HomeMy Public PortalAbout20110512CCsynopsisSYNOPSIS REGULAR MEETING OF THE TYBEE ISLAND CITY COUNCIL MAY 12, 2011 Consideration of Items for Consent Agenda 6:30PM Mayor Jason Buelterman called the consent agenda meeting to order at 6:30PM on Thursday, May 12, 2011. Members present were Mayor pro tem Shirley Sessions, Wanda Doyle, Bill Garbett, Frank Schuman, Sr., Kathryn Williams and Paul Wolff. Also present were City Manager Diane Schleicher, Bubba Hughes, City Attorney, Dianne Otto, Acting Zoning Manager and Jan LeViner, Acting Clerk of Council. Mayor Buelterman listed the following items on the consent agenda: Special Event Application: Tybee Island Holiday Parade, December 3, 2011 at 1:00PM from 14th Street to the Tybee Island YMCA Special Event Application: Critz Tybee Run Festival, dates TBA (Friday/Saturday running events) various locations GIRMA Grant – Safety Equipment and Training Grant Application – Grant funds 100%, no local match required. Police Department will use funds for body armor, reflective vests and other safety equipment. Second Amendment to Water Tower Attachment Lease Agreement, City of Tybee Island and Alltel Communication, LLC. Resolution, City of Tybee Island to hold Municipal Election on Tuesday, November 8, 2011. Resolution, City of Tybee Island appoints a Municipal Registrar which will review the list of proposed electors and to perform other duties in cooperation with the Chatham County Board of Registrars. Executive Session Opening Ceremonies Call to Order Everyone present at the consent agenda was still in attendance. Invocation: Shirley Sessions, Mayor pro tem Recognitions and Proclamations Consideration of the minutes of the regular meetings of the Tybee Island City Council 4/28/2011, 5/5/2011/ and 5/10/2011 held over to May 26, 2011. Consideration of Boards, Commissions and Committee Appointment Reports of Staff, Boards, Standing Committees and/or Invited Guests. Julian Pafford, Regional External Affairs Manager, and Stan Scarborough, General Manager, Coastal Region, Georgia Power discussed response time for George Power to Tybee Island in case of fire/emergency is forty-five (45) minutes as their ‘trouble men’ do not take bucket trucks home with them. Kathryn Williams asked if it was true the ‘trouble men’ would have to go the west side to pick up a bucket truck? Mr. Pafford explained that it was true but in the future they would try and stage a truck near Tybee Island. Bill Garbett asked where the closest bucket truck is. Mr. Pafford stated that it was on Hwy 17. Mr. Garbett then stated that he would like Georgia Power to work on a better response time plan. Mr. Scarborough further explained that in the future they would be working directly with Chief Bryson to coordinate a location where a police escort would meet the bucket truck to assist with clearing traffic. Mayor Buelterman asked if there is a way Georgia Power can remotely cut service to Tybee Island. Mr. Scarborough explained that currently they could cut power to the entire Island but in the near future when the new sub-station is upgraded it will allow them to remotely shut off services to specific quadrants of the Island. Ms. Williams asked if Georgia Power is governed by state or federal standards for response time. Response was, “no regulatory requirements that they are aware of at this time”. WITHDRAWN Consideration of Bids, Contracts, Agreements and Expenditures COPS Grant – Request to Apply for Funding for Full-time Police Officer – Grant funds 100% of pay and benefits for first three years and fourth year is 100% City’s cost commitment. Mayor Buelterman asked Diane Schleicher to further explain the COPS Grant. She stated that she spoke to Chief Bryson and he would like one officer which would be assigned to the power shift, i.e., Friday, Saturday and Sunday. This would give additional presence during the tourist season. Wanda Doyle reported that the grant had been discussed at the Public Safety Meeting and the committee feels it would be a good point to put the new hire on the busiest shift. Wanda Doyle moved to approve, Shirley Sessions seconded. The vote was unanimous. GIRMA Grant – Safety Equipment and Training Grant Application – Grant funds 100%, no local match required. (Approved during the consent agenda) Agreement and Authorizing Resolution for Transportation Enhancement Activities between the Department of Transportation State of Georgia and the City of Tybee Island – Project CSTEE-0008-00(997) P.I. No. 0008997 – Historic Butler Avenue Pedestrian Safety Project – Construction of SR 26/Butler Avenue FM CS 809/14th Street to CS 804/Tybrisa. Ms. Doyle stated she is not in favor of the project as she feels there will be safety issues. Mr. Schuman agreed. Mr. Wolff explained that it will slow traffic down, enhance the area and provide more safety. There would be no downside to the project. Ms. Schleicher reported that the project would start in October and take approximately six (6) months to complete. With this timeline it would not hinder the tourist season. Kathryn Williams made a motion to approve, Paul Wolff seconded. Vote was 5-1. Voting in favor were Paul Wolff, Kathryn Williams, Frank Schuman, Shirley Sessions and Bill Garbett. Wanda Doyle voted against. McKenzie and Highway 80 Cross-walk Bid Special Meeting of City Council on May 19, 2011 Second Amendment to Water Tower Attachment Lease Agreement, City of Tybee Island and Alltel Communication, LLC (Approved in the consent agenda) Consideration of Approval of Consent Agenda Paul Wolff moved to approve the Consent Agenda, Kathryn Williams seconded. Vote was unanimous. Public Hearings 502 First Street, Tybee Village, LLC. Bill Garbett moved to approve subject to the additional planting of evergreen trees behind the structure providing a screen for the homeowners.Wanda Doyle seconded. Vote was 5-1. Voting in favor were Paul Wolff, Kathryn Williams, Shirley Sessions, Bill Garbett and Wanda Doyle. Frank Schuman voted against. Site Plan, 106 S. Campbell, Charles Vonaskek, C-2. Frank Schuman moved to approve. Wanda Doyle seconded. Voting in favor were Paul Williams, Frank Schuman, Shirley Sessions, and Wanda Doyle. Kathryn Williams recused herself. Minor Subdivision 1230 A & B Solomon Avenue, KE Family Enterprises, LLC, Zone C-2. Wanda Doyle moved to approve. Bill Garbett seconded. Vote was unanimous. Zoning Variance, 1409 Second Avenue, Erik Puljung, Zone R-2. Shirley Sessions disclosed that she was a neighbor of Mr. Puljung. Shirley Sessions made a motion to deny variance. (Approved in the consent agenda). Consideration of Ordinances, Resolutions 1st Reading, Article 3, Sections 3-110, 3-160, 3-165, 3-170, 3-230, 3-240. Moved to May 26, 2011when Ethan Imhoff, Zoning Administer will be in place. Resolution, City of Tybee Island to hold Municipal Election on Tuesday, November 8, 2011.(Approved in the consent agenda). Resolution, City of Tybee Island appoints a Municipal Registrar, Janice Elliott, which will review the list of proposed electors and to perform other duties in cooperation with the Chatham County Board of Registrars.(Approved in the consent agenda). Resolution, City of Tybee Island is authorized to permit and regulate package sales by retailers of malt beverages, wines, and distilled spirits on Sundays between the hours of 12:30 and 11:30PM.
