Gutierrez called the meeting to order @ 6:05 p.rri. on the above captioned date. Gutierrez i Commissioner Herron Commissioner Manlapaz f CERTIFICATION OF AGENDA POSTING � Staff stated that the Agenda was posted per the Brown Act. ; APPROVAL OF MINUTES : Motion to approve the minutes of September 3, 2003 was made by Commissioner Herron, seconded by Commissioner Manlapaz. Motion carried ' unanimously. � PUBLIC ORALS NONE ' NEW BUSINESS >. Presentation by HOME Program . Mark Fullerton, provided the Commission with a quarterly report on all Housing � programs. I ; i I � � �A � Commissioner Herron asked "What is a CHDO?" Mr. Fullerton replied that a CHDO is a Community Housing Development Organization. He explained that the City is required by law to allocate 15% of the City's annuai allocation to a non-profit organization for the development of affordable housing. This year the City is contracted with Access Community Housing. Commissioner Herron also asked if the Commission could receive a report on those cases that have been denied. Mr. Fullerton stated that he could prepare a report containing cases that have requested waivers. Commissioner M. Gutierrez asked if the next report couid include a monthly comparison of completed cases and new cases in order to provide an idea of i how many residents the program served in each quarter. Mr. Fullerton replied that he would add a column to the report to include that information. i Commissioner Carr asked, "What is the difference between a CHDO and the I Purchase and Rehab program." Mr. Fulierton replied that the programs are ! similar but the City is required to have a CHDO whereas in the Purchase and ' Rehab program the City selects to purchase a property, rehabilitation and sell. In I most cases the CHDO is new construction. Commissioner Carr also requested that Mr. Fullerton included the number of I backlogged cases on the next quarterly report. Mr. Fullerton stated that � backlogged information wouid be included on the next report. � � 2. CDBG Quarterly Report � The Commission received and filed the CDBG quarteriy report. Earnest, Director of Finance and Administration BY: Annette Potts, Program Development Coordinator SUBJECT: PUBLIC HEARING - HUD CONSOLIDATED ANNUAL PLAN FISCAL YEAR 2004-2005 COMMUNITY DEVELOPMENT AND HOUSING NEEDS PURPOSE: To obtain citizen input and comments on the City of Lynwood's community development and housing needs and how best to address those needs with the use of CDBG and HOME program funds for fiscal year 2004-2005. BACKGROUND: The City of Lynwood expects to receive approximately $2,000,000 in CDBG funds and $700,000 in HOME funds from the Department of Housing and Urban Development, for use during fiscal year 2005-2005. These funds may be utilized by the City of Lynwood to carry out a wide range of activities to benefit low and moderate-income families. Activities directed towards neighborhood revitalization, economic development, the improvement of public facilities, streets, sidewalks and alleys, as well as home improvement and public services. Tlie Department of Housing and Urban Development (HUD) requires that at least 70% of the funds allocated to the City benefit low and moderate income residents; 15% may be used for public services; and 20% can be used for program administration. Activities funded with CDBG funds must meet one of the following objectives: • Elimination of slums and blight and prevention of 6lighting influences; • Elimination of conditions detrimental to health, safety, and public welfare; . Stimulation of economic growth, development, and employment opportunities • that will benefit persons of low and moderate income; • Conservation and expansion of housing stock for low and moderate income households; • Restoration and preservation of properties of special value; • Development and improvement of public facilities which will contribute to the • livability of residential areas; . Concentrate on program that provide assistance in housing opportunities, code enforcement; andlor selected community development target areas, to maximum the impact. Priority funding of CDBG and HOME activities should be given to activities that: il ' ' APPLICAT/ON REV/EW AND RECOMMENDAT/ONS: The City advertised the availability of CDBG and HOME funds during the months of December and January. Those wishing to apply for funding from the City's grants funds must do so before January 15, 2004. The applications will be submitted to the CDBGAB Commission review during their February 2004 meeting. Activities and/or projects funded with CDBG or HOME funds must: - Benefit low and moderate income persons; or - Aid in the prevention and elimination of slums and blight In order to meet the first national objective of benefiting iow and moderate-income persons, the activity must; a) Have income eligibility requirements that limit the benefit of that project to low and moderate income persons; or b) The project must be located in an area where the majority of residents are of low and moderate income. For an activity to meet the second objective of removal of blight, it must'be designed to address the conditions causing the slums and blight. Generally, areas of slums and blight are determined by the County, though activities designed to remove a � specific blighting condition can be considered. Activities that do not meet one of these two broad national objectives cannot be funded: Below lists some of the activities funded with CDBG funds during the past few years: HOME PROGRAM: The HOME Program enables the City of Lynwood to provide more affordable housing to low income persons.
