William F. Koch, James Ritterbush, Roy Cowart and
William Gwynn.
The meeting was called to order by Mayor Dodson.
The minutes of the meeting held May 8, 1965 were read approved
and adopted. The Financial and Water reports for May and hne, 1965
were read and approved. 611 expenditures in these reports were
approved.
Mr. James Ritterbush presented a request to the Commission,
asking that the Somerset Developers, Inc. be granted a permit to con-
struct a model apartment on their property on North Ocean Blvd.
There was a discussion of the location of the proposed model an1 of
the plans for the apartments. It was moved and seconded that a permit
be granted subject to all the Townts zoning requirements and subject
to receipt of written guarantee that the model apartment would be
removed after April 12 1966. Motion passed.
The Commission approved payment of $125.00 to the Palm Beach
County Worlds Fair Authority for its share of costs to support its
activity for this year.
The Police reports for May and June 1965 were read.
It was reported to the Commission that our request to the Florida
Legislature for a hot pursuit law was denied and the Town would
have to wait another two years before the bill could be reintroduced.
Mr. Gwynn reported that the new water contract prepared by Mr.
Lilienthal had not been signed by the Club. He stated that Mr. Hart
advised him that the Club would like to discuss several points with
the Commission this fall.
There was a discussion of the quality of water and the need for
something to be done about it. Mr. Iglehart said that if the con-
dition exists this winter, he feels that the residents are going to
demand that something be done. Mr. Gwynn was instructed to write
lir. Hart advising him of the condition and to ask if the Club could
do something to correct the situation. Mr. Dodson asked the Town
Clerk to check with Mr. Schmeiser to see that all regular procedures
and maintenance checks were being followed.
It was moved and seconded that Mr. Koch proceed in obtaining an
option purchase agreement on the tract of land owned by Mr. Campbell
and others for a future well site, subject to the following conditions:
$3,000.00 per acre for five acres? $500.00 deposit2 re -zoning or

conditional use o.k. from the City of Boynton Beach and subject to
drilling of test wells and water analysis. Motion passed.
Mayor Dodson was appointed to serve on the Budget Committee
with Mr. Gwynn.
Mr. Gwynn informed the Commission that the present dump site
was being rapidly exhausted and that he was proceeding to locate a
future site for the Town.
There was a discussion of Commissioners being appointed Special
Policemen. The Commission agreed to appoint any Commission who may
want it. It was understood that Mr. Hart had expressed interest in
the idea. Mr. Lilienthal said that Mr. Hart should be advised of
certain legal involvements before he be appointed as a special police.
Mr. Iglehart reported to the Commission that Mr. Talbot Speer
and the Westminster Apts. had applied to the Florida Board of Conser-
vation and the U.S. Army Corp. of Engineers for a permit to extend by
201 the existing groines on their property. He further stated that
the Town over the years had tried to maintain 30t lengths for all
groins in the Town and any extension of individual groines was con-
trary to current studies regarding beach erosion and would be harm-
ful to the adjacent property owners. As a practical matters 11r.
Iglehart pointed out that everyone else along the beach front would
also make application to extend their groines also. Mr. Iglehart
moved that permit #232 of the Town, issued to Murphy Construction Co.
for construction of those groines be revoked and that letters be
sent to Murphy Construction Co. the Florida Board of Conservation
and the U. S. Army Corp. of Engineers advising them of the action
and the feelings of the Commission. Motion seconded and passed.
Mayor Dodson asked Mr. Lilienthal if Colonel Young was correct
in his recent report to the Town stating that the Town could de -annex
Mr. Reeds subdivision west of the intra -coastal waterway. Mr.
Lilienthal replied "NO".
The Commission instructed Mr. Gwynn to write Henry Pope advis-
ing him that he had until September 11 1965 to clean up the area
around the stables or the Town would contract to have it done and he
would be assessed for the cost.
