ORDINANCE NO. 28-2012
AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION
OF A GRANT FROM THE FEDERAL HIGHWAY ADMINISTRATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or any other
source, and said documents are prepared and executed by the City executive
administration, provided that the Common Council of the City of Richmond as the
legislative body of the City approves an ordinance for the appropriation of any monies
received in accordance with IC 36-4-6-18; and
WHEREAS, the Federal Highway Administration (FHA) has grant funding available through its
Federal Group III Funds grant; and
WHEREAS, The City of Richmond desires to submit a grant application to obtain funding for the
South E Street Road Rehabilitation Phase II Project in the amount of Two Million Forty-
six Thousand Dollars and Zero Cents($2,046,000.00) ; and
WHEREAS, A local match of Five Hundred Eleven Thousand Five Hundred Dollars and Zero Cents
($511,500.00) is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
as follows:
1. The City of Richmond has submitted or will submit, as authorized by IC 36-1-4-10, a grant
application to the Federal Highway Administration to help fund the South E Street Road Rehabilitation
Phase II Project.
2. The City of Richmond is authorized to accept said grant funding in an amount up to Two
Million Forty-six Thousand Dollars and Zero Cents ($2,046,000.00).
3. The Mayor has pledged EDIT funds in the amount of Five Hundred Eleven Thousand Five
Hundred Dollars and Zero Cents ($511,500.00) in order to meet the local match required for the grant.
4. All grant funding, if awarded to the City of Richmond, shall be appropriated to help fund the
South E Street Road Rehabilitation Phase II Project.
Passed and adopted this day of 2012, by the Common Council of the City of Richmond,
Indiana.
