A regular meeting of the Planning Commission of the City of Temple City was held in the City Hall, 5938 Kauffman Avenue, Temple City The meeting was called to order by Chairman Johnston at 7 :30 P.M. I 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the Flag was led by Chairman Johnston. 3. ROLL CALL: Present: Commissioners: Beckley, Briggs, Clemson, Garvin, Johnston Absent: Commissioners: one Also Present: W. W)ollett, Jr., Ray Cushman, Karl Koski, Robert Flandrick 1 1 APPROVAL OF MINUTES: A motion was made by Commissioner Garvin that the minutes of June 22 1965, be approved with the following corrections: Page 1, Item 4, "A motion was made by Commissioner Briggs, seconded by Commissioner Garvin" and Page 2, Item 5 "Chairman Johnston abstained on the roll call vote." Motion seconded by Commissioner Briggs that the minutes be approved and carried by the following roll call vote: AYES: Commissioners: Beckley, Briggs, Garvin, Johnston NOES: Commissioners: None ABSENT: Commissioners: None ABSTAIN: Commissioners: Clemson - reason being he was absent from the meeting 5. PUBLIC HEARING: ZONE VARIANCE CASE .•10. 65-160 Marcus and Vera Angula 4841 Persimmon Avenue Temple City, California Chairman Johnston announced that now was the time and place for the public hewing. Verification of public notice was given by the Secretary, Planning Director Cushman presented the original application. The Chairman ordered same marked Exhibit "A" and made a part of the record. The Planning Director then orally presented factual data pertaining to the case and his written report, substantially as given orally, was received in evidence by Chairman Johnston, marked Exhibit "B ". The maps placed for public and Planning Commission view were ordered marked Exhibit "C" and received in evidence. The Exhibits were then viewed by the Commission. Discussion was held on the pedestrian easement shown with a pro- posed house and a detached garage having vehicular access via a 20 foot dedicated alley at the rear. At this time Chairman Johnston deviated from the agenda to express his appreciation for the fine work done by City-Manager k'•!ool Lett and for those in the audience stated that .Mr., Woolett would be leaving the City of Temple City to go to, the City; of Monterey Park as their City Manager and this was Mr. Woollet�t'slast meeting with the Planning Commission. Commissioners Beckley, Brigs, Clemson and Garvin also expressed their thoughts and appreciation to Mr. Woollett. Mr. Woollett stated that in the past 5 years, it has been a vary enjoyable experience to be able to sit in on the Planning Commission and expressed his appreciation to the members of the Commission. Mr. Antriasian stated that considerable research had been given to this request and that it would be an improvement to the area surrounding. Disc- ussion was held regarding moving the property line 10 feet to provide equal square footage to parcels "A" and "B" and the pro- posed garage to the existing house be a 2 -car garage not a carport. No one appeared in opposition. After hearing all those desiring to spear: a motion was made by Commissioner Briggs that the public hearing be closed. Motion seconded by Commissioner Garvin and carried by the following roll call vote: AYES: Commissioners: Beckley, Briggs, Clemson, Garvin, Johnston NOES: Commissioners: None ABSENT: Commissioners: None A motion was made by Commissioner Beckley that we instruct the City Attorney to draw a resolution granting this request, based on the information presented, conforms with other properties in the area with the stipulations that the property line be changed 10 feet for providing equal square footage to both Parcels "A" and "B ", that the existing front curb break -out on the front house is to be closed for the pedestrian access and that the garag For the front house is to be a 2 -car garage, a permanent center post be placed on the pedestrian access not to exceed 40 inches in height and approved by the Planning Director, the front lot line of the 2nd parcel will be f acinc on the easterly line there- of. RESOLUTION NO. 65- 161PC: A RESOLUTION OF THE PLANNING COM :MISSION OF THE CITY OF TEMPLE CITY GRANTING A VARIANCE IN ZONE VARIANCE CASE NO. 65- 160. Title to Resolution No, 65 -161 was read by Assistant City Attorney Flandrick. Discussion was held on the existing drive along the south prop- erty line and the existing one-car garage. Appearing in Favor: Mr. Joseph Adashek, owner - applicant. ivir. Adashek stated that he wants to develop the subject property for the improvement of the area and that he was aware that this prop- erty has been zoned as potential R-3. Appearing as neutral: Mr. Jay McGi11, 10644 East Key ',,'est, Temple City, representing the owners of the property at 4930 Baldwin Avenue, Mr. and Mrs. David Ulman. Mr. McGill was inquiring on the statement that a garage is existing and stated that this has been made into a room with no parking facility at the present. To make a garage they would have to open the house in front, form a new driveway and make the right -of -way to the back. Mr. McGill viewed the plot plan with the proposed double garage and noted that he had no objection to the easement being on the south. Planning Director Cushman stated that the proposed dwelling is approximately 13,000 square feet with an attached garage, the garage would front to the south and the house would front on Baldwin Avenue, if the plot plan is approved as shown. Appearing in rebuttal: Mr. Joseph Adashek, 4940 Baldwin Avenue, owner - applicant. Mr. Adashek stated that an existing building not shown on the plot plan, on the property, has been used for a garage and is presently being used for storage purposes. After hearing all those desiring to speak, a motion was made by Commissioner Clemson that the public hearing be closed. Motion seconded by Commissioner Garvin and carried by the following roll call vote: AYES: Commissioners: Beckley, Briggs, Clemson, Garvin, Johnston NOES: Commissioners: None ABSENT: Commissioners: None A motion was made by Commissioner Briggs that we