We request that all cell phones be turned offor to vibrate. 1 . Acceptance of new application for Open Space and Recreation Plan . Elizabeth Taylor explained that this is a new process of applying for CPC funding to pay for updating the Open Space and Recreation Plan and she was working through how to format the application information as well as what critical information should be included in the presentation , Faythe requested that the application include information about the costs of updating the plan , Peter Lombardi suggested that a consultant could be asked to provide a general scope of expense to update the plan and the application could request a "not to exceed" amount , Faythe asked committee members to forward her any comments/suggestions of their review so that Elizabeth can incorporate those into the application . The meeting for 9/ 11 will include an agenda item to vote on completeness, CPA eligibility and timeliness of this application . The legal opinion has already been obtained , 2 . Discussion and possible vote to amend funding recommendation for the Friends or Relatives with $ 0 0 # Autism and Related Disabilities (FORWARD) community housing funding request from $ 75 , 000 to $ 80 , 000 with $ 5 , 000 set aside toward preparation of grant agreement and other relevant closing related costs $ Paul Ruchinskas recused himself. Faythe noted that there will be additional grant and closing related expenses incurred as part of funding this project. The original motion did not include funding to cover those 0 � additional expenses . Legal counsel estimated that $2500 will cover the workz . Faythe recommended doubling that estimate to $ 5 , 000 and amending the motion to include these additional monies , Community Preservation Committee Minutess August 28, 2019 MOTION to approve $ 80 ,000 of CPC Housing funds to be used for the following purposes . 1 ) $ 75 ,000 to fund the request from Friends or Relatives with Autism & Related Disabilities (FORWARD) for funding to build 8 units of housing in Dennis for individuals with autism. The funding is to be used for construction costs , and is subject to an affordable housing restriction with Brewster funds going into the project last. Diane Pansire is liaison. 2) $ 5 ,000 to be set aside for preparation of the FORWARD grant agreement and other relevant closing related costs. MOVED by Diane Pansire. Seconded by Roland Bassett VOTE : 6-0-0 3 . Discussion and possible vote on completeness, CPA eligibility and timeliness of the Brewster Affordable Housing Trust ' s $ 500 , 000 funding request to acquire and repair two homes on the town ' s Subsidized Housing Inventory . Discussion and possible vote on referral of the application to the Housing Subcommittee for review and recommendation to the CPC for the November 2019 Special Town Meeting . Faythe noted that the legal opinion assumed that the affordable homes were not originally acquired or created using CPA funds . Jill Scalise confirmed that this is true . Jill also confirmed that after the town sells the homes , the money will come back to the town . It was suggested that the Housing Subcommittee make a recommendation when they review this application as to whether the funds come back to CPC or remain with the Housing Trust . Jill explained that there was less detail in the application about the second home due to confidentiality reasons . The assessed value of the second home is included . MOTION that the committee deem application from The Brewster Affordable Housing Trust for $500 ,000 to be complete, CPA eligible and timely and to refer the application to the Housing Subcommittee for review and recommendation to the CPC. MOVED by Paul Ruchinskas . Seconded by Roland Bassett Vote : 7-0-0 4 . Discussion and possible vote on the completeness , CPA eligibility and timeliness of the Dog Park Development Committee ' s $ 50 , 300 funding request for dog park construction costs . Discussion and possible vote on referral of the application to the Recreation Commission for review and recommendation to the CPC for the November 2019 Special Town Meeting , Peter Lombardi confirmed that the total cost of the proposed project is $ 311 , 875 which includes the $ 277 , 735 Project Base Bid in Appendix A plus $ 34 , 140 for soft costs and contingency estimate . The application cover sheet lists the Total Cost as $ 275 , 300 and Faythe had asked for clarification . The Stanton grant of $225 , 000 has been secured and has a 10% local match requirement . The materials on hand do not count toward the local match requirement . The committee requested that the updated project cost information be made part of the budget in the application packet as well as a clearer rendition of the site plan. Elizabeth raised the question of whether the final approval will