CITY OF TEMPLE CITY
June 15, 1964
1. A regular meeting of the Planning Commission of the City of
Temple City was held in the City Hall, 5938 N. Kauffman Avenue,
Temple City. The meeting was called to order by Chairman
Beckley at 7 :30 p.m.
2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was
led by Chairman Beckley.
3. ROLL CALL: Present : - Commissioners: Briggs, Erickson, Johnston,
Beckley
Absent: Commissioners: Clemson
Also Present: Shatford, Cushman, Woollett.
4. APPROVAL OF MINUTES: A motion was made by Commissioner Briggs
that the minutes of June 1 be approved as written, seconded by
Commissioner Johnston, and carried by the following roll call
vote:
AYES: Commissioners: Briggs, Johnston, Beckley
NOES: Commissioners: None
ABSENT: Commissioners: Clemson
ABSTAIN: Commissioners: Erickson
Approval of Special Minutes of June 8 to be given at close of
meeting.
5. TENTATIVE TRACT NO. 29678: Walter A. Sawyer, 9417 Garibaldi
Avenue, owner. Discussion and Staff Recommendation.
Planning Advisor Cushman announced that the tract had been
rescheduled at the owner's request. The previous Subdivision
Committee Report will still apply, and the owner has requested
that the tract be considered under the original application.
City Manager Woollett informed the Commission that staff had
contacted the property owners immediately to the east of the
subject tract and that they are violently opposed to any change
being made to their private drive.
AppearinY in behalf of the owner: Noel Tamietti, Hillcrest
Engineering, engineer of subject tract. Mr. Tamietti explained
that there was no choice _other than to follow the original tract
presentation due to the fact that cooperation in creating a
dedicated street is impossible.
It was the general feeling of the Commission, due to the fact
that cooperation cannot be gained for utilization of the alter-
nate plan, that the original plan should be accepted. Also, the
original tract plan is a great improvement over the lot split
that was originally presented.
After further discussion, the following changes were suggested
to be made in the Subdivision Committee Report:
DESIGN
Item 2. Delete, and change all numbering accordingly.
Item 6. Delete. -
item 7. Change to read, " Item 5. to the
satisfaction of the City."

Item 8. Change to read, "item 6. Provide standard sidewalks on
all streets adjacent to the curb."
Item 9. Add, "Item 7. Provide street lights and energy until
the subdivision can be brought into the lighting dist-
rict, street trees, and street signs in accordance with
the requirements of the City."
A motion was made by Commissioner Erickson that we recommend to
the City Council the approval of Tentative Tract 29678 with the
conditions as amended. Motion seconded by Commissioner Johnston,
and carried by the following roll call vote:

6. PUBLIC HEARING: Reopened: ZONE VARIANCE CASE NO. 64 -96
William E. & Ervina C. Graham

Temple City
Planning Advisor Cushman apprised the Commission of the fact
that the applicant had submitted new plot plans in accordance
with their request. Two plans werw submitted, one on a three
unit non - severance basis, and the other as a two parcel lot
split.
Appearing in favor: Mrs. Ervina Graham, 9217 Garibaldi. Mrs.
Graham stated that her choice would be the three unit non- sever-
ance plan.
Appearing in opposition: Mrs. Bell, representing Mr. J. Kinch-
low, 9633 Nadine, priperty owner immediately behind the Graham
property. Asked questions in regard to lot size.
A motion was made by Commissioner Erickson that the public hear-
ing be closed. Motion seconded by Commissioner Johnston, and
carried by the following roll call vote:

Discussion followed among members of the Commission. Commission-
er Johnston stated that he felt this application for a variance
would be acceptable if the applicant would move the existing
house to the rear of the lot to increase lot footage. Commis-
sioner. Briggs stated that he felt that we sould be granting a
privilege not enjoyed by others and asked the question as to how
a non - severance is enforced. Commissioner Erickson felt that
the lot size of 4800 square feet would be acceptable, but that
the size of 4000 square feet would be too small. it was the
opinion of both Commissioners Briggs and Erickson that Exhibit
B would be the best application, and explained that the property
would not need to be split if this was not desirable. Chairman
Beckley stated that he was also in favor of Exhibit B.
A motion was made by Commissioner Johnston. that we instruct the
City Attorney to draw a resolution granting this variance using
Exhibit B in conformance with the plot plan, with a, with .a one
year time limit applying. Motion seconded by Commissioner
Erickson and carried by the following roll call vote :..

