The regular meeting of the Personnel Board of the Cit�• of L��maood, California was
held on Thursday, Februart� 19, 1981 at 5:30 p.m. in the Council Chamoe*_ of the
City «all, 11330 Bullis Road, Lvnwood, California.

Mrs. Terrell extended the board's coelcome to the newly appointed Commissioner, rir. I
Merl Felker. Mrs. Terrell read aloud to the Board Nr. Felker's job history and
qualifications. In Mr. Felker's 37z years c,ith McDonnell Douglas he gained e>;ten- �
sive experience in Personnel as we11 a= paproll functions. AG the Director of Lqual �
Opportunity and Corporate-Representative for the western plants rlr. Felker nad res-
ponsibility for developing the �ffirmative action Program. Zn addition, Mr. Felker �
was responsible for management development, college recruitment, enoloyment and labor I
relations including grievance arbitration. It caas noted that Mr. Felker had previousl�� �
served as a Commissioner on the Lynwood Personnel Board for the period of 19�6 to 1968. i
Mr. Felker expressed his oleasure in being back as a Commissioner with the Board a;ld i
hoped he would be able to contribute in the Board's activities. �

Mr. Leo Sopicki, Public Infornation Officer, for the City of L}�nwood was welcomed b�� �
Mrs. Terrell and asked to address the Board. Mr. Sopicki said his role as Public I
Information Officer was to assist and inform the public. rir. Sopicki noted thzt hi= �
positioa was rare as only about ZO% of cities in Los Angeles Countv had similiar posi- i
tions. Mr. Sopicki gave an outline of his job duties and the ways in which he writes �
press releases and puts together Lynwood's "Lynwood Living" . to reacn citizens and �et .'
them interested in local news and info� �
Mr. Sopicki, unlike a newspaper reporter, is basically interested in only the good news �
of Ly His main objective is to inform local ci*_izens about what their "local." ,

Dirs. Terrell asked Pir. Sopicki if his position required his workin� full time. r1r. �
Sopicl:i stated he �aas currentiy on contract to �he Cit�� for his services which wzs
about 90% ef his time. Mr. Sooicki noted he oc^_asionally did �vork for the Cit}� of
Montebello and a quarterly newsletter for the City of Huntin�ton Park. '

In addition to the regular bulletin, Commissioners received copies oP the neiv and
old Lynwood job announcement fcrms. This form caas revised to upd2te e:npioyee ber.e-
fits and Cit}� policies. T!s. Chapek b*iefly esplained the changes that caere matie
which included updatino holidav benefits, population revision and clariiving fire
service benefits.
Also attached was an oroanization chart representing the City's�current struc*_urz
which was discussed briefly by the Board.
STUDIES AND RE°ORTS
Co�nissieners received copies of Affirmative Action statistics for the calendar �
year of 1980. It was noted by P1rs. Terrell that the CitS-'s Affirmative action
Plan was currentl}� under revision and would contain more detailed information.
Ms. Chapek commented that the City had experienced an increase in employee turn-
over, and added positions which partialll� accounted for the rise in the Citq's
racial/ethnic minority composition. It �aas questioned if the Personnel Department I
maintained statistics on the Sheriff's Departnent personnel. The Board was advised
, that no statistics were kept by Personnel beczuse of the Sheriff's Departnent beino
a contract entity it �aould be their.responsibility to do their own hirino, and all �
disciplinary actions '
The next item of business was the City's Emplo�unent Application, Chairperson Te:rell �
noted that she had long felt the old City application cvas out-of-date and that tne �
optional information should be separate from the application. M� Terrell asked �

about the report in the newspaper concerning criminal bacl:ground. *fs. Chanek etplained '
that in the Rules and Regulations there was a provision to disqualifti� applicants �a!�o I
ha3 been convicted of crimes of moral turpitude. In fact, job related criteria are
often applied to determine whether or not to disaualify for criminal convictions and (
the resolution passed by Council clarifies this. Commissioner Johnson asked if the �
criminal records are obtained by fingerprinting at the Fire Department. t•!s. Chapel:
said that the procedure in most agencies has been to hire an individual and then �in- !
oerprint them. The results arrive 4 to 6 weeks later and if there is an unacceptaLle !
crimir.al record the individual has to be terminated. She said that this seems a ver�� (
inefficient and undesireable procedure to follow, which is another reason for the '
resolution passed by Council as it allows the City to obtain criminal summary infor- !
mation from the Sheriffs who can obtain it more quicicly. The procedure Personnel ��
hopes *_o establish is to request criminal convictioa information from the Sheriffs
before the individual is hired. Therefore, any disqualifications could be done prior �
to employment. Individuals would also be fingerprinted after employment as somewtiat j
more extensive information can be obtained from the State. Commissioners e�:pressed ,
agreement with making such decision before hirino. A motion was made, seconded and
passed to adopt the new City of Lynwood Emplo}�nent Apolication. �
Commissioners were presented �.�ith the Recreation Center Director 'eligibility list for I
certification. Commissioner Litke noted that the candidates scores list �aere acceo- �
table. Motion �aas made, seconded and passed to certify this eligibility list. �

The Comr.iissioners reviecoed the Clerk Typist list which �oas distributed. Commissl.o-�er �
Litke asked if there was a vacancy. Ms. Chapelc said th2t someone from this lisc would I
be selected to fi11 the opening in the rire Department. She commen=ed tha* �he top
can3ida*_es had scores comparable to those achieved in other Clerk T��oist recruitments. ' j

ADDITIONAL MATTERS
Pls. Chapek asked Commissioners if thec cared to elect a �'ice-Chairperson until the
Tia}� reorganization since r?r. Ledesma was no longer a Commissioner. Commissioner
Johnson nominated rlr. Litke. There were no further nor�inatioas. Ti�e motion passed
to appoint Commissioner Litke ��ice-Chairperson.

-� I am in the process of scheduling and pr,ovidino training to all Citv emplo��ees ;
on the City's policy and procedure concerning corrective action, progressive i
discipline and tiie pre-disciplinary (Skelly) hearing. To da*_e sessions have
been held in the Street and �+'ater Divisions and for a11 three shifts of Fire '
Department personnel. �

�� On P9arch 3, 1981 the City Council adopted a Resolution permitting reschedulir.g I
of hours for Code Enforcement Officers. Code Enforcement personnel have been I
assigaed to �.�ork extended days including the weekend in order to provid� these
services to the community longer than the usual 8 to 5 Mondav throuoh Friday
work hours.

•• Personnel has prepared and distributed, following the City Manager's epproval, �
two Administrative Policy and Procedure statements. One is on petty cash reim- '
bursement and the second concerns conference and meeting expenditure reporting. �
� Personnel is currently revie�ving rougiZ drafts of two major docunents in neeC o` �
�evision and updating. These are the Affirn�ative tiction Plan and the °ersonnel �
Rules and Regulations. Both drafts cai11 require considerable alteration prior
to submission for Personnel Board review.

-� A1? City Departments are currently involved in budget preparation work for the
Fiscal lear 1981-82. �

-� Personnel has completed a salary surve}� on benchmark positions for the City of i
San Gabriel and an extensive position and salary survey for the Citti� of Conr,.erce.
Salary surveys have also begun or been completed on several City of L�mwood posi- i
tions in order to insure our competitiveness in the Laoo- , larket. '

� The oral evaluation panel for Water Supervisor (Management eYempt) is scheduled �
for March 23. !
-� Recruitment has begun to establish an eligibility list for the classification of �
Secretary. I

(1) On January 15 1981 the Personnel Board certified the eligibility list
for Hccount C1erk "with reservations" due to the generall} lo�o test scores
of the candidates. It was also the Board's direction tnat this list be i
abolished in the event that none of the candi_dates caere acceptable to I
the hiring Department. I
(2) The �+'ater Billing Division has hired the toa candidate from this list.

C3) The final scores of the remaining candidates are below 70%. I
