A Regular Meeting of the Mayor and Council of the Borough of Carteret was REGULAR MEETING
called to order by Mayor Daniel J. Reiman at 6:00 P.M., Monday, November 24,
2008, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, November 24, 2008
Carteret, New Jersey.

Also noted present was Borough Attorney Robert J. Bergen and Municipal
Clerk, Kathleen M. Barney.
The meeting was opened with a minute of silent prayer and the Pledge of Prayer /Pledge of
Allegiance led by Mayor Daniel J. Rehuan. Allegiance
The Clerk stated that on December 31, 2007, the 2008 Annual Notice was STATEMENT OF MEETING
published in The Home News Tribune, The Star Ledger and posted on the NOTICE
Bulletin Board. The Amended Annual Notice was posted on the bulletin board
on February 25, 2008 and published on February 28, 2008.
Upon MMS &C by Councihnembers Sitarz and Naples and unanimous MINUTES FOR
affirmative vote of the fill Council present, the Minutes of October 9, 23 and APPROVAL
November 4, 2008 were approved and transcribed and engrossed by the Clerk.
ORDINANCE #08 -40 was introduced and adopted on First Reading and the ORDINANCE #08 -40
Assistant Clerk authorized and directed to advertise same for Public Hearing to "Amending Code, Chapter

Cont: Krum. Upon individual roll call vote Councilmembers Bellino, Colon, Diaz,

First Reading "AN ORDINANCE AMENDING ARTICLE I,

OF CHAPTER 254 -22 ENTITLED "VEHICLES AND TRAFFIC" OF THE
CODE OF THE BOROUGH OF CARTERET"
ORDINANCE #08 -41 ORDINANCE #08 -41 was introduced and adopted on First Reading and the

First Reading "ORDINANCE EXCLUDING VEHICLES OVER DESIGNATED WEIGHT
FROM CERTAIN STREETS"
Mayor Reiman Mayor Reiman explained that a few years ago when they were looking at the
Industrial Road extensions for the T21 Funding and the development at Port
Carteret and in Port Reading, Redevelopment, they discussed keeping Roosevelt
Avenue a light traffic street at the point in time that the Industrial Road's
extension opened up. He said with the new road opened our next step is to do an
ordinance and request that Woodbridge does an ordinance and have the County
do a resolution at the Freeholder Board and then have it sent to the Department
of Transportation at the State for them to approve. He said this would restrict
tractor - trailers, other than local deliveries, from lower Roosevelt Avenue,
County Road 602, Middlesex Avenue, Chrome Avenue and Union and Leibig
Lane. It would force truck traffic coming into Carteret front Port Reading to
utilize the Industrial Road to the Turnpike.

Items and New Resolutions /Agenda Items and New Business was opened to the public.

There were no comments from the public.

Councilmember Sitarz said he would like to add resolution 408 -288, which is a Councilmember Sitarz
Police Share Grant.
Mayor Reiman explained that this would join Woodbridge and Edison in a share Mayor Reiman
grant request for the DCA, which would authorize a consultant to study sharing
computer equipment technology hi the trunk lines which also operates our 911.
This would be no dollars out of pocket. He then asked for a motion to Amend
the Agenda to include resolution 908 -288.

Mayor Reiman then asked the Council if they had any questions on any of the
Resolutions 9-08 -283 thnu 908 -0288.
Councilmember Krum questioned Resolution #08 -276; "Professional Services - Councilmember Krum
AWR Land Surveying, Re: Shoecrest Park."
Mayor Reiman explained that it is a land surveying to survey portion of the park Mayor Reiman
along the streets, lookhng at the possibility of making the baseball field a soccer
field or a multi -type purpose field to allow for an extension.
Mayor Reiman explained that Resolution #08 -278; "Professional Services —
T &M Associates, Re: Louis Street Basketball and Tennis Courts Improvements
Survey, Engineering and Construction Administration Services" is also for land
surveying and design work. He said this is paid for by CDBG and they are
hoping to be out to bid in early spring or at the latest early summer.

Inspection of Buildings - October 2008

affirmative vote of the full Council present, all Reports were ordered to be
received and placed on file.
CO3`MITTEES COMMITTEES:
BUILDINGS & GROUNDS: Committee Chairperson Naples reported the
Buildings & Grounds crew winterized the golf course, removed pumps, serviced
snow blowers, repaired the PBA roof and set up various banners for grand
openings.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported. He
said delinquent tax notices were sent out this week and another notice will be
sent on the 15 of December. He said the Finance Office has been working on
the 2009 budget projections, which should be given for review to the Mayor and
Council within the next few weeks. He said sewer rebate checks are being
mailed to all those who are eligible. Continued Progress.
FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson Krum
reported on October 23` the New Jersey Emergency Medical Services Task

Force held a ceremony creating the Emergency Medical Services Security Plan, COMMITTEES Cont:
which details the medical response for a large scale emergency at our ports. He
said as a member of the State Planning Group Captain Paul Gadonnski was one
of the co- signers of this document. He also congratulated Chris Moremile from
the First Aid, who has been selected to participate in a pilot program at the
National Fire Academy in Maryland.
PARKS, RECREATION AND PUBLIC PROPERTY — Committee Chairperson
Bellino reported the tree planting on Carteret Avenue is done and the Christmas
Tree is up and the festival is ht progress. He said he received letters from the
Lutheran Church thanking the Mayor and Council for using Banik Park's sign to
let them know we had a can drive, for which a lot of food was picked up that
will feed a lot of people in Carteret. Progress.
POLICE — Connnittee Chairperson Sitarz reported there are new pedestrian
crosswalk signs in Carteret at various locations. He said he thought the County
has floated a bond for the three (3) new pollee cars and they will be on the road
within the next couple of days.
PUBLIC WORKS - Committee Chairperson reported Progress.
BOARD OF EDUCATION: Committee Chairperson Naples reported. She
thanked Councilmember Bellino for getting the Election Day Food Drive on TV
36 for her and Ms. Barney's Office for notifying the County. She reported it was
very successful. She then said on Wednesday, November 26' at Carteret High
School between 11:00 a.m. to 1:00 p.m., there is a Community Thanksgiving
Dinner and she invited the Mayor and Council. She said the band and the
Cheerleaders and the Steppers and Lou Kady will all be performing. She went
on to say that school will be closed Thursday and Friday for the Thanksgiving
Holiday and made mention that there was a Veterans Day breakfast at the
Middle School and it was well attended and a success.
Mayor Reiman reminded all present that the Borough will be closed on Mayor Reiman
Thursday and Friday and he wished everyone a happy and safe Thanksgiving.
At approximately 6:15 P.M., after no further discussion, upon MMS &C by ADJOURNED
Councihnembers Bellino and Naples and unanimous affirmative vote from the
