MINUTES OF THE BOARD OF ASSESSORS
Date : August 29 , 2019 — Regular Session
Time : 5 : 3 0pm
Location: 2198 Main Street, Brewster, MA 02631
Present. Chair Belinda Eyestone ; Member G. Howard Hayes ; Deputy Assessor James
Gallagher; Senior Department Assistant Erika Mawn
Not Present: Diane Salomone
Call to Order : Ms . Eyestone called the meeting to order at 5 : 35pm .
1 . Report of the Deputy Assessor : Mr . Gallagher reported that FY2020 values are set . On
average, residential values increased by 4 % and residential condos increased by 3 % . The
Department of Revenue is requiring a -review of ` Association Exempt ' properties and has
requested that we submit Omitted and Revised assessments for FY2020 .
Map updates have been submitted to the mapping contractor.
The Classification Hearing is scheduled for Monday 9/9 .
2 . Review FY2020 Department of Revenue DLS Gateway Forms : The Board of Assessors
reviewed the LA-3 Sales Analysis , LA4 Assessment/Classification Report, LA- 13 Tax Levy
Growth Report, and LA- 15 Interim Year Adjustment Report,
3 . Discuss and vote Tax Rate Classification Hearing options and recommendations : The
upcoming Classification Hearing and options were discussed . The financial impacts of
various options were discussed along with the limited personnel resources available to
implement a residential exemption option. The Board agreed that no changes from previous
years ' recommendations were necessary. Ms . Eyestone made the motion that the Allowance
for abatements and exemptions (overlay) for FY2020 shall be not less than $ 400, 000 . Mr.
Hayes seconds the motion. Approved unanimously. Mr. Hayes made the motion to
recommend a single tax rate with no residential/commercial split. Ms . Eyestone seconds the
motion. Approved unanimously. Mr . Hayes made the motion to recommend no open space
discount. Ms . Eyestone seconds the motion. Approved unanimously. Mr. Hayes made the
motion to recommend no residential exemption. Ms . Eyestone seconds the motion.
Approved unanimously. Mr. Hayes made the motion to recommend no small commercial
exemption. Ms . Eyestone seconds the motion. Approved unanimously.
4 . Discuss Senior and Veteran Work- off programs MGL Chapter 59 Sections 5K & 5N :
The Board of Assessors discussed a potential increase in the� Senior and Veteran Worksmoff
amount from $ 500 to $ 1 , 000 and the potential impact on overlay. Ms . Eyestone moved to
support the increase from $ 500 to $ 1 , 000 . Mr . Hayes seconds the motion. Approved
unanimously.

5 . Discuss Local Option MGL Chapter 59 Section 5 Clause 41C%,P The Board of Assessors
discussed the merits of Clause 41CV2 but tools no action and made no recommendation at this
time .
6. Discuss Hardship Criteria MGL Chapter 59 Section 5 Clause 18 & 18A : The Board of
Assessors discussed Clauses 18 & 18A but tools no action and made no recommendation at
this time .
7. Review and approve Regular Session Meeting Minutes ; June 10 , 2019 : Ms . Eyestone
moved to approve the June 10 , 2019 minutes as presented. Mr. Hayes seconds the motion.
Approved unanimously.
8 . Topics the Chair did not reasonably anticipate : None
Executive Session (To comply with or act under the authority of, any general or special law or
' federal grant4n- aid requirements : MGL Chap . 59 § 60 and MGL Chap . 214 § 113)
At 6A2 pm Mr. Hayes made the motion to go into Executive Session for the reason noted above,
not to return to regular session. Ms . Eyestone seconds the motion . Roll call vote : Hayes — Aye;
Eyestone — Aye; approved unanimously .
