HomeMy Public PortalAboutAffordable Housing Trust -- 2019-07-11 Minutes Brewster Housing Trust July 11, 2019 5 .30pm Room A, Brewster Town Hall Present : Ben deRuyter, Sarah Robinson, Paul Ruchinskas, Madalyn Hillis- Dineen, Donna Kalinick Maggie Spade-Aguilar, Tim Hackert Call to Order: Chair deRuyter called the meeting to order at 5 :34pm . 1 . Citizen's Forum- None 2 . Millstone Road Property Pre4easibility Study & Community Engagement Update- Ms . Kalinick said we received the final Bohler Report and it was distributed to the Trust members . Ms . Scalise stated that the executive summary concludes that the site is appropriate for development with limited constraints . Ms. Scalise noted that the Trust intentionally did the first steps of pre4easibility then paused for Community Engagement . Ms . Kalinick explained that Ms. Barrett and Ms. Shufelt will be hereon the 15t" of August to discuss the report and the community engagement process. Chair deRuyter said that we have limited time tonight because we have a joint meeting with Housing Partnership . It will go on the August agenda to discuss in more detail . Chair deRuyter asked if we should post it on the web . The Trust unanimously agreed it should be posted on the town website as part of our promise to be transparent . Ms. Spade-Aguilar noted that it would be helpful if there were an index of acronyms. 3 . Funding of Trust : including CPA Application and SHI Home Update - Ms . Scalise and Ms . Kalinick are working on the CPC application for the preservation of the SHI homes . The appraisal was done in early July; it is in process . They will need estimates for the work to be done at Yankee Drive , The Trust was created to deal with situations such as these, but needs ongoing funds for preservation of our existing units . Ms . Scalise & Ms . Kalinick gave an update to the Select Board at their last meeting . Chair deRuyter again stressed the importance of access to resources and to continue to advocate for permanent funding sources . Mr. Hackert suggested they form a working group to look at funding options to bring back to Trust and particularly look at ways to do so without increasing real estate taxes . Mr . Ruchinskas asked if the CPC application would request that the funds stay with the Trust after the SHI units are rehabbed and sold ; this would allow the Trust to use the funds for any CPA eligible activity . If the Trust ends up having to buy one of the SHI units or expends more than 50K, we would need Select Board approval 4 . Potential Housing Rehabilitation Program Update- Ms . Kalinick said this would be discussed in more detail at the next meeting . The working group of Tim, Madalyn and Donna will do some more research on other models and bring back decision points . 5 . Approval of minutes from June 6, 2019- Mr. Hackert moved the minutes of June 6, 2019, Ms . Hillis- Dineen second . The Trust voted 6-Yes, 0- No, 1-Abstain . 6 . Adjourn meeting to reconvene @ 6PM in joint meeting with BHP; Mr . Hackert motion to adjourn at 5 : 52pm , Ms . Robinson second . The Board voted unanimously in favor.