7. PUBLIC HEARING: Reopened: ZONE RIANCE CASE NO. 64 -100
Herman W. or Alice G. Frank
4932 Arden Drive, Temple City
City Manager Woollett apprised the Commission that considerable
discussion had ensued between the representative for the appli-
cant and himself in regard to the subject variance.
Appearing in favor: Mr. Louis Richardson, 11412 La Rica,
Baldwin Park, representing owner - applicant. Mr. Richardson
explained that he had ordered a title report on the strip of
land adjacent to Mr. Frank's property. It is owned by California
Water Association and is available for sale, but at a highly
prohibitive price. Also, that the strip of property is only
6 3/4 feet wide, not 15 as previously reported. Applicant has
adequate footage for three parcels, exclusive of driveway, with-
out the addition of this strip.
No one appeared in opposition.
A motion was made by Commissioner Johnston that the public hear-
ing be closed. Motion seconded by Commissioner Erickson, and
carried by the following roll call vote:

City Manager Woollett suggested that in considering this case,
that we consider only the property shown on the plot plan, not
the area covered by the easement.
Chairman Beckley felt that this application should be considered
as presented since the Water Company is not making it easier to
acquire the easement adjoining subject property.
A motion was made by Commissioner Johnston that the City Attorney
be instructed to draw a resolution granting this application for
a variance in conformance with the plot plan. Motion seconded by
Commissioner Beckley and carried by the following roll call vote:

8. PUBLIC HEARING: ZONE VARIANCE CASE NO. 64 -113

Chairman Beckley announced that now was the time and place for
a public hearing. Verification of public notice and property
posting was given by the secretary. Planning Advisor Cushman
was requested to present the factual data pertaining to the case.
Applicant requesting variance to establish a third parcel having
the required area, but lacking the required street frontage.
Appearing in favor: Todd Peterson of L. A. Scott Contracting,
10313 Lower Azusa Road, El Monte, representing owner - applicant.
Mr. Peterson explained that a revised plot plan had been sub -
mitted in accordance with his request for a continuation from
the previous meeting.
No one appeared in opposition.

A motion was made by Commissioner Erickson that the public hear-
ing be closed. Motion seconded by Commissioner Johnston and
carried by the following roll call vote:

Discussion followed among members of the Commission. It was the
general feeling that the plot plan as submitted met requirements
in regard to size, driveway width, and the fact that the
surrounding area is developed in a like manner.
A motion was made by Commissioner Erickson that we instruct the
City Attorney to draw a resolution granting this request for a
variance. Motion seconded by Commissioner Johnston and carried
by the following roll call vote:

9. PUBLIC HEa ING: ZONE VARIANCE CASE NO. 64 -102

Temple City, California
Chairman Beckley announced that now was the time and place for
a public hearing. Planning Advisor Cushman was requested to
present the factual data pertaining to the case. Applicant
requesting variance to create a fourth parcel having the
required area, but lacking the required street frontage.
Appearing in favor: Albert Blanchard, 9420 E. Lemon, husband
of owner - applicant. Mr. Blanchard explained that they origin-
ally had planned to develop this piece of property at a later
date, but with the adoption of the new ordinance, they were
compelled to file a variance at this time in order to meet the
lot size requirement.
No one appeared in opposition.
A motion was made by Commissioner Erickson that the public hear-
ing be closed. Motion seconded by Commissioner Johnston and
carried by the -following roll call vote:

Discussion followed among members of the Commission. Chairman
Beckley stated that he felt that this lot was a good size, drive-
way is adequate, and that he would be in favor of granting this
request. Commissioners Johnston and Briggs agreed with Chairman
Beckley. Commissioner Erickson asked what had been done to merge
this property with the adjoining property. City Attorney Shatford
answered that this matter had been discussed several months ago,
and that it had not been possible to merge the two properties.
Commissioner Erickson further stated that he felt the resolution .
should make provision for adequate drainage. Planning Advisor
Cushman advised the Commission that this could be required as a
condition of the requirements to be checked by the City.
Commissioner Erickson also felt that garage requirements in
regard to the front house should be included as a condition.

A motion was made by Commissioner Erickson that we instruct the
City Attorney to draw a resolution granting this variance with
the conditions that the front house meet the garage requirements
and that drainage be to the satisfaction of the City. Motion
seconded by Commissioner Johnston and carried by the following
roll call vote:

10. PUBLIC HEARING: ZONE VARIANCE CASE NO. 64-108

Variance: 6426 & 6430 Oak (Rear of properties)
Chairman Beckley announced that now was the time and place for a
public hearing. Planning Advisor Cushman was requested to
present the factual data pertaining to the case. Applicant is
requesting a variance to create a parcel having the required
area, but lacking the required street frontage.
Appearing in favor: Albert Blanchard, 9420 Lemon, appearing in
behalf of owner - applicant. Mr. Blanchard explained to the
Commission that development of this parcel would greatly improve
the condition of the neighborhood.
No one appeared in opposition.
A motion was made by Commissioner Johnston that the public hear-
ing be closed, Motion seconded by Commissioner Erickson and
carried by the following roll call vote:

Planning Advisor Cushman explained to the Commission that the
Waite application would join onto the Blanchard property, and
would be served by the same community drive. Comment was made
in regard to the fact that applicant Waite had not indicated
size or location of his proposed dwelling. Commissioner Briggs
stated that he felt we should not grant a variance without
seeing a plot plan. City Manager Woollett stated that he also
felt a plot plan should be brought in.
A motion was made by Commissioner Erickson that the public hear-
ing be reopened and that the matter be continued to the next
meeting. Motion seconded by Commisioner Johnston and carried by

11. PUBLIC HEARING: ZONE VARIANCE CASE NO. 64 -110
Richard C. Sneary
9433 E, Lemon Avenue, Temple City
Chairman Beckley announced that now was the time and place for a
public hearing. Planning Advisor Cushman was requested to
present the factual data pertaining to the case. Applicant is
requesting a variance to establish a fourth single- family resi-
dence lacing the required street frontage on a parcel having the
required area.

