Recording or Taping Notification : "As required by the Open Meeting Lam, we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair, " We request that all cell phones be turned off or to vibrate, 1 . Acceptance of funding requests from the Dog Park Development Committee and Brewster Affordable Housing Trust and referral to Town Counsel for CPA eligibility . J Since the last CPC meeting two additional funding requests were received . The first is from the Dog Park Committee . This application including the funding request has essentially remained the same as the previous application that had been submitted the last round . The main difference is in the timing of when they plan to go out to bid and the way they are going out to bid . Rather than a lump sum bid they are going to go out with a line item bid . They plan to go out to bid in the fail . The other application submitted was from the Brewster Affordable Housing Trust . Both applications will be reviewed by the Committee and forwarded on to Town Counsel . Further discussions will take place at the next CPC meeting . 2 . Discussion and possible vote on a funding recommendation for the Friends or Relatives with Autism and Related Disabilities (FORWARD) community housing funding request . J 1 Community Preservation Committee Minutes ; August 14, 2019 Kathy Ohmen and David Kaplan from FORWARD were present to discuss their funding request application. They explained the need for housing for adults with developmental disabilities (such as Autism) and how their project will address that need . The Town of Dennis gifted the FORWARD organization with 5 acres of land on which to build and they have been raising money (including getting funds from various Cape CPC ' s) to fund the building of the homes . Once the homes are built the Department of Developmental Services and CapeAbilities will be charged with choosing the residents for the homes . As this is a regional project the future residents will come from any of the 15 towns on the Cape, Nantucket, and Martha' s Vineyard . There may or may not be Brewster residents selected to live in the housing but all eight residents will come from the Cape and Islands . Residents have not yet been selected by the Cape and Islands office of DDS . FORWARD is requesting funds to complete construction of their homes that are currently underway . Some of their initial plans had to be modified due to lack of funds (such as removing windows and porches) . They are requesting funds to have the ability to include these aspects back into their homes . Faythe explained that Town Counsel stated that this should be subject to an affordable housing restriction. They recommended that if this funding request is approved that Brewster be added as a party requiring the signature of everyone who is a party to the original affordable housing restriction. Faythe explained that the Housing Committee recommended approval of $ 75 , 000 in funding for construction costs . Diane has agreed to serve as liaison if the project is approved . MOTION to approve the FORWARD funding request of $75 ,000 to be used for construction costs , subject to an affordable housing restriction , with Brewster funds going into the project last. MOVED by Rollie Bassett. Seconded by Sharon Marotti. VOTE : 6-0 -0 3 . Strategic planning response for Select Board . The Select Board has requested a policy and operational goals of the Committee . Faythe provided a preliminary list of requests she has gathered so far from the Committee which include : to provide some staff assistance to the CPC for duties to include coordinating agendas , drafting award letters and grant agreements , doing CPA research, and possibly monitoring grant agreements in partnership with the project liaison ; to develop an RFP and select a developer for community housing on the Millstone Road site ; and to develop a regular funding stream from the housing trust . Additionally , for goals that the CPC is working on that they want the Select Board to be aware of include : continuing funding for the historical commission project for the historic house histories . Faythe opened it up to the Committee for additional input . Elizabeth stated that the Committee should keep in mind information the town obtained in the visioning process so that the CPC work works within those parameters too . 4 . Discussion about payment of additional expenses billed for W . H . Besse purchase . Elizabeth explained that there is a bill for $ 1 , 560 to set the bounds which were required by land court . She asked if the CPC should pay it out of the admin fund or look elsewhere for the funding . Rollie asked if it could come out of the administration . Faythe is going to reach out to Town administration to get some 2 Community Preservation Committee Minutes : August 14, 2019 information on finding an alternative source to pay this bill . Further discussion will take place at the next meeting . 5 . Open projects updates Rollie gave a brief update on the accessibility into fields project . He stated that the numbers came back higher than originally projected , He stated that whoever drew up the plans included a three- foot concrete walkway around all the ball fields which Rollie stated he does not think is a good idea because they do not want kids to fall onto the concrete . He stated that they are going to talk to DPW Superintendent Patrick Ellis to see where they can go from there . At this point the project is on hold , 6 . Vote to approve minutes of the July 24 , 2019 meeting . MOTION to approve the minutes of the July 24 , 2019 meeting. MOVED by Sharon Marotti. Seconded by Rollie Bassett. VOTE : 6 -0 -0 7 . Items the Chair could not reasonably anticipate . None . 8 , Announcements . Diane explained that there is going to be a project day at the Huckleberry development (mostly landscaping and clean-up) and it is scheduled for Saturday, September 28 from 9am- 12pm . Rain date is scheduled for the following day . Elizabeth brought up that they have to update their Open Space and Recreation plans by July of 2020 . A lot of the work that needed to be done has already been done when doing the visioning plan for the town . The cost could be as much as $ 15 , 000 . Town Counsel has stated that it is in the parameters of the CPC to pay for an Open Space and Recreation plan but the question is what fund the costs would need to come from . Elizabeth will reach out to Town Counsel first for their input . After that, they can start putting together an application to be voted on by the Committee , 9 . Next Meeting . The next meeting of the CPC is scheduled for Wednesday, August 28 , 2019 at 4 : 45 PM . MOTION to Adjourn at 5 : 36 PM. MOVED by Elizabeth Taylor. Seconded by Rollie Bassett.
