REGULAR ADJOURNED MEETING
October 25, 1965
The Regular Adjourned Meeting of the Planning Commission was called
to order at 7:05 P.M., by Chairman Pro Tem Clemson.
ROLL CALL: Present: Commissioners: Beckley, Garvin, Clemson.
Briggs arrived at 7 :15 P.M.
Absent: Commissioners: Johnston
Also Present: K. Koski, R. Cushman, Mrs. Mary G. Vett,
Mr. D.J. Kincheloe
Discussion was held regarding required yards and spacing of buildings
as outlined in the staff report. First discussed was the required
sideyard in residential zones. After extensive analysis, it was
agreed that present variable sideyards penalized owners of wider lots,
imposed greater setbacks side by side with existing development and
that a required 5 foot sideyard would be satisfactory.
A motion was made by Commissioner Beckley, seconded by Commissioner
3riggs and carried unanimously to amend the Ordinance to establish
a required 5 foot sideyard in residential zones.
Required sideyards on the street side of corner lots were discussed.
The existing ordinance does not require a greater setback on such
sideyards. Commissioner Beckley noted that it had been the intent
to require a sideyard of not less than 50% of required frontyard.
He considered it an inadvertent omission that left out this require-
ment.
A motion was made by Commissioner Beckley, seconded by Commissioner
3riggs and carried unanimously to amend the Zoning Ordinance to
establish side yards on the street side of corner and reverse corner
lots equal to at least 50% of the required frontyard setbacks of
such lots.
Required rear yard setbacks were discussed. Advantages and disad-
vantages of present minimal setbacks versus a greater requirement
were analyzed and compared. It was agreed that present provisions
which permit open space development along sideyards more frequently
cause disturbance to neighbors than use of rear yards.
A motion was made by Commissioner Garvin, seconded by Commissioner
Briggs and carried unanimously to amend the Zoning Ordinance to
require a minimum 15 foot rear yard setback for all buildings con-
taining living quarters or accessory living quarters.
The required distance between buildings was then discussed. It was
agreed that with the proposed 5 foot sideyard requirement, the
present requirement of twice the required sideyard, or 10 feet be-
tween residential buildings and all other buildings would be satis-
factory. Therefore no change would be needed.
Planning Director Cushman reported the City Attorney is working on
Proposed Lot Split Amendments. It was 'agreed that the Planning
Commission should have joint Study Session with the City Council
when proposed Lot Split Amendments are ready for recommendation.
That joint meeting would review the Commissions experience and views
on desireability of returning lot split processing to an administra-
tive function' with the detailed standards and requirements proposed
in the recommended amendments. Commissioners again re- affirmed their
desire to have regular reports on lot split applications if the
proposed procedure is enacted.
Staff reported problems are resulting from Zoning Ordinance require-
ments for specific minimum sites for churches. Commission asked for
staff study and report, with view to possibly eliminating minimum
area requirements.

The problems of gasoline service stations.. locating in the central
business area was discussed. City Manager %ski.pointed out
desireable points for placing stations Er:cotditional use permit
category. Commission asked for staff st;rdy�;.;and report.
Planning Director Cushman informed the:Commss i on of mailings sent
out on Planning Director Bulletin. Commission and staff briefly
discussed comparative salary range and-experience requirement.
The Commission and the City Manager d'escussad joint meeting of City
Council and all Commissions scheduled Monday, oovember 1, 1965. It
was agreed primary topic of concern to the Planning Commission is the
annexation program. City Manager Koski assured the Commission that
available data and information sheets would be furnished to the
Commissioners at that meeting.
Chairman Pro Tem Clemson asked the visitors if they had any questions
or comments to make to the Commission. Mrs. Vett remarked she had
hoped the Commission would discuss an item of interest to her, the
Graham Zone Variance Case. It was explained that the State Law
prohibits discussion prior to the advertised public hearing.
ADJOURNMENT: The meeting was adjourned to the next regular meeting
of the Planning Commission on October 26, 1965. Meeting adjourned
at 9:35 P.M.
