A RESOLUTION OF SUPPORT FOR THE CITY OF TIFFIN'S 2023 IOWA CLEAN AIR
ATTAINMENT PROGRAM (ICAAP) APPLICATION FOR A ROUNDABOUT(S) ON
NORTH PARK ROAD
Whereas, traffic congestion problems occur in various locations within the City of Tiffin
that could be improved with roadway projects that improve traffic flow and reduce
vehicle emissions; and,
Whereas, the traffic on North Park Road could benefit by passing through a
roundabout(s) at the entrance to Tiffin Elementary School and at Oak Hill Elementary
School which would reduce congestion and vehicle emissions while also reducing the
number and severity of accidents; and,
Whereas, the Iowa Department of Transportation administers the Federal Iowa Clean
Air Attainment Program (ICAAP), the purpose of which is to fund improvements which
reduce vehicle emissions; and
Whereas, the City of Tiffin is submitting an application to said program for the
construction of a dual -lane roundabout; and,
Whereas, the City of Tiffin will commit the necessary local matching funding for the
project implementation and will be responsible for adequately maintaining and operating
the project for public use during the project's useful life;
Now, therefore be it resolved by the City Council of the City of Tiffin, Iowa, authorizes
the ICAAP application to the Iowa Department of Transportation for funds for the
roundabout(s) in the North Park Road Reconstruction Project.
On the 19th day of September, 2023, at a regular meeting of the Tiffin City Council,
Tiffin, Iowa, Councilperson Limkemann introduced RESOLUTION NO. 2023-062, A
RESOLUTION OF SUPPORT FOR THE CITY OF TIFFIN'S 2023 IOWA CLEAN AIR
ATTAINMENT PROGRAM (ICAAP) APPLICATION FOR A ROUNDABOUT(S) ON
NORTH PARK ROAD and made a motion for approval. Motion seconded by
Councilperson Schnedler.
Ayes: Orris, Schnedler, Limkemann, Havens, Olney.
Nays: None.
Absent: None.
Whereupon five Council members were present and voted approval and Mayor Berner
declared that RESOLUTION NO. 2016-067, A RESOLUTION OF SUPPORT FOR THE
CITY OF TIFFIN'S 2023 IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP)
APPLICATION FOR A ROUNDABOUT(S) ON NORTH PARK ROAD to be adopted
and signified his approval of the same by affixing his signature thereto.
Passed by the City Council on the 19th day of September, 2023.
