HomeMy Public PortalAbout2020-47 Confirming Emergency Expenditures relating to the Novel Coronavirus-Covid-19RESOLUTION NO. 202047 A RESOLUTION OF THE VILLAGE COTJNCIL OT'THE VILLAGE OF KEy BISCAYNE, FLORIDA, CONFIRMTNG EMERGENCY EXPENDITT'RES RELATING TO THE NOVEL CORONAVIRUS/COVD-19; PROVIDING FOR RATIFICATION; AI\[D PROVIDING FOR AN EFFECTM DATE. WHEREAS, the Novel Coronavirus Disease 2019 ("COVID-l9') is a severe acute respiratory illness that can spread among humans through respiratory transmission and presents symptoms similar to those of influerza; and WHEREAS, COVID-I9 poses a public health risk to residents of the Village of Key Biscayne (the "Village"), particularly elderly residents; and WHEREAS, on March 1,2020, Florida GovemorRon DeSantis issued Executive Order No. 20-51 directing the Florida Department of Health to issue a Public Health Emergency; and WIIEREAS, on March 9,2020, a Sate of Emergency was declared by Florida Governor Ron DeSantis and by Miami-Dade County Mayor Carlos Gimenez on March 12,2020;and WHEREAS, on March 13,2020, the Village Manager issued a Declaration of State of Emergency conceming COVID-I9 (the "Declaration') and subsequently issued various emergency orders to mitigate and slow the spread of COVID-19 within the Village; and WHEREAS, on April 7,2020, the Village Council approved Resolution No. 2020-21 confirrning the Declaration and emergency expendinues and actions taken by the Village Manager and ratiffing any action or emergency order issued by the Village Manager to protect the public from COVID-I9; and WIIEREAS, on April 28,2020, the Village Council approved Resolution No. 2020-23 confirming additional emergency expenditures and actions taken by the Village Manager to protect the public from COVID-I9 and ratifring the emergency orders issued since tbe adoption of Resoluti on 2020 -2 | ; and WHEREAS, on May 19,2020, the Village Council approved Resolution No,2020-35 confirming additional emergency expenditures and actions taken by the Village Manager to protect the public from COVID-I9 and ratiffing the emergency orders issued since the adoption of Resolution 2020-23; and WHEREAS, on June g,2020, the Village Council approved Resolution No. 2020-40 confirming additional emergency expendinres and actions taken by the Village Manager to protect the public from COVID-I9 and ratifring the emergency orders issued since the adoption of Resolution 2020-35; and WIIEREAS, in an effort to continue mitigating and slowing the spread of COVID-l9 within the Village, the Village Manager has issued additional emergency orders; and WHEREAS, the Village Council desires to confirm any additional emergency expenditures and actions taken by the Village Manager to protect the public from COVID-I9 and radry the emergency orders issued since the adoption of Resolution No. 2020-40; and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare ofthe residents ofthe Village. NO% THEREFORE, BE rr RESOLVED BY THE VILLAGE COUNCTL OF TIIE VILLAGE OF KEy BISCAYNE, FLORIDA, AS F'OLLOWS: Section I. Recitals. That the above recitals are true and correct and incorporated herein by this reference. Secfion 2. Confirmins Emendltures. That, in accordance with Section 9-5 of the Village Code, the Village Council hereby confirms any additional anergency expendinres and 2 actions taken by the Village Manager relating to the Declaration to protect the public from COWD- 19, as further provided in the Village Manager's staffreport supporting this Resolution. Section 3. Ratificatlon. That the Village Council hereby ratifies and approves any action or errergency order issued since the adoption of Resolution No. 202040 by the Village Manager to protect the public from COVID-I9.
