CQMND:SSION CIP24BERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Those Attending: Gregory DunhanyTown Manager Edward Nazzaro, Staff Attorney Thomas Smith, Vice Chairman of ARPB Rita Taylor, Town Clerk Mark March, Architect for Project II. Opening Remarks: Tann Manager Dunham advised that RFP #17-100 had been advertised in the Palm Beach Post on June 11, 2017 and again on June 14, 2017, a pre-bid meeting had been held on June 28, 2017 at 2 P.M. and bids were opened on July 17, 2017 at 3 P.M. He further advised that 5 contractors had picked -up packages, 4 of those attended the pre-bid non -mandatory meeting and two, Republic Construction Corp. and Mouw Associates, Inc., have submitted bids that will be discussed at this meeting. III. Committee Discussion: The Town Manager observed that Maw performed a number jobs in this area while Republic had only one. He further observed that the bid from Mouw was $275,000 and Republic had bid $224,900 which is a 20% spread, that is quite large and obviously a serious consideration. He said his rating was 83 to 81. Mr. Nazzaro named the projects that each company had completed in this area, commenting that each had done governmental work, but Mouw had more experience in this regard. He noted that Mouw expected to finish in 130 days while Republic expected to finish in 180 days. He also commented on the very large price spread which scored very high in his ranking. He scored Mouw with 78 points and Republic with 79 points Mr. Smith said he has first hand knowledge of work that Mouw has performed in that he has served on boards of organizations that have had very expensive projects and that Mouw had never gone over the bid and in sane cases had even come in under the bid and had refunded. He said with the very large spread in price, he was not sure the experience factor could overcome the very -large $50,000 difference for this size job. Ms. Taylor said she was impressed to see the number of repeat customers over a number of years that Mouw had listed. She felt that spoke very well for the quality of their work. She also felt that Mouw had the best knowledge of the town's needs and that they have been in business for a longer time than Republic. She said that she had, before coming to the meeting, given more importance than is needed as to knowledge of town needs. She further believed that the scoring of 0-15 where the price is concerned was a little restrictive with such a large spread between the 2 bids. In view of these factors and the conversation at this meeting she said she will not be using her original score of 85 and 95. Mr. Marsh, having been asked for his comments by the Town Manager, said that he had visited both offices and found the Republic had a number of staff in their office and that Mouw had a lesser number. He observed that the industry has change dramatically over the years in that contractors in the past performed their own work whereas every- thing now is tilted toward management with 90% of the work being subed out. He added that this is a very small project and he did not believe there would be the problems that would result from the unknown. He acknowledged that the $50,000 price spread is a large concern and he believed that both of these are legitmate bids. He reminded there will be extra expense that will not be covered by a construction contract such as moving expenses, etc. Town Manager Dunham said that the budget for this project is in between the amounts of the bids. He observed that this project is under $300,000 and the spread is $50,000 which is quite hard to overcame. He asked if the Committee is comfortable with giving a recommendation today as opposed to recessing and returning for more discussion. Ms. Taylor asked if it would be proper to make a recommendation without it being based on the ranking sheet. Mr. Smith observed the rating sheet was based on the thought that the pricing would be much closer and therefore all of the other factors would be given more importance. He said he is not comfortable with using his scoring either. Mr. Nazzaro said a recommendation could be made by a motion. Mr. Smith moved to rec=rend that the bid be awarded to Republic Caistruction and Its. Taylor seconded the itctiaz. All voted AYE. 1V. Adjournment. . ��% rC Rita L.
