MINUTES
LAW ENFORCEMENT REVIEW BOARD
Meeting of October 27, 1993
, The regular meeting of the Law Enforcement Review Board was held on
October 27, 1993, in the City Ha11 Council Chambers. (The agenda
was duly posted as prescribed by the Brown Act.)
The meeting was called•to order at 6:02 p.m. by Chairperson Robert
Downs.
The pledge of allegiance was conducted by Chairperson Robert Downs.
Members in attendance were: Don Brantley, Elizabeth Dixon, Robert
Downs, and David Willis. Boardmember Hilario Esparza was absent.
Councilmembers preaent: Councilman Heine.
Staff inembers in attendance: Roger Haley and Pat Alvarez.
The minutes of the August 25, 1993 and September 22, 1993 regular
meetings were approved as distributed.
Public Orala
None.
Status of Pendinq Com�lainta
A memo dated September 30, 1993, was sent by the City Manager to
Captain Freeman requesting status on investigation of complaints
submitted to the board by Mrs. Rouzan and Mrs. Nordmann.
Subsequently, staff contacted the Sheriff's Department to find out
, status of above complaints. Lt. Jurado informed staff that in the
event that a complaint comes to their department first, they
(Sheriff's Department) are not obligated to give the City/LERB a
report on their findings or conclusion of the investigation. Per I
Lt. Jurado, both Mrs. Rouzan and Mrs. Nordmann filed a complaint I
with their department first, therefore, the board did not get a �
report on the disposition of their complaints. I
Boardmember Willis questioned Sheriff's policy as it relates to i
responding to the City/LERB on complaints forwarded to them. Mr. I
Willis feels that the Sheriff's Department ehould respond to the
LERB with their findings and/or disposition of complaints. Mr..
Willis requested a copy of the Sheriff's policy section on �
reaponding to other jurisdictiona as it relatea to complainta. j

Boardmember Dixon requested that in the future, the Sheriff's j
Department respond in writing to requests for information on '
complaints. �

Chairperson Downs expressed his concern for the lack of response
from the Sheriff,'s Department. Boardmember Willis made a motion,
it was seconded by Mrs. Dixon, and approved by all membera to refer
this matter to the City Council for their review and direction.
Recruest for ioint LERB/Citv Council/Sheiiff's Devartment/Communitv
Affairs Commission Meetina
In light of the evident communication concerns expressed by the
board, Elizabeth Dixon made a motion to requeat a joint meeting to
include the LERB, City Council, Sheriff's Department, and Community
Affairs Commission staff person, Mr. Ralph Davis. It was seconded
by Chairperson Downs, and approved by all membera to request a
joint meeting with the above participants in January.
' Representation from the Sheriff's Department at LERS Meetincrs
Boardmember Dixon questioned the procedure for Sheriff's
' representation at LERB meetings. Councilman Heine indicated that
due to the numerous fires in Altadena, Sheriff's personnel may have
been assigned to assist in those areas. Mrs. Dixon expressed her
, concern regarding requests made to the Sheriff's at the meetings
and not receiving a response. For example, at the August 25, 1993
regular meeting, she inquired about whether the police report for
Mrs. Rouzan's son's incident shows his arrest as "false identity"
until his record is cleared. At the time, Lt. Jurado did not have
the answer, and Mrs. Dixon requested a response by the next
meeting. The board has not received any informaCion relative to
this request yet. Boardatember Dixon requested a copy of the
Sheriff's guidelines on false.identity arrests.
Hoard Member'a Orals
- Boardmember Dixon commented on the prostitution problem on
Long Beach between Century and Tweedy. She also suggested to
invite a speaker and members of block watch groups to future
meetings in order to promote the LERB.
- Chairperson Downs related two experiences he recently had with
the Sheriff's Department: .
1. His daughter had an accident on Carlin and Castlegate.
. When she called the Sheriff's Department, she was tol'd
that the accident location was within Compton's
boundaries. When she called Compton's Police Department
she was referred back to Lynwood Sheriff's Department.
At that time, Mr. Downs called Lynwood's station and was
told once again that the location was in Compton. An
. hour had elapsed since the time of the accident and there

was still no response. Mr. Downs demanded that a unit be
sent to '�he accident location and finally a deputy did
come and he took a report. Mr. Downs feels that the
Sheriff's personnel need to be better informed of
Lynwood's boundaries in order to respond in an efficient
and expeditious manner to emergency calls.
2. Mr. Downs stated that he called the Sheriff's to report
a very loud party four doors from his house, but the
Sheriff's Department did not respond. He called a second
time, and was told that a unit was already on.its way.
Mr. Downs stated that after a while, two units did show
up, but the music did not stop until about twenty minutes
later. Mr. Downs inquired about the city's ordinance on
loud music/parties. Mr. Heine responded that even though
the ordinance on loud music/parties does emphasize the
hours between 10:00 p.m. and 6:00 a.m., it also states
that it will be enforced at any time there is disruption
to the peace in the community.
November Reaular Meetinct - Reschedule
It was unanimously decided to reschedule the November regular
' meeting (due to the Thanksgiving holiday) to Wednesday, December 1,
1993. Staff will check on availability and send meeting '
confirmation memo to board members.
Adiournment
� There being no further business, the meeting adjourned at 6:35 p.m.
to the (November meeting rescheduled to) December 1, 1993 regular
meeting.