Planning r,dvisor Cushman explained that a revised plot plan had
been submitted moving the proposed unit to the back of the
property, rather than in the center as had been originally pro-
posed.
Appearing in favor: Richard Sneary, 417 E. Victoria, Rialto. Mr.
Sneary explained that since filing the variance, he had sold the
property to Mr. & Mrs. Baker. Mr. Baker came forward at this
time and explained why he preferred his revised plan over the
plan submitted by Mr. Sneary. He desires to make a community
play area to be used by all tenants, and this can be done by
moving the proposed house to the rear of the property.
No one appeared in opposition.
City Attorney Shatford was asked if there was any legal problem
involved by the sale of this property in regard to the variance.
He stated that the applicant had the right to sell and that the
new buyer could legally reserve the use of the variance.
A motion was made by Commissioner Erickson that the public hear-

Discussion started with Planning Advisor Cushman requesting that
a definite provision be made in regard to the modification of
the garage requirement. Applicant is contemplating only a
single garage, and the requirement is a double. Chairman Beckley
felt that granting this variance would be a definite violation
of what we are trying to accomplish under our ordinance.
Commissioner Johnston felt that this should be granted because
there would be no problem to correct the garage situation and
the addition of one more rental unit would not further congest
the area. City Manager Woollett stated that the matter of the
garage could be included as a condition of the resolution.
A motion was made by Commissioner Erickson that we request the
City Attorney to draw a resolution granting this request for a
variance with the conditions that the proposed house have a
double garage and be constructed in accordance with the revised
plot plan. Motion seconded by Commissioner Johnston, and
carried by the following roll call vote:

12. PUBLIC HEARING: ZONE VARIANCE CASE NO. 64-128
American Savings U Loan Association
15725 E. Whittier Boulevard, Whittier
Variance: 964 E. Las Tunas Drive,
Temple City
Chairman Beckley announced that now was the time and place for
a public hearing. Planning Advisor Cushman was requested to
present the factual data pertaining to the case. Applicant
requesting variance for proposed construction of a commercial
building with over 50% coverage and less than the required
parking.

Appearing in Favor: Charles Brewster, 1305 N. Louise, Glendale,
representing applicant. Mr. Brewster explained the proposed
building and the parking available, and answered questions
directed to him by the Commission.
Discussion ensued at this point and certered mainly on the
deficient parking. Applicant feels that the amount of parking
provided on the plot plan would be adequate. City Manager
Woollett stated that the lot proposed for parking has been used
for parking since 1952 and that the lot is filled continuously
at the present time. Planning Advisor Cushman explained that
under the old ordinance they would be deficient three spaces,
but under the new ordinance they would have only 1/3 the
required parking.
No one appeared in opposition.

Discussion followed, and again returned to the parkin; problem.
The question was raised as to whether or not a second lot has
been discussed. City Manager Woollett apprised the Commission
that discussions were held several months ago in regard to
parking and there has never been any indication that less than
the required number of spaces would be requested. Commissioner
Erickson felt that this application should not even be considered
with such deficient parkins. Commissioner Johnston felt that
there was also too much of a deficiency. There was a general
feeling that the City needs the new building and that the request
shouldnit be denied; that the matter should be held over to try
to encourage more parking to be brought in. City Manager
Woollett concurred that he felt it would be a good idea to
continue this matter with the provision that the staff` meet
with Mr. Brewster and work out some type of proposal that would
meet with approval of the Commission.
A motion was made by Commissioner Johnston that we reopen the
public hearin, and that this matter be continued to whatever
time Staff should indicate. Motion seconded by Commissioner
Erickson and carried by the following roll call vote:

b. Commissioner Erickson asked why the new zoning map wasn't on
display during the meeting. City Manager answered that there
wasn't anything strong enough to hold it up. Situation will
be remedied in the near future.
c. Reminder given of meeting scheduled for Thursday evening,
June 18.
d. Mr. Smith from Orange County appeared before the Commission
to commend the Commission and Commissioner Johnston, in
particular, on their efforts in behalf of the City.

20. ADJOUUMENT: Commissioner Ericson moved to adjourn, seconded
by Commissioner Johnston, and carried unanimously. Meeting
adjourned at 10 :30 p.m. to the next regular meeting on July 6,
1964.