need funds set aside to cover any additional legal expenses . Peter confirmed that the cost of the road construction is included in the base bid . Peter will also research and confirm insurance cost, which is part of maintenance expense, and bring that information to the Recreation Commission meeting . MOTION that the committee deem the application from the Dog Park Development Committee for $ 50,300 to be CPA eligible, timely, and complete pending receipt of the revised project cost information and clearer 2 Community Preservation Committee Minutes : August 28, 2019 site plan and to refer the application to the Recreation Commission for review and recommendation to the CPC. MOVED by Paul Ruchinskas . Seconded by Roland Bassett Vote ; 7-0-0 5 . Discussion and possible vote on expanded administrative support for CPC committee to the paid from FY2020 administrative funds . Faythe explained that there are two pieces of this discussion — what the expanded responsibilities would be , and whether there is sufficient money in Administrative budget to pay for it . Faythe asked Peter Lombardi to provide an overview of this topic . Since the CPC has responsibility for projects with significant community implication, including funding oversight and process , Mark Forest, interim Town Administrator, had made a recommendation to Peter that expanded support for CPC would provide a positive benefit to the committee and to applicants . Since a part-time position support position has been recently vacated, Peter thought it would be timely to incorporate expanded responsibilities into the job . It is anticipated that the position would report to the CPC Chair administratively with functional reporting to the Town Administrator. Faythe had provided a list of proposed responsibilities to Peter . The amended job description would need approval from the Select Board, with an anticipated pay range of $20 - $ 33 /hr . Peter is proposing 5 hours weekly to start/$ 6500 for FY2020 . The Admin. Budget for 2020 is $ 57, 500 . The committee reviewed the list of FY2020 estimated expenses : $ 15 , 400 for Historical Commission, $ 2500 for historical consultant, $ 3200 for initial legal review of applications , $ 3500 for Coalition dues, $ 10 , 000 for Mark Robinson work, $ 10 , 000 for Other Legal . With $ 6500 for expanded administrative support added, the estimated expenses total $ 51 , 100 . MOTION that the committee support expanded administrative support with attached duties and responsibilities for an amount not to exceed $6500 for FY2020. MOVED by Faythe Ellis . Seconded by Peggy Jablonslu Vote : 7-0-0 6 . Fall Town meeting warrant preparation Faythe will respond to a memo from the Town Administrator regarding guidelines for submission of Town Meeting articles by submitting an article template based on last fall ' s CPC warrant article . It is understood that the information in the template is subject to change/refinement as the committee works through its review process . 7 . Discussion and possible vote on principal paydown of Besse Cartway/Long Pond Woodlands note . Faythe explained that the town had received a reimbursement of $ 400 , 000 land grant to be applied to this land purchase . Although the funds have been received, they will not be available for committee use until July 1 , 2020 . It had been our intention to pay down the short term note using these funds . Six months interest expense is $ 4250 . The discussion is whether the committee recommends using existing funds in the Open Space account to pay down the note now, in anticipation of the state funds being available to use on 7/ 1 /20 . A paydown in FY2020 , in combination with a funding request for the Open Space/Rec plan could reduce the Open Space fund level to under $ 30 , 000 . Faythe will research whether there are any constraints to timing of principal paydown and bring this topic back to the committee for further discussion . 8 . Open Projects updates 3 Community Preservation Committee Minutes ; August 28 , 2019 2019 Lower Cape Housing Institute session descriptions , dates and locations were shared . Eligible participants list has been expanded . Faythe will forward the information to chairs of those committees . 9 . Vote to accept the minutes of the August 8 , 2019 Housing Subcommittee meeting . Diane explained that there is going to be a project day at the Huckleberry development (mostly landscaping and clean-up) and it is scheduled for Saturday, September 28 from 9 =42pm . Rain date is scheduled for the following day . Paul attended the Habitat for Humanity Phase 2 Wall Raising ceremony for 8 homes on Paul Hush Way . The tone of the event was very positive and celebratory . 13 . Next Meeting . The next meeting of the CPC is scheduled for Wednesday , September 11 , 2019 at 4 : 45 PM .
