May 21,�1981 The regular meeting of the Personnel Board of the City of Lynwood, Califomia was held on Thursday; T'1ay 21, 1981 at 5:30 p.m. in the Council Chambers at the City Ha11, 13330 Bullis Road, Lynwood, California. CALL TO ORDER . The meeting was called to order by Chairperson Johnson. Roll call was taken by Sandra CF,apek, Personnel Manager. All Commissioners were present. PLEDGE OF' ALLEGIANCE . The Pledge of Allegiance was led by Vice-Chairperson Felker. AYPROVAL OF MINUTES A correction was requested by,Commissioner Felker on page three, second paragraph of the April 16, 1981 minutes. :The sentence noted that Commissioner Felker said that the Board should have no authority over administrative matters, such as.wor- king conditions and,other employee relations matters. Commissioner Felker said he.didn't believe he had made such a statement and requested that the minates be corrected to state: �"Comnissioner Felker said that the Board should not hear � employee relations matters other than those matters which are the result of a disciplinary action and subsequent appeal to the Board." The motion was made and seconded to approve the minutes of the regular mee*_ing of April 16, 1981 with the noted correction, All in favor. Motion carried. - STUDIES AND REPORTS - Commissioners.were presented with a request from the Personnel Division to approve and recommend to the City'Council the renewal of the City's contract with the State Personnel Board, Cooperative Personnel Services Division foY a three year term to cover written examination services. The motion was made and seconded to approve the renewal of a three year contract with State Personnel Board. A11 in favor. Motion carried. The next item-on the agenda was the request to extend the Utility Maintenance Worker eligibility list,with permission to abolish after one month and to establish a new list. The motion was made and seconded to app�ove the extension of the Utility Maintenance 47orker eligibility list and permission to abolish after July 20, 1981 and direct recruitment to establish a ne�o eligibility list.. All in favor. Motion carried. - The Personnel Division requested that the Board certify the eligibility lists for- Account Clerk and Secretary as presented. Ntotion was made and seconded to approve . the Account C1erk eligibility 1ist. All in favor. Motion carried. . . . • : ' Page �k2 Motion was made to approve the Secretary eligibility list. At this ti.me, Ms. Chapek discussed with the Board the merging o€ eligibility lists. It was , noted by Ms. Chapek that on the Secretary eligibility list there were only ., three (3) candidates who successfully passed a11 portions of the examination 'in over.a 2-month recruitment�period_ Currently; the City has two (2) openings,, ,� for Secretaiy. Should another opening become available'within the there ,,.; . � • would only be one candidate remaining on the 1ist. Under the Ru1e of Three;. ' Departments fiava the right'to choose from Chree,(3) candidates: ' Instead:of , . abolishing the"eligibility list due to the lack of three candidates, the� mer- � ging of eligibility lists would allow the City to integrate the scores of qua- lified'.candidatea from both the previously and more recent recruitment for ttie same classification in.order to create.a single list containing sufficient can- didates'for appointment consideration. Ms. Chapek,passed out to.the m�nbersof the Board the proposed appeal procedure. �The obje`ctive of this proposal is to revise the Personnel Ordinance and Rulea' and.Regulations to guarantee the employee's right to privacy,`maintain the chain . of.command and,streamTine.the process. Sections 24-58 through,;24-66'of the Muni- ° cipal,Code:and Ruie 7�1.of-the Personxiel Rules and`Regulations address disciplinary actions and appeals: 'The proposed.revisions aret.: 1) to exrlude the`Personnel•: ;.. Board from hearing disciplinary actions un3es§ ttie employee requests a hearing; 2).'-employee,'s,appeal t'o the City.Planager after dissatisfaction'with Dep'artment Head level disciplinary decision, and 3) reducing the appeal process from 10 �ten) working'days to expediate the appeal process. Couanissioner Hinze reco�ended that a senfence be included under the appeal procedure allowing an employee more than � five (5) days-to appeal before the Board if extenuating circimistances warrant. Ms. Chapek was in agreement with this request and said she would include it'properly , ' in the procedure before submitting to the City Council. Ms. Chapek gave a,general view of the proposed changes to the Board and general discussion was held among ' the Cmnnissioners. P4otion was made and seconded to recommend to the City,Council ' that the Personnel �rdinance'and Personnel Rules and Regulations be amen3ed to . ;read as„proposed by the Personnel Division. All in favor: Motion carried. , . ADDITIONAL MATTERS Co�issioner Terrell requested that her "thanks" and appreciation be extended to � the City Council for their vote of confidence as shown in their recent selection, of her'to serve another term on the Board. _ . . . _ . ,. __ _-- -- Chaixperson Johnson noted,_that_Rule III, Section 1 stated the Persannel Board __... , _ .. _. _ ° ---_ shall hold reo 1ar meetings on the second Thursday of each month. 'rhe City Council will consider these changes at the meeting of.June 16. ' * As required for budgeting purposes, several salary surveys of full-time and hourly positions have been completed. * Personnel is in the.process of preparing the salary resolution and schedule for fiscal year 1981-82. � City of Lym000d Crossing Guards have been scheduled to receive CPR instruc- • tion from Fire Department personnel. ^ Recruitment was opened for Firefighter on Monday, June 8. Since there usually more applicants for this classnfication than the City can effi- ciently and economically examine and since the number of vacancies are anti- cipated to.be limited, only the first 150 applicants could be considered. The City Attomey has previously advised that this is botEi legal and fair <' to ai1 potential candidates. * Five candidates have completed the written examination for Accounting Tech- n'ician and will be scheduled for an oral evaluation panel in the near future. FACTS I (1) The success of recruitment for some City classifications is sevemly i curtailed by a significant labor market demand for scarce skills. ' A normal, or even extended, recruitment often results in fewer quali- � fied candidates than needed given the number of current or antici- ; pated City vacancies. These qualified candidates may accept other � employment if certification and appointment is delayed while recruit- � ment and testing continues until a list can be compiled containing sufficient candidates for the number of vacancies. (2) 'rhrough previous hiring, an eligibility list may contain fewer thaa " three candidates available for consideration for appointment. A hiring ' Department may wish to consider three applicants as permitted by the Ru1e of Three and yet feel that those cDn..the nearly depleted eligibility I list are worthy of consideration. (3) Given comparable testing conditions, examination scores on an old eligi- � bility list and from a newer testing could be merged into a single eli- gibility list for that classification. A merged eligibility list should I have the date of original certification for each candidate to insure that names are removed as their eligibility expires. � I ANALYSIS AND CONCLUSION I The merger of eligibility lists would allow the City to integrate the scores ; of qualified candidates from both a previously and more recent recruitment � for the same classification in order to create a single list containing suf- � � ficient candidates for appointment consideration. jn this way the earlier � certified candidates would not be removed from possible consideration or have I to be retested, which is both inefficient and expensive. � � . _' � � , RE COI�AtENDATION Amend Ru1e VIII Section 2 to add: If less than three qualified applicants are available for an appointment from an eligibility list, the Personnel Board may direct the establishment of a merged eligibility list, wherein these applicants'scores are integrated with those obtained from a newer and comparable testing process for the same classification. Upon certification of the merged eligibility list, the pre- vious eligibiliry list for that classification is abolished.
