RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
ENGINEERING SERVICES WITH T &M ASSOCIATES —
STORM & SANITARY SEWER INVESTIGATIONS
FROM HURRICANE IRENE
WHEREAS, the Borough of Carteret is in need of specialized engineering services with
regard to Stomr and Sanitary Sewer Investigations from Hurricane Irene; mid
WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $5,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from T &M Associates for engineering services related to
Storm and Sanitary Sewer Investigations from Hurricane Irene at a
total cost not to exceed $5,000.00 at the rate set forth in T & M's
existing contract with the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.

As requested at our meeting yesterday regarding the referenced matter, we are providing herein a
preliminary scope of services and fee estimate for various engineering services associated with the
investigation and review of numerous storm and sanitary sewer system incidents resulting from
Hurricane Irene.
Scope of Improvements
As a result of the heavy rainfall and coincident high tide conditions associated with Hurricane Irene,
the Borough experienced significant storm sewer system surcharging and roadway flooding and
excessive Infiltration/Inflow (I{I) in its Sanitary Sewer System which resulted in numerous resident
backups in their homes and system surcharging and Pump Station mechanical equipment failures.
A number of these sewer system problems are known capacity problems in the sewer systems,
however, several new problems were revealed by the storm.
In order to assist the Borough in identifying, investigating, and defining the sewer system failures
which have caused the problems, we are prepared to work with you and the DPW Sewer
Department staff to this end.
Due to the detailed and extensive nature of the required investigative work, we are proposing the
Borough authorize our office for a fee not to exceed $5,000 to initiate our services. Once we have
outlined and defined the larger effort required for the system investigations, we will provide a more
detailed supplemental scope of work and fee estimates for our services,
Summary of Fees
The fee for the scope of work listed above is estimated to be $5,000. Any independent testing
laboratory costs or sewer cleaning and televising costs will be billed directly to the Borough and are
not included in our fee. Further, our scope of services and fee estimate does not include field survey

costs. If it is determined field survey and associated base mapping are required for sanitary sewer
investigations, we well provide a scope and fee under separate cover.
Upon authorization from the Borough, we are prepared to proceed with the scope of services
described above.
