AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH CME
ASSOCIATES RE: DOWNTOWN BUSINESS DISTRICT PARKING
IMPROVEMENTS
WHEREAS, the Borough of Carteret is in need of professional engineering services with
regard to the Downtown Business District Parking Improvements: and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CIVE Associates has submitted a proposal to provide to provide said
services at a total cost not to exceed $60,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for professional engineering services with
regard to the Downtown Business District Parking Improvements at a total
cost no to exceed $60,000.00. is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A: I 1-5(l)(a) awarded pursuant to the Borough's Fair and
Open process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department and CME Associates.
Adopted this 28 day of April, 2011 and
certified as a true copy of the original on

A. Desian Phase Services
The work in this phase will involve the preparation of the necessary plans and bid
documents for the public bid process. Work in this phase will involve but not be limited
to the following:
1. Perform site visits and collect existing site information;
2. Prepare Construction Plans including:
I. Overall Striping and Signage Plans
ii. Miscellaneous Parking Area Location Plans
Ill.. Drainage Plans
iv. Traffic Control Plans
v. Construction Details
3. Prepare Bid Specifications
4. Prepare Final Construction Cost Estimate
B. Bid Phase Services
This phase will include obtaining quotes for the striping and signage improvements as
well as publicly bidding two projects in accordance with the Local Public Contracts Law
including the following services:
1. Provide Bid Documents to Prospective Bidders as needed
2. Provide Addenda for Clarification of Project Specifications
3. Attend Bid Opening
4. Analyze Responsible Bids and Recommend Contract Award
5. Coordinate with the Borough as needed
C. Construction Phase Services
The following services will be provided Linder this phase:
1. Contract preparation including review of bonds, insurance certificates and
project manning reports;
2. Attend preconstruction meeting;

construct traffic striping and signage and create additional parking spaces throughout
the Borough's downtown business district adjacent to the Municipal Complex, Health

3. Provide assistance with interpretation of contract documents;
4. Review shop drawings for site - related items; and,
5. Provide construction observation services, prepare contractor punch lists
and review and prepare pay estimates.
We will provide the necessary engineering services as described above based upon the
cost breakdown as noted below:
A. Design Phase Services .. ............................... ....................$12,000.00
B. Bid Phase Services ........ ............................... ......................$8,000.00
C. Construction Phase Services ...................... .....................$40,000.00
Total Estimated Fee for Services ..................... .....................$60,000.00
Exceptions:
• Any work not specified as listed In the above phases shall be considered additional
services and will be invoiced at the time said work is authorized by the Township.
• Application fees are considered extra and will be requested at time of submission.

services agreement or resolution as an indication of the work to proceed. in the
