REGULAR MEETING NOVEMBER 20, 1984

The City Council of the City of Lynwood met in a reqular
session in the City Hall, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Morris in the chair.
Councilmen Byork, Henning, Rowe, Thompson and Morris -'

xEOacAtuzATZOtd Mayor Morris stated the time had come for the reorganiza-
tion of Council, but firstly wanted to thank his fellow
of council Councilmen for their dedication and help the past year.
NoMZNATZONS The City Clerk requested nominations £or the 0£fice of the
Mayor ana Mayor. Councilman Thompson nominated Councilman Byork;
- Mayor pro Tem Councilman Henning nominated Councilman Rowe; Councilman
Rowe nominated Councilman Henning. It was moved by Council-
man Morris, seconded by Councilman Henning, and carried,
that nominations close.
The City Clerk had roll call and the vote was as follows:
' APPT. FOR Councilman Byork received three votes; Councilman Henning,
MAYOR _J. D. OriC' vote; and Councilman Rowe, one vote. Councilman Byork
syork was app�inted Mayor.
MaYOR PRO TEM The City Clerk requested nominations for the Office of the
, aobert xenning Mayor Pro Tem. Councilman Byork nominated Councilman
Thompson; Councilman Rowe nominated Councilman Henninq.
_ Nominations were closed. The City Clerk had roll call
and the vote was as follows: Councilman Henninq received
three votes; Councilman Thompson received two votes.
Councilman Henning was appointed Mayor Pro Tem.
It was moved by Councilman Rowe, seconded by Councilman
Henning, and carried, that a unanimous ballot be cast £or
, Mayor and Mayor Pro Tem.
PROCLZjmaTZOtv Mayor Byosk read a proclamation for "National Family Week,
tvat'1 Family November 18-29, 1984." It was moved by Councilman Morris,
week seconded by Councilman Henning, and carried, that the proclama-
tion be approved.
It was moved and seconded that Council recess to the Lynwood
Redevelopment Agency and the Lynwood Information, Inc., meet-
ings at 7:43 p.m. Council reconvened at 7:55 p.m.
PuaLrc xEARZtv� The Mayor announced that the time had come to conduct a public
' �eneral Plan hearing for a General Plan amendment GP-84-2. Mr. Nathaniel
'z�menament Roberson is requesting a General Plan amendment to change the
land use designation of his property located at 4516 Arlington
Avenue and 4515 McMillan Street, Lynwood, from Sinqle-Family
Residential to Multi-Family Residential. The General Plan
amendment would legalize a Conditional Use Permit which was .
approved by the Planning Commission on November 13, 19II4.
The Mayor inquired if anyone present wished to sneak in favor �
. of or in opposition to the resolution. ^
Mr. Roberson, 4516 Arlington Avenue, explained he planned
to construct ten townhouse units on the R-3 property.
There was no further response, and the public hearing was
closed.

Traffic and The City Clerk stated appointments were in order for the
Parkiti� m Traffic and_Parking Commission. At the_October_16, 1984
appo:intments meeting,eCouncilman_Byo _rk nominated William Cunninqham and
Robert Archambault. Nominations were closed. It was moved
by Councilman Henning, seconded by Councilman Byork, to
reappoint Mr. Cunninaham and Mr. Archambault to the Traffic
and Parking Commission.

SPEC PERr?zT It was moved by Councilman Henning, seconded by Councilman
Christmas Trees Thompson, to approve a special permit to Mr. Louis Hollinas-
worth for a Christmas tree lot December 1-25, 1984 at Imperial
and Alameda.

INFORMATIONAL ITEMS
The City Manager requested an executive session be held

COUNCILMEN ORAL COMMUNICATIONS
c. ltowe re Councilman Rowe felt thatthe pay increases given to employees _
pay increases should have been retroactive to July 1, 1984 at the beginning
o£ .the new £iscal year. Councilman Byork stated that employees �
were warned if they did not settle, the pay raise would not "-
be retroactive to July 1. Councilman Thompson stated for
the record, that Mr. Rowe understood the pay increases for
the employees was not retroactive to July 1, 1984.
