The meeting was called to order by Mayor Dodson
The minutes of the meeting held February 13, 1965 were read
approved and adopted. The financial and water report for February
1965 way read and approved. All expenditures included in this
report were approved.
Mr. Koch reported that the water committee met recently with
ti5r. Robert Reed regardin.; a possible site for a well field for
the Town. Mr. Koch also read a letter from Mr. J. P. Carroll
outlin.in- his thou hts on this matter. This letter is attached
hereto and becomes a part of these minutes. Mr. Iglehart
asked Mr. Hart what the Gulf Stream Golf Club's positi_:_ regarding
the present water contract and its renewal. Mr. Hart stated
that he had talked to various members of the Club and that they
all were in favor of continuing along with the same arrangement.
Mr. Igleh<st moved that further study of well sites and water
plant be tabled until the water committee could meet with the
Board of Dir,ctors of the Club, since this way the most logical
answer to the water supply Situation of the Town. Motion was
seconded and passed.
The police reports for February were road.
There was a discussion of road and right of way that was dedicated
to the Town in 1954. Mr. Lilienthal stated that the Town was
responsible for its maintenance and upkeep just like any other
dedicated road in the Town. The Commission voted to table the
subject for •the time being since this read served no residences
in the Town.
The Commission accepted the low bid of Adams Chevrolet Co.
to furnish the Town a new•,1965 Chevrolet 3iscayne police
car for a total price of 41,750.00 plus trade in of 1963
chevrolet police car. Other bids received wer:;: Jerry Earl
Pontiac - Pontiac Catalina `?'2,145.07 plus trade and Joe Rose
Motors - 1965 Plymouth Fury .,;2,241.25 plus trade.
The Commission authorized the purchase of new police radio
equipment for the new police car at a cost of $451.00. It is
anticipated that the old radio equipment can be sold for
approximately 150.00.

Chief Cowart asked the Commissicn to apply to the State
Legislatareto ament! the Town Charter to give the Police
Department authority to pursue and arrest any traffic viol:.tor
outside the Town limits. He stL:ted that the authority would
not be abased and would give the police opportunity to arrest
speeding violators who manage to get :,utside the Town limits
before they can be stopped. The Comm*iission instructed Mr.
Lilienthal to prepare and submit such an amendment to the
Fla. Lavislature.
The Commission was informed that Mr. Henry Pope had requested
the taxes on the polo fields be reduced since the fields
are used as a pxblic park by the residents of Gulf Stream.
No action was taken on this matter.

Complying with your request for information as to the possibility of obtain-
ing water from wells to furnish the needs as set forth by the preliminary report
made up by Russell & Axon, Consulting Engineers, dated February 1964, we are pleased
to furnish the following information:
The property owned by the Village on the west side of U.S. 1 and the south
side of the new road from U.S. 1 to Seacrest High School with 190' frontage on
the Old Dixie and 300' frontage on the new road would enable you to put two (2)
wells on this plot of ground approximately 250' apart and meet the Board of Health
approval. This should leave sufficient area for the construction of the water
plant mentioned in Russell & Axon's report.
The drawback to the installation of two wells on this plot of ground is the
fact that the Gulf Stream Country Club has a well directly across the road from
this proposed site; and the total potential capacity, should all three of these
wells be used at the same time, may cause a drawdown in that area beyond the de-
sired minimum level.
A well could be drilled immediately east of U.S. 1 from U.S. 1 to the water
way; however, this would mean another U.S. 1 crossing of piping from this well
back to the plant for the treatment, thus increasing the cost considerably. It
would probably be more desirable to move south along the Old Dixie and acquire
a piece of property sufficient for your needs, with the piping to be run along
the easement to the plant site, thus increasing the area that water could be drawn
from and eliminating the drawdown. We would suggest a minimum distance of 300'
between well sites.
I wish to call your attention to the fact that this treatment plant, as set
up by Russell & Axon, was to be constructed on the beach side. The figure they
have given, $171,000.00, is for the plant alone. They have estimated an additional
$60,000.00 to be required for locating wells on the mainland and piping from the
wells to the plant site; this additional sum, of course, should be added to the
$171,000.00 estimate.
They have based their peak demand of water supply required for fire purposes
at 962 GPM. This capacity is reached practically every day at present in the daily
requirements of the Town. This can be checked by reading the meter most any day
between the hours of 8:00 to 12:00 A.M.

Russell & Axon in their report recommend that your present agreement with
the Gulf Stream Country Club be continued, if possible; and that would seem to
be the most desirable idea for both you and the Club.

MARCH 17, 1965
The Town Commissioners of Gulf Stream Florida, met
at the Town Hall in Gulf Stream, Florida, at 10:00 A.M.
on March 17, 1965, to hear and consider any complaints
of the tax payers and to receive and equalizc values of
real estate and improved property on the Town's tax
assessment rolls as of January 1, 1965.
A motionwas made to recess the meetinh- of the Town
Commissioners sittin4; as a Board of Equalizers until 10:00
A.M. an August 11, 1965. The motion was seconded and
was then passed unanimously.
