Phil Hoyle William S. LaPorte Also attending: Mrs. Kathleen Kirton, Messrs. Henry Lilienthal, . William Gwynn and William Koch. The meeting was called to order by Mayor Dodson. The minutes of the meeting held January 9, 1965 were read approved and adopted. The Financial and Water Report for January? 1965 was read and approved. All expenditures included in this report were approved. It was reported that a check from Florida Power and Light Co. in the amount of $3 342.01 had been received as their annual fran-,, chaise payment. This showed a 9% increase over last year. The Police reports for January were read. It showed that one speeding ticket had been issued. Mr. Iglehart said that this was a poor record for a month and it was the Town Clerks responsibility to bring it to the police departments attention and see that it was corrected or he would look into the matter and make his own recommendations. A proposed ordinance regulating any new subdivisions to be platted in the Town was presented to the Commission by Mr. Koch. Mr. Koch stated this ordinance had been patterned after ones used by the City of Delray Beach and Palm Beach County. Mayor Dodson said he had read the proposed ordinance and felt it was a good pro- tection to the Town. Mr. Iglehart said he was against any changes in the Zoning ordinance and Mr. Koch said this ordinance would not change the zoning but would set up procedures and requirements to be met by a developer who platted land in the Town. The Commission authorized Mr. Lilienthal to study the proposed ordinance and also to get Mr. Fleming2 the City Engineer of Delray Beach2 to make suggestions and explanations for Mr. Lilienthal. Mr. Koch stated that the Water Committee would meet soon with Mr. Reed to discuss some land of Mr. Reeds which could be used for well fields. The Commission authorized obtaining bids for a new police car) a bid on a Chevrolet, Plymouth and Pontiac. There was a discussion of the use of the truck for transporta- tion to and from home by the driver and helper. Mr. Iglehart stated that he thought$ as a matter of policy2 it was wrong for the Town to allow any vehicles of the Town to be used for personal use, ex- cept for the Police Chief since he is an at all times. Mayor Dod- son, and Messrs. Hoyle2 Hart and LaPorte voted to confin"the present practice and instructed the Town Clerk to be alert for any abuse of this privilege. -2- 11r. Gwynn reported that 11r. Henry Pope and Mr. Samuel Ogren had obtained building permits on November 30, 1964 and as yet had not started any construction. Mayor Dodson asked the Commission to consider lowering the occupational license fees for window and home cleaning businesses. He said the fee is too high for this type business and consequently the good clealzing firms would not do work in Gulf Stream. Messrs. Iglehart, Hart, Hoyle and LaPorte expressed the opinion that they did not favor lowering the fees for certain occupations. Mr. Hart reported that he and Mayor Dodson had met with Mr. Allen Austin, owner of the Ville deEste Apartments regarding his plans to pave a parking area in front of his apartments. Tr. Hart said this was a definite traffic hazard and that lir. Austin had agreed instead to sod the area. There being no further business to the meeting was adjourned.
