ADJOURNMENT , ' � , f MINUTES OF A REGULAR MEETING OF THE COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY BOARD COMMISSION WEDNESDAY, JANUARY 7, 2004 CALL TO ORDER � Chairperson Araujo, called the meeting to order at 6:08 p.m. on the above captioned date. Gutierrez Commissioner Herron Commissioner Manlapaz Commissioner Ortiz ' CERTIFICATION OF AGENDA POSTING ; Staff stated that the Agenda was posted per the Brown Act. i APPROVAL OF MINUTES j Motion to approve the Minutes of October 15, 2003, was made by Commissioner I . Herron, seconded by Commissioner Manlapaz. Motion carried unanimously. , PUBLIC ORALS: � NONE � NEW BUSINESS � Public Hearing — Substantial Change (Dominoes Learning Academy) ; The public hearing was opened @ 6:10 p.m. Ms Potts explained to the public i that the purpose of this hearing is to obtain public input on the proposed substantial change to the Consolidated Plan. The change is proposed for � Dominoes Learning Academy to amend their scope of services from a childcare � subsidy program to a parent education program. ! Commissioner Araujo asked if the Academy is amending the funding amount? j Ms. Potts replied no, the program wili still receive $20,000. Ms. Araujo stated � that she was under the impression that Dominos is being administered by a � consultant hired by the City and asked if HUD guidelines allow funding to be � � � i I ,l } ' ' � provided to someone who works for the City. That may be a conflict of interest. , Ms. Potts replied that HUD guidelines do not allow for funding to be provided to 1 employees of the City. But, aceording to Dominos documentation, the program is not going to be administered by a City employee. Pat Shields, Dominoes representative, gave a brief presentation on the amended scope of services for the Dominos Program. Ms. Shields stated that she has been hired to establish affordable childcare facilities for the City of Lynwood. Ms. Shields stated that the City currently has 52 childcare facilities and none of . the facilities offer affordable childcare services. The average rate for childcare is $120:00-$150.00 per week per child for care. That rate can be overwhelming for parents.who do not work or are on public assistance. Recognizing the fact that those parents may need assistance in raising their education level as well as affordable child care services, Carmelita Marshall, � Founder(Director of Dominos decided to offer those services. It is Ms. MarshalPs philosophy that in order for the children to succeed, the complete family has to be reformed. The proposed program will help integrate the non-working parents into � the workforce, while providing childcare services. ` Commissioner Araujo stated that according to HUD, the funds cannot be used as grants to the participants. Ms. Shields stated that the funds would be used to fund administration cost for the program. Commissioner M Gutierrez asked if the program will service fathers as well as , mothers. Ms. Shields replied yes. Anyone who require services will be assisted. Commissioner Ortiz asked if Dominos is similar to the Sylvan Learning Center? Ms. Shields replied that the program wilP provide tutoring services in the future, however the current program provides childcare services. ` °, There being no further questions, from the public the hearing was closed @ 8:32. " Public Hearing — Consolidated Plan 2004 The hearing opened @ 6:32. Ms. Potts stated that the purpose of the public , hearing is to obtain citizen input and comments on the City's community ' development and housing needs and how best to address those needs with the use of CDBG and HOME program funds for fiscal year 2004-2005. Ms. toraine Reed, 11805 Harris Ave., stated that the program funds should be allocated to the City's programs, such as the street improvements, which are in desperate need of repair, afterschool and seniors programs. In addition, she stated that the funds are given to the same programs every year, and it is her anderstanding that the funds should be used as seed money to get the organizations started, not every year. � . v . ;f .• � � . Commissioner Araujo stated that Public Works receives funds every year for � street repairs, however, they repair the streets according to need and there is a list reflecting priority'. She also stated that the list can be viewed in the Pu61ic • Works Department. • • Ms. Reed also stated that the housing program should receive more funds. Ms. Potts replied that the Housing department does not receive CDBG funds, the ,' program is funded through a HOME program allocation. - There being no further comments from the public, the hearing was closed @ 7:0� STAFF ORALS: Ms. Potts distributed the Community Development needs surveys to those who did not already have them and requested that tlie public return these forms to the CDBG Division as soon as possible. � BOARD ORALS: - NONE . ADJOURNMENT: Motion to adjoum to the next regularly scheduled meeting was made by Commissioner Herron, seconded by Commissioner M. Gutierrez. Motion carried unanimously.
