REGULAR MEETING.NOVEMBER 6, 1984
The City Council of the City of Lynwood met in a reqular
session in the City Hall, 11330 Bullis Road, on the above
date at 7:30 p.m.
Mayor Morris in the chair.
Councilmen Byork, Hennina, Rowe, Thompson and Morris
answered the roll call. t,�

Also oresent were City Manager Gomez arid City Attorney Yeaqer. ',`.,�.
Mayor Morris stated the organization of Council will be held
at the November 20, 1984 meeting.
It was moved by Councilman Rowe, seconded by Councilman Byork,
and carried, that the following minutes be approved as written:

PROCLa,yATioN The Mayor read a proclamation for the "Great American Smokeout"
Great American in Lynwood, November 15, 1984. It was moved by Councilman Byork, '
Smokeout seconded by Councilman Thompson, and carried, that the proclama- !
tion be aporoved. i
It was moved by Councilman Henning, seconded by Councilman �
Thompson, and carried, that Council recess to the Lynwood I
Redevelopment Agency at 7:40 p.m. Council reconvened at ;'
8:31 p.m.

Appeal public hearing for a bona fide restaurant and pool hall �

On October 9, 1984, the Planning Commission approved a bona
fide restaurant and pool hall at 12010 Lona Beach Boulevard �
for"Mr. T. Bibbs in accordance with the Lynwood Dlunicioal j
Code. The project as proposed complies with the 2oning ;
Ordinance, the General Plan and other regulations of the !
City. The site is adequate in size to accommodate the �
parking and landscaping required for the proposed use. The !
Mayor inquired i£ anyone present wished to speak for or in !
opposition to the appeal of the conditional use permit. i
Mr. Khan, 12008 Long Beach Boulevard, explained that many I
of his motel tenants are children and the applicant intends �
to sell beer and wine at the proposed pool hall. He stated
, that the Sheriff's Department recommended against the pool �

hall because o£ attraction to undesirable activities. �
It was moved by Councilman Rowe, seconded by Councilman �
Henning, to table the item. After discussion, both councilmen j
withdrew their motion and second. It was moved by Councilman �
Rowe, seconded by Councilman Henning, to deny request and not ;
concur with the Planning Commission. The City Attorney stated �
the motion was out of order at the time because the public i
hearing had not been closed. The Mayor continued with the �j
public hearing.
Pdr. T. Bibbs, 1359 Helmet, stated he has hac? a good deal of �—�
experience with pool halls, and has not experienced any �
problems. He explained- he works with young people and has �
letters of recommendation in that regard. Stated the Chinese

restaurant next door serves beer and he planned to build a i
block wall in the back. It was determined that if liquor
was sold, a conditional use permit would be required. After ,
much discussion with Council, Mr. Bibbs agreed to eliminate
the beer and wine. �i

Ms. L. Obiols, spoke in behalf of Mr. Bibbs; as well as
Mr. R. Fisher. There was no further response, and the public
hearing was closed.
' After Council discussion, it was moved by Councilman Byork
to approve recommendation. The motion died for lack of a
second. The City Attorney stated the motion coul� now be
reintroduced. It was moved by Councilman Thompson, seconded
by Councilman Rowe, to deny the conditional use permit.

All matters listed under the Consent Calendar were acted
upon by one motion a£firming the action recommended on the
Agenda unless members of the Council or staff requested

improprieties. Stated that in reference to a letter he
received from Mr. Sampson regarding money paid to Mr. Sampson
for consultant services rendered in behalf o£ the School Board,
' he felt Planning Commissioners should be beyond reproach;
therefore, it was moved by Councilman Henning, seconded by
Councilman Rowe, to call for the immediate removal of
Mr. Sampson from the Planning Commission. Councilman Byork
, thought there was not enough information available to make
a decision.

Councilman Morris stated he had checked two items which caused
him to change his mind, and didn't feel money was taken illegally.
The City Attorney stated the motion failed for lack of a
majority.
PUBLIC ORAL COMMUNICATIONS

Mr. R. Downs, 3920 Carlin, stated he supports Councilman R. Downs
Henning in his e££orts on the Council, and asked if there convicted
was any way to keep convicted £elons o£f the commissions, felons
Council recessed to executive session at 10 p.m. and
reconvened at 10:15 p.m.
The City Attorney stated Council met in executive session
for litigation matters, and action taken was:

Councilman Henning moved, seconded by Councilman Rowe, �PROVE �
to approve the negotiated settlement claim for Kenneth Yapp settlement i
for sick leave bene£its, and agreed to assume the defense K• YaPP
of Winn's Towing in connection with the Sid Sof£er lawsuit. i
� � Motion was carried unanimously. No other action was taken.
