Recording or Taping Notification : "As required by the Open Meeting Lara we are informing you that the Town will be videotaping andlor audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Welcome New Member Bruce Evans The Committee welcomed new member Bruce Evans to the CPC and introduced themselves to him . Bruce is the Conservation Commission delegate . 2 . Discussion and possible vote on the completeness , timeliness , and CPA eligibility of Friends or Relatives with Autism and Related Disabilities (FORWARD) community housing funding request for regional supportive housing for 8 adults with autism . Possible vote on referral of the funding request to the CPC Housing Committee for review and recommendation . Paul recused himself/left the room from the discussion and the vote as he is on the Board of Directors for the Housing Assistance Corporation who are serving as the development consultant for the FORWARD project. Faythe expressed that the response from the town counsel indicated that the project is CPA eligible but also recommended that the CPC reach out to FORWARD for detailed information about affordable housing restrictions . Faythe did this and received a response from FORWARD . In regards to that information, town counsel recommended that they find out whether or not the town could be made a party to the affordable housing restriction . That will be brought to the Housing Committee as part of their conversation on this application . 1 Community Preservation Committee Minutes : July 24, 2019 MOTION to accept the FORWARD application as complete, timely, and CPA eligible. MOVED by Rollie Bassett. Seconded by Sharon Marotti, VOTE : 6 -0-0 13 . Distribute and review updated committee member contact list. All committee members are to review the contact list to ensure their individual information is correct and up to date and report any changes to Sarah prior to the following meeting . 4 . Discussion and possible vote on letter of support for Brewster Woods Mass Works grant . Paul recused himself from this discussion and vote . Jill Scalise presented a proposed letter of support for a Mass Works grant which the Town of Brewster is in the process of completing right now. This grant would provide infrastructure support for Brewster Road which would improve the road which connects affordable housing at Frederick Court and Wells Court to the proposed development in Brewster Woods and any infrastructure into the Brewster Woods development. The letter is stating the CPC contribution of $ 550,000 as well as how this Brewster Woods development will help meet the goals of the town ' s 2017 housing production plan by connecting 86 units of affordable housing to Route 6A which would make these units more accessible . MOTION to accept the letter with the discussed revision. MOVED by Rollie Bassett. Seconded by Elizabeth Taylor VOTE : 6-0_p 5 . Treasurer ' s Report Sharon presented that the ending balances for FY19 : in Open Space account is $ 1 ,273 , 586 ; in the Housing account is $ 200 ,442 . 89 ; in the Historical account is $ 188 , 673 . 89 ; and the balance of the 30% account is $ 406 , 320 . 52 giving CPC a net total available in all accounts of $ 2 , 069, 023 . 93 . Sharon expressed that these numbers are subject to change once the Town completely closes the books for the fiscal year . Assuming that the numbers stated above are the actual FYI ending numbers , for FY20 with the receipt of tax revenue and the state contribution in the amount of about $ 1 , 150, 000 there would be a starting balance of 1 , 848 , 586 . 62 in the Open Space account; $ 315 , 443 in the Housing account; $ 303 , 674 in the Historical account; and $ 751 , 321 for the 30% account . Sharon expressed that they have the principal and interest payments on the four bonds that they have been paying for several years . Additionally , this year they have the Besse Cartway short-term interest payment of $ 27 , 490 and a projected principal pay-down of $424 ,210 and all the projects that were approved at Town Meeting . That brings the CPC balances to approximately $ 448 , 350 in Open Space ; $277 ,238 in Housing ; $ 315 , 772 in Historical ; and $ 658 , 011 in the 30 % account . Sharon further explained that there are several adjustments that have been confirmed with the Finance Director which provides an additional $ 85 ,446 which will be added to the 30% account bringing that total up to $ 743 ,457 . So , after everything that has been subtracted out there is a total of $ 1 ,784 , 817 of available funds . 2 Community Preservation Committee Minutes : July 24, 2019 6 . Vote to approve minutes of July 10, 2019 meeting . MOTION to approve the minutes of the July 10, 2019 meeting. MOVED by Rollie Bassett. Seconded by Paul Ruchinskas . VOTE : 7-0 -0 7 . Items that the Chair could not reasonably anticipate . None . 8 . Announcements None . 9 . Next meeting . The next meeting of the CPC is scheduled for Wednesday, August 14, 2019 at 4 : 45 PM .