instruct the City Attorney to draw a resolution granting this request with the stipulation that the existing driveway on the south of the prop- erty be removed, the front lot line be facing Baldwin ::;venue and that the required 25 foot dedication for street widening purposes on Baldwin Avenue be imposed. RESOLUTION NO. 65- 162PC: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY GRANTING A VARIANCE IN ZONE VARIANCE CASE €`O. 65 161. Title to Resolution No. 65 -162 was read by Assistant City Attorne; Flandrick. A motion was made by Commissioner Garvin to waive further read- ing and adopt. Motion seconded by Commissioner Beckley and carr- ied by the following roll call vote: AYES: Commissioners: Beckley, Briggs, Clemson, Garvin, Johnston NOES: Commissioners: None ABSENT: Commissioners: None Discussion was held on plot plans submitted without all existing buildings on the property being shown. A motion was made by Commissioner Clemson that on all plot plans being submitted exist- ing buildings on the subject property to be removed be shown by a dash line. Motion seconded by Commissioner Briggs and carried by the following roll call vote: AYES: Commissioners: Beckley, Briggs, Clemson, Garvin, Johnston NOES: Commissioners: None ABSENT: Commissioners: None 7. PUBLIC HEARING: ORDINANCE NO. 65 -151 Mobile Home Park Ordinance Planning Director Cushman reviewed the ordinance br ?efTy and read the title to the ordinance as follows: AN ORDINANCE RELATING TO AND REGULATING MOBILE HOME PARKS AND MOBILE HONES THERL IN, REQUIRING PERMITS AND AFFIXING FEES THEREFOR, DESCRIBING MINIMUM STANDARDS FOR CONSTRUCTION, OPERATION AND MAINT- ENANCE OF MOBILE HOME PARKS, ESTABL I SH I N RESPONSIBILITIES, DEFINING OFFENSES AND PRESCRIBING PENALTIES, AND REPEALING ALL ORDINANCES IN CONFLICT. After hearing all those desiring to speai: a motion was made by Commissioner Clemson that the public hearing be closed. PUBLIC HEARING: ORDINANCE NO. 65-153 & ORDINANCE NO. 65-162 Off- Street Parking Regulations Planning Director Cushman reviewed the ordinance briefly and read the title to the ordinance as follows: AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTION 1609 AND ADDING NEW SECTION 1610 TO THE ZONING CODE, ARTICLE IX OF THE TEMPLE CITY MUNICIPAL CODE, RELATING TO COMP- REHENSIVE PLANNED FACILITIES FOR PARKING. After hearing all those desiring to spew: a motion was made by Commissioner Beckley that the public hearing be closed. Motion seconded by Commissioner Briggs and carried by the following roll call vote: AYES: Commissioners: Beckley, Briggs, Clemson, Garvin, Johnston NOES: Commissioners: None ABSENT: Commissioners: None City Attorney Flandrick stated that a Resolution will be prepared to submit to the City Council and this item will be placed on the Planning Commission agenda for the next regular meeting. 9. PUBLIC HEARING: ORDINANCE NO. 65-163 On -Sale Alcoholic Beverages Planning Director Cushman reviewed the ordinance briefly and read the title to the ordinance as follows: AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 801 (35) AND 901 (35) AND ADDING SECTION 1300 (20) TO THE TEMPLE CITY MUNICIPAL CODE. After hearing all those desiring to speak a motion was made by Commissioner Clemson that the public hearing be closed and this item held over to the next regular adjourned meeting for further study. COMMUNICATIONS (a) Mr. Charles Fowler, 4902 El Monte ,venue, Temple City. Mr. Fowler asked for a clarification on the definition of a "dedicated alley." After further discussion on this item it was referred to the public works department as this was not an item pertaining to the Planning Commission. 11. MATTERS FROM CITY OFFICIALS (a) Planning Director Cushman read a letter received from Mr. and Mrs. Paul F. Uhl, 5050 Sereno Drive, Temple City for a one year time extension on Zone Variance Case No. 64-119PC. This request was submitted due to illness in the family. 1 1 Planning Commission Minutes Page Six July 13, 1965 A motion was made by Commissioner Briggs that the request for the time extension of one year be approved. Motion seconded by Commissioner Clemson and carried by the following roll call vote: AYES: NOES: ABSENT: (b) Commissioners: Commissioners: Commissioners: Beckley, Briggs, Clemson, Garvin, Johnston None None Commissioner Beckley stated that discussion should be held as soon as possible on the potential zoning of Baldwin Avenue It was decided by the Commission that they would discuss this matter Monday evening, July 19th after their meeting with the City Council, if held, or if the meeting with the Council is not held, they would have a Study Session to discuss this matter. (c) Planning Director Cushman stated that he had talked with Assistant City Attorney Flandrick on the height limitation of Gas Station Signs, City Attorney Flandrick stated that he would sus gent the Planning Commission to first set this item for public hearing and then recommend to the City Council the adoption of an urgency ordinance limiting the height of structures, A motion was made by Commissioner Briggs that the staff set for public hearing the height limitation on Signs in Comm- ercial Zones to be 35 feet for all structures and buildings, but limiting only the structures in the urgency ordinance and then recommend to the City Council the adoption of this ordinance. Motion seconded by Commissioner Clemson and carr- ied by the following roll call vote: AYES: Commissioners: Beckley, Briggs, Clemson, Garvin, Johnston NOES: Commissioners: None ABSENT: Commissioners: None The City Attorney was requested to prepare the proposed urgency ordinance for the next regular meeting of the City Council on Tuesday, July 20, 1965. (d) A motion was made by Commissioner Clemson that the Planning Commission recommend to the City Council the West San Gabrie Planning Committee City Assessment of $5.00 for the approval of payment of the required assessment. ADJOURNMENT A + motion was made by Commissioner Beckley, seconded by Commissione Briggs that the meeting be adjourned to the next regular adjourned meeting July 19, 1965 at 7 :00 P.M.
