Meeting on August 29, 2014. Councilmember Ershadi moved to approve the bills against the City of Moab in the amount of $613,516.72. Councilmember Bailey seconded the motion. The motion carried by roll -call -vote 5-0 aye.
