ROLL CALL: Present:• Commissioners: Beckley, Garvin, Johnston Commissioner Briggs arrived at 8 :00 P.M. Absent: Commissioners: Clemson Also Present: Ray Cushman 1. PROPOSED NUISANCE ORDINANCE Planning Director Cushman distributed copies of Proposed Nuisance Ordinance, noted City Council had referred this to the Planning Commission and called attantion to part the Commission would play in enforcement. The Commission was asked to review the ordinance and be prepared for critical discussion at a future study session. 2. APPEAL ON ZONE VARIANCE CASE N0. 65 -173 'Quick -Stop Market' at 9738 Las Tunas Drive, by Rudy Strnad. The Commission was told of the Applicant's appeal and the Council's decision to hear appeal based on the record of the Planning Commission hearing. Mr. Strnad is asking the City Council to hold a da novo hearing to permit introduction of the new evidence. 3. ROSEMEAD BOULEVARD R-4 ZONING The Planning Commission discussed possible alternate C -2 zoning of Rosemead Boulevard. The comparatively shallow 165 foot depth of lots was noted as possible deterrent to either apartment or retail shopping development. Also noted was heavy traffic on Rosemead Boulevard. The Planning Dir- ector noted the possibility of leaving zoning as is and re- working the permitted uses in Zone R-4 to permit most if not all professional offices as defined by State Code. The Commission was specifically concerned with the possibility cf Zoning Ordinance revisions to allow Commission review of site plans for all such uses, either through setting pro - fessional offices in C.U.P. category or through a regulation similar to West Covina's "Precise Plans of design" ordinance. Staff was requested to review the question with the City Attorney and then prepare a study for Commission study at a later date. 4. REQUIRED CHURCH LAND AREAS - Letter A letter from the Temple City Christian Church was read to the Planning Commission. It requested early consideration of possible removal of minimum land area for churches. The Plan- ning Commission and staff reviewed the existing ordinance re- quirements and limitations. It was agreed the amendments are probably desirable. Staff was instructed to add letter to the agenda of January llth, under communications so Commission could officially take action to order hearings. 5. POSSIBLE COMMERCIAL ZONING IN AREA OF 3ALDWIN AND OLIVE INTERSECTION Commissioner Briggs raised the question of whether it would be out of reason to consider a possible commercial develop- ment at Baldwin and Olive. It was a consensus that a good plan for expanding one of the commercial corners would not be an unreasonable request. Planning Commission Regular Acjc;;ned Page Two January 10, 1966 6. TEEN CENTERS - PROBLEMS OF POLICING AND CONTROL Commissioner Beckley noted there had been inquiries concern- ing possible Teen Centers in this City. He suggested that two points are of concern to him in such an enterprise which would be policing and control around the property. Other Commissioners expressed similar concern and asked the staff to make inquiry of other cities that have had Teen Centers and report to the Commission at a later date. Intent was to provide time for impartial study before any specific requests appear on the calendar. 7.
